Strive felt in a more stable place now. The event that lead to Nocturne's death had been tumultuous, and losing his partner and some sense of faith with the Hero Organisation had been traumatic, but after his talk with King, he felt like he knew who he was again. Strive had seen his sister in the flesh, but at least he had a sense of closure. She had moved on, become her own person, even though that person was involved in the Yakuza. That mattered little. Strive had made a promise to himself to move on, to focus on being the Symbol of Peace. He set his mind forward, not looking back.
He entered the reception area of the Hero Commission, dressed in his well-known Hero costume and his classic shield. Strive stood in the air-conditioned lobby, looking around with a keen eye. It had been a while since he had come here, but even then it had felt... different. Now he had questions for the Commission, rather than the other way around.
Strive made his way to the reception. He had a meeting requested already, but he wasn't the kind of man to just barge in, no matter how dire the situation.

Elevator doors would open and unleash a myriad of folks in suits. There was on that wasn't quite like the others. Speed, rather Mayoi now, was who they were all answering to. He'd been getting up to speed on many things, the commission was an entirely different beast than being a hero. He was glad to have placed his agency in Panda's hands, as he could work from inside and try to make changes in the industry from within. If he couldn't fight crime, he'd fight the system that allowed tragedies to happen.
He was told there was going to be a meeting today, but he was too embroiled in paperwork to really see who. As the group finish off their simultaneous breifing, they scatter to their own offices and tasks, leaving Mayoi to see who exactly was awaiting him. "Oh, it's you." Mild surprise, but there was an undertone of bitterness. The two hadn't talked since that night. It was the night he questioned Benji's motives for the first time and the night Nocturne was killed. It was an off the books operation, but it was a stain on his integrity as a hero. Honestly... if he didn't have lasting wounds, he wasn't quite sure how he could push through knowing a major hero died that night. He HATED Nocturne, but that didn't mean the guy deserved to die. Maybe if they stayed things could have turned out differently.
He brushed his hair out of his face only for it to flop back down. "Seems you had an appointment with the director. That would be me now." He would hobble over to the number one and offer a handshake. Was the least he could do to keep things cordial.

Seeing Mayoi made Strive's breath catch in his mouth. Old friend... what were they now? He had tried to reach out to him, since the incident, even before coming to terms with everything. Strive wished it hadn't taken the death of a Hero and the retirement of another to get him there. Especially not Speed. They had been friends ever since U.A., but now a yawning chasm spread out between them. Strive swallowed hard, taken on the mask of a Pro-Hero. He bowed to Speed as he approached, then took his hand and shook it. Formal, business-like. Pro-Hero to Hero Commission Director.
"Mayoi. They made a good choice making you the Director. I can see you taking this place far."
Strive smiled, forced but practiced. Inside, he was worrying. Speed... he had been there on that night. The Commission had hired Nocturne... someone who Mayoi now managed. How had he taken that? Was he already working from within? There were so many questions. He stood still, waiting for Mayoi to direct him to a meeting room... or to dismiss him without warning. Strive wouldn't blame his old friend for not wanting to talk to him, after what happened on that night.

Mayoi sat with his feelings as he scanned his former partner up and down. Benji's hand was warm, like it always had been. Speed would turn, and keep his crutches tight to make his trip to the meeting room more efficient. "Let's get this show on the road. HEY!" Some of the associates would stop in their tracks as Mayoi quickly hobbled passed them. A childish but valient effort from the once speedy hero. "Don't think you're faster than ME!" Speed was still Speed, regardless of his position. He held a strong amount of pride and an indomitable will.
Though he could no longer be a hero, hero would create an environment that would cull any corruption that the commission once had. But first, he and Strive needed to understand what led up to that night at the wharf, and how things were ran prior to his taking office. "We have much to discuss."

