Located on the North American west coast, the Oakland Newtype Lab is one of several formed by the Earth Federation after the One Year War, joining the likes of Augusta, Leipzig and Murasame. Though lacking test subjects of its own, Oakland frequently borrows subjects from the east coast Augusta facility and primarily both completes and manufactures designs initially created at Augusta.
