From atop her perch on a 3D billboard, Suzu gazed down at the crowds down at famous Shibuya Crossing, watching the rhythm of the crowds crossing and dispersing as she waited patiently. Today would be a special day for another hero, Suzu would make sure of that. Earlier in the year, the 101 had decided by vote to invite the prestigious Justice League to do their annual "hero exchange", and within the past month, the Justice League had named a hero called "Pilgrim" as their representative, a hero that Suzu then researched extensively. At the same time, Suzu was chosen as the 101 representative to greet the transfer hero. At first, Suzu did her best to refuse and turn down the task, but she eventually agreed on one condition: that she could thoroughly test the representative that the Justice League sent. Failure of the test wouldn't mean the hero would be sent back; Suzu didn't have that authority. However, her disapproval would carry weight. Suzu wasn't planning on meeting Pilgrim at HQ or elsewhere. For Suzu, the first part of the test had already begun: find her in the entire metropolis. The transfer hero would be told to meet her at a Tokyo landmark on this day between 1PM and 7PM, and that was it. After deciding enough time in the day had passed, Suzu started to shift form, her bones cracking as they lengthened, the woman snarling as her tail sprouted and rapidly grew out. Scales quickly developed all over her body, and her eyes grew amber as her pupils turned to slits. Her hair turned a dark silver and grew out like a flowing mane. She had six hours in this state before she lost control. Six hours for her examination.

Pilgrim had received the news with mild surprise. She had not even been aware that there was an annual exchange program with the Justice League until Wonder Woman had handed her the summons. Apparently they had multiple. Pilgrim did not know anything about the culture of the Far East, and she was reluctant to familiarize herself too deeply. She would begin her stay there within a couple weeks - in her view, hardly sufficient time to learn a culture that was so different from the one that she had struggled to live in since coming to Earth. This wasn't to say that she was not eager to see Japan - of everything the Pilgrim was known for, ambassadorship (of any sort) was at the forefront.
Similarly, Pilgrim had not expected a test. She had chosen not to expect anything - it was an entirely new environment, after all. Pilgrim had elected to not travel to Japan on her terms; rather, she took a public international flight. Customs were... cumbersome, to say the least, but she was glad to have indulged the experience. She needed to view Japan as Americans viewed it... to start, at least. Pilgrim liked to think that she was not that close-minded.
Shibuya, they called it. It was... its own city? Within Tokyo? New York was not so different. Pilgrim noticed many dressed like her in the streets. Her costume seemed to be right at home. Whether they were local superheroes or civilian aficionados made no difference to her. Already she could tell how different "cape culture" was here compared to the United States. She stood among throngs and throngs of people, all of them moving like a human river in motion. Again Pilgrim was reminded of the city life that she preferred to avoid. But this was her mission now, and she would complete it.
She needed to find a hero called "Kaiju". She knew that the term meant monster, but beyond that, she was rather unaware. It was not easy for her to concentrate in crowds, but she would put forth her best efforts. Though the currents here were different, Earth winds were still Earth winds. SHe felt the innumerous trails through the air, the sky. Pilgrim's gift was frequently used as an extra sense. If not for Kaiju's ostensibly explicit form, this would have been Pilgrim's primary method of locating her. When their gazes met, Pilgrim's cloak began to billow from her own currents, flapping wildly about her person. Those in her immediate vicinity quickly gave her space, waiting to see what would happen between this stranger and one of their local icons.
Pilgrim was particularly curious. Did Kaiju mean to spar with her in the heart of Shibuya?

At first, for the first hour after shifting into her kaiju state, Suzu simply waited patiently atop her perch on a billboard, watching the clouds pass by while using her heightened hearing to practice listening in on conversations from far away, particularly from the crosswalk below. She wondered if this Pilgrim would find her in time, or whether she'd get lost among all the tourist traps in Tokyo, not just Shibuya. Or whether this Pilgrim would treat finding Suzu with urgency. The directions were vague on purpose, as part of this mock exam, after all. At the same time, Suzu knew she had long been noticed sitting on the billboard, and was making a small scene, being shifted without any visible emergency. Having grown bored, and wanting to alleviate any worries among the crowd, she leapt down onto a vacant spot on the sidewalk below and walked across the crossing in the direction towards Hachiko.
Once across the street, and the inevitable happened, someone asking her for a selfie, she immediately started taking them with whoever asked, doing her best to smile while keeping the 101 PR department's advice in mind: "You're sometimes seen as unapproachable. We were wondering if you could try to soften or brighten your image, to help put people at ease. You're not just a brawler, you save people, and we'd like your image to help reflect that."
It was about after another hour of interacting with fans that Suzu finally caught sight of Pilgrim, identifying the cloak and helmet form the pictures she found. Her expression couldn't help but harden noticeably, stopping a young man from approaching her for a selfie, and causing those closest to her to disperse. Murmurs started coming from the crowd that had formed a circle around the two. Suzu's knuckles cracked, and she smirked at the Justice League representative.
"はじめまして, Pilgrim。私はカイジュです。もし私が悪者だったら、あなたはここに来るのが遅すぎたかもしれません。" Phase 2 of her exam. Now that Pilgrim found her, could she even communicate with her, and by extension, most of the people that Pilgrim would be helping here?