Strive followed with a growing weight in the pit of his stomach. Seeing his old friend like this... and he had been the cause, the reason and the why. Without him, two Heroes would still be patrolling the streets and keeping people safe. He kept his pose, his smile and posture as he followed Mayoi, but inside he felt worse than he had when KK had manipulated him into all of this.
Much to discuss? There was a whole world to talk about.
Strive said little as he followed Speed, waving and smiling as was his duty as the Number One to others in the commission, but trailing behind the man who must hold a fierce grudge against him like an errant schoolboy. Only when they closed the doors of a conference room behind them did he exhale, slumping his shoulders.
He didn't catch Mayoi's eye at first, staring at the floor, frowning. Then he looked up, staring into the other man's features.
"You probably don't want to hear it, Mayoi, but... there's nothing I wouldn't do right now to reverse everything that happened. I'm... sorry. I was a terrible friend, and a sham of a Hero. I don't deserve the Number One spot after doing what I did to get you hurt, and Nocturne..."
It stuck in his throat. What did he think of Nocturne? It was all incredibly convoluted, confusing and felt like standing on the precipice of some dark vortex.
"... my actions lead to his death. I don't think the Yakuza would have done anything if I wasn't there that night."
Strive let out a deep sigh, as if it was a weight off his mind and soul. It wasn't.
"But I can't give up on Japan, or the other heroes. Not yet. There's so much I can still do... but I don't trust myself to make that choice. That villain, KK, showed me my weakness. I truly didn't think I had any, but it was there. A deep crack in my life. I need... I need help, now more than ever."
Benjiro looked at Mayoi with such a woeful look. He had once had the best help in the world, an old friend, sidekick and teammate. His actions alone had ripped that fact to shreds.

Speed sat on the first statement. With what he knew now, there was no way he could call Benji a bad friend. Did he still feel a way about the situation, absolutely... but a bad friend?-NEVER. He eyed the associates, who seemingly understood it was probably best if they left the number one and former hero to their selves for this conversation. It was something that needed to be discussed in private. Mayoi didn't interupt his former partner.
It was fair. Rather, they'd gone so long without speaking, it was almost expected. There wasn't particularly any time to speak anyway. There was an uptick of crime when Nocturne passed, and on top of that, Speed had to invest his resources into his protege, and into his future career. A lot had changed in this short period of time. Change was necessary and arguably just as good as it was bad. "Mmm... " Initially it was all he could get out. He wanted to shout at the man, but no good would come from that. Instead, the chairman took a deep breath. "Saying you don't deserve to be number one would be a spit in the face of both Nocturne and myself. Hold you chin up with pride, hero." This wasn't as his "friend" but as chairman. Ifs, shoulda, couldas, and wouldas didn't matter. What mattered was the present.
Presently, the country needed a number one hero more than anything. Strive being so down on his luck would only breed cracks in this society of theirs. People needed someone to believe in, someone who could foster hope. "I guess in a way, I see what Nocturne meant. Being number 1 can make you blind to a few things if you stand in the spot light long enough. Who do you think was standing behind you this whole time? There were top heroes behind you, supporting and helping you this whole time."
Pointing to himself, "even the nobodies who help you. There was never a moment when you didn't have help." A slight joke at his most impressive feat as a hero, being a retirement announcement on the news.
"He also was wrong about a lot of things, in the same way we were that night... Instead of sticking himself on an island and putting the mission first, he should've considered our motived and intentions as well. " The chairman would allow his laptop to connect to the room's projector. On display, a signed document would reveal a hero request from a anonymous third party. It was a shell company requesting hero security for vip guests. Due to the type of guests, it seemed to warrant a hero of status. Nocturne, while he specialized in combat and detective work, was a suitable candidate. "His claim of being there on work was legit, as was his silence about the details. I'm sure with his familial background, there were likely a few people he begrudgingly wanted to protect. I can't speak for the case with his mother, but there has been confirmation of her death. Safe to say it was why he fought so hard... Unfortunately, they both are gone now..."
With a disappointed sigh, he-" In the simplest of terms. Neither side between him and us were wrong... He was speaking his truth, as were we. Rather than hearing each other out, we duked it out and only caused more disarray, just like the enemy wanted. Knowing KK he probably took into consideration of Nocturne's nature as a hero, and your want to finally see your sister to his advantage. Absolute success, we damn sure weren't gonna stop and he was deadly serious when facing us... " He gingerly held on his abdomen, where a blade once passed through.It was an awful memory from an awful night. Eyes trained on Benji, Speed continued, showing more of the document. This included Nocturne's kit and approval to use his own resources rather than pulling from heroes pools as one typically would. It was all there.
"I'm sorry none of us could realize this all sooner, partner. We could've saved, Yoo, your sister, and possibly even his mother. I take this failure on as my own... I can only push for situations like this to never happen again with the commission." As viciously as they all fought, Speeds hatred dwindled in the face of his best friend. His eyes were sad, darkened by the trauma. He fought tears, but forced it out, albeit quietly. "I'm sorry, Benji. As heroes... we lost that battle entirely. You, me and Nocturne." It was true, one hero dead, one hero forced into retirement, and one hero emotionally scarred by it all. Hope would never die here, but it damn sure did hurt the prideful Mayoi.
For now they needed to connect the dots. They needed to draw a clearer picture, so they knew how to move forward. They need heroes to build a stronger sense of unity, so situations like this didn't happen again. There was so so so so much work that needed to be done.

Strive only needed to glance at the document projected onto the wall. Deep down, he knew it. Nocturne had been there with legitimate reasons. It wasn't him that had failed society, but their own rules and regulations. Anyone could hire a Hero to protect them. It was the nature of the game, and a villain like KK would know how to exploit that. Even a villainous gang like the Yakuza could have help. It shouldn't have happened as it did, but it was done now.
"Yeah... I guess I've been sitting on a Pillar for far too long. It's easy to forget that once in a while I need to get off and accept help."
He flinched slightly as Mayoi addressed him, not as a hero, but as a person. Strive shook his head with a sad smile.
"Nah. You did everything to help the situation, and more. It's my fault this went down. I've been a step ahead of every villain so far that it didn't even cross my mind there could be someone faster. KK is gonna pay, but I'm not making the same mistakes twice."
He gave Mayoi a firm nod.
"The battle was lost, but the war isn't over yet. With you behind the commission, there is more hope than ever. I'll do everything I can as Number One to help. So... where do we start, partner?"

Mayoi took a moment a give a deep exhale. He wasn't entirely sure how their relationship would turn out, but it felt as though this was a start. In a way working in the commission felt as though it solidified him as a proper moon to Benji being the pillar, a sun. He could work behind the scenes while his partner worked on the front lines. Perhaps it was always how things were meant to be, save for the fact it never should have been by these circumstances... still- "Well... since Nocturne's passing Shizuoka has been in shambles. We're also seeing a strange up tick in crime across other cities as well." He rubbed his chin trying to find a corresponding reason. " This is likely was what Team Confidence wanted... villains feel empowered by things like this, and the civil unrest. People are nervous... I'm sure it will calm down, but still..."In a way, he felt like KK was laughing at them personally. It begged the question -rather the exact question the Benji posed... WHERE DO THEY START? Honestly, in their team dynamic Strive usually took the lead and he supported. Telling Benji what to do felt like uncharted territory. Honestly, it was far more stressful than just racing up to a villain and punching them in the face. In his laptop, he'd peruse a few files before landing on one that seemed promising. "Black Bear has had her hands full with Hosu... Architect has been in Yokohama per usual... A-actually. We need someone for a security detail. The way it was put in... it matches exactly how the mission Nocturne accept was posted. Anonymous, for some sort of big wig. I'm assuming KK taught multiple people how to mask their requests. I'm gonna be keeping a close eye on cases like these. Big difference is this one is a repeat ask. This person has asked for security on multiple occasions recently. Rather, I'm not 100% sure if this person is suspicious. That's where you come in. "
He shrugged. "We ain't detectives. But if this lady IS yakuza, it means we might have a lifeline still in locating your sister. All you have to do is keep her safe for her day trip. Oh.. and ugh. There's a trainee awaiting a hero to sign off on this mission. Apparently this kid has worked multiple times with her already... errr I highly doubt a UA kid would be a Yakuza, but who knows nowadays. Stay sharp and keep me posted on how things go!"
A thumbs up and a booming voice, almost as powerful as his typical 'hey' introduction to villainous enemies... -It was a new patented call and response, just for giving heroes missions.