It was strange that Kaiju did not approach Pilgrim directly. Perhaps there was a method to this. Pilgrim was not from Japan, after all. There may be customs to observe, especially with the people. In a city that was like New York City, it was strange that Kaiju stopped to interact with the people as she did. This was normal in Kansas and Kentucky because the community was small enough that Pilgrim could aFFORD to (and wanted to) make the time to know them. Did Kaiju truly know each and every one of these people that she was being approached by?
Pilgrim dismissed these thoughts as the 101 hero finished approaching her. The Justice Leaguer paused - it was not that she did not understand her... not entirely, anyway. Many of her flight suit's HUD systems had been updated by Iron Man to accommodate for situations like this. For now, she would need to rely on them. A couple beats of processing the information exchange, and Pilgrim was ready to speak through her helmet. "カイジュさんにも会えて嬉しいです。まさかハチ公でスパーリングをすることになるとは思いませんでした".
She paused, thinking for a moment. Now that they were with one another, the crowds were even larger now, hoping to speak with them, or perhaps just to be in their presence. It reminded Pilgrim of why she seldom assigned herself to cities. "ここの人々はヒーローが好きなのでしょうか?"

If asked, Suzu would admit that she did not enjoy interacting with such a large number of fans that much, feeling it was too many people at once. The experience felt stifling and overwhelming, even though she genuinely enjoyed hearing someone's sincere gratitude when it was expressed. Still, gratitude for her hero work was one thing, but the adoration that felt undeserved was another. Nevertheless, she accepted the attention as a natural part of the burdens that come with being in the top 10. Suzu maintained a confident smile on her face, painfully aware of all the phones around her.
Suzu was relieved to hear synthesized Japanese come from Pilgrim's helmet, and snickered at Pilgrim's idea of sparring in Hachiko, right in the middle of a bustling city. Suzu was happy to play villain, but not be one. Such a reckless move would surely earn her a formal reprimand and likely a rank demotion too. "スパーリング?それは素晴らしいアイデアですが、ここではそうではありません。" said Suzu with a grin.
Pilgrim's question caught Suzu off-guard though. "ここの人々はヒーローが大好きです。アメリカ人も同じではないでしょうか?" she asked. Heroes safeguarded and rescued people and their futures, carried their hopes and dreams on their shoulders. It was hard for Suzu to imagine a society that didn't love the idea of heroes.
After flashing another smile at the crowd around them, Suzu focused on Pilgrim. "試験の次の部分: 私が悪者のふりをしてください。 101東京支店の施設に到着する前に逮捕してください。" she shouted loud enough for the crowd to hear. Suzu didn't explain any further; after all, time is of the essence in a scenario like this. She suddenly leapt up high, very high, onto a building's rooftop, not even casting a glance behind her as she started dashing and leaping on all four limbs across rooftops in the direction of the Tokyo facility, becoming a blur within the Tokyo skyline.

Had Pilgrim been back in the States, hearing this answer would have disheartened her. Here, it was uplifting, to know that Japan was much more favorable in its perspective of champions such as themselves. It was better not to dwell on what Pilgrim had left behind.
Then, to the mission. Pilgrim had not forgotten why Kaiju had brought her here. A test. One that started now. By the time Kaiju had launched herself into the air, Pilgrim was already there. She had been holding back a burst of wind within herself, waiting to propel herself at the opportune moment - now, it seemed. It was only enough to knock down those that had been standing too close to her on the ground, and only in the way that one might be knocked prone by a gale. Pilgrim quickly redirected herself mid-flight in Kaiju's direction. Keeping pace with her would not be the obstacle. Speed was Pilgrim's strength - strength itself was another matter.
Pilgrim paused her acceleration for a moment, then launched herself like a rocket, far ahead of Kaiju's position, if only temporarily. Now that her target was before her, Pilgrim launched two attacks. The first was a low-position strike, compressed air in the form of a razor wire meant to trip her limbs to send her into a sprawl. The second was a wide barrier, to act as a secondary stopping force that Kaiju would (if the first attack landed) crash into with her own strength. Disorienting and debilitating an overpowering opponent would be the cleanest resolution to this scenario.

Suzu's eyes widened in surprise at Pilgrim's sudden burst of speed, the other hero already keeping pace with her. Well, that was good. A high response speed was always valuable in the field.
Pilgrim's first attack was successful, for Suzu was not prepared for, and not expecting, such a move. Suzu sprinted directly into the invisible trip wire, tumbling over herself as she dashed across a rooftop. She slammed directly into the hardened barrier of compressed air, feeling her face contort from the impact, abruptly dropping after the collision, sprawling out onto the floor.
There was a smile on Suzu's face when she got back up. It was a good move, a clever move, to literally trip her up, Suzu could appreciate that. Her reptilian eyes searched eagerly for the source of the forces, but saw nothing. Suzu wasn't yet sure what Pilgrim's powers were. She felt as though her opponent were maybe psychic, controlling invisible forces and force fields, but that didn't feel entirely right. Both attacks from Pilgrim gave way somewhat when Suzu collided into them. "風?" She considered how Pilgrim flew, and remembering the videos from her research, wind manipulation suddenly made sense.
Suzu suddenly felt at a disadvantage up on the rooftops of Tokyo. Pilgrim had already proved faster than her for now, and her natural flight was much smoother than Suzu sprinting and leaping across buildings. Suzu had moved up to the rooftop levels during this chase to avoid collateral damage and obstacles at the ground level, where cars and pedestrians were. However, since Pilgrim controlled the wind, up towards the sky was her natural territory. Suzu glanced around at the other rooftops, now feeling stuck on one, like on an island, for if she leapt to another, Pilgrim could easily send her plummeting to the streets. That wouldn't hurt too much, but there was still the chance that dropping onto the streets could hurt someone.
"悪くない! 悪くない!" she shouted out at Pilgrim, still smiling. The Justice League representative was passing her expectations and living up to the League's reputation so far. Suzu then shifted her feet across the floor, getting into a karate stance. It was a feint; Suzu didn't know any martial arts.
"どうやって私を逮捕するつもりですか?" she shouted at the other hero, fists raised, feeling nuclear heat build up in her chest, her chest starting to glow a bright orange as smoke started issuing from her mouth, threatening her atomic breath.
