Something something speed force is broken. We go fast or we die like Robin.
Speed Force Conduit: After he was struck by a bolt of lightning and doused in chemicals, Wally gained a connection to the Speed Force, a mysterious cosmic force that pushes time and space itself forward. As it does this, the Speed Force creates excess energy that builds up and needs to be released.
Wally, along with the other speedsters connected to it, act as a release valve for the Speed Force. When Wally uses his powers, he taps into that built up energy and expends it. Due to his time trapped in the Speed Force within its cosmic energies, Wally has gained a much stronger connection to it and can tap into it much more than before. Wally has a deep, spiritual understanding of the Speed Force.
Wally's connection to the Speed Force grew even stronger after he was hyper-energized with an incredibly powerful surge of energy from the Speed Force itself. This granted Wally a mainline connection to the Speed Force, meaning he cannot be cut off from its energy.
Superhuman Speed: Wally is capable of moving at incredible superhuman speeds. He is far faster than Superman and even a bit faster than Barry Allen, having beaten both in separate races. Wally can move far beyond lightspeed without any effort and is even able to move when time is frozen. After pushing himself, Wally was able to accelerate faster than thought, time, and even the Speed Force itself.
By reciting the Speed Force Formula, Wally can tap into the Speed Force in a different way to boost his speed even more, making it appear as if time was completely frozen. He has only ever used the formula twice, as a last resort. According to Tempus Fuginaut, Wally is the Fastest Being in the Multiverse, and his speed is essentially infinite.
Superhuman Reflexes: Wally possesses reflexes far greater than a normal human being. This allows him to easily react to danger and events, and perceive the world in slow motion.
Superhuman Stamina: Wally's body can handle the stress of moving at superhuman speeds for extended periods without getting tired or weak.
Superhuman Agility: Wally's agility, balance, and bodily coordination are enhanced to superhuman levels. This allows him to easily make sharp turns and leap far distances while moving at superhuman speed.
Superhuman Strength: The Flash can use his speed to boost his natural strength. The faster Wally accelerates towards lightspeed, the more his mass increases, greatly enhancing the force behind his punches. He can also easily carry multiple people while running at super speed.
Speed Force Aura: Wally's body is surrounded by a Speed Force Aura, or "friction cushion" - a bubble of space-time accelerated to the same velocity as Wally. This aura allows Wally to breathe and hear sounds while moving at immense speeds, as well as protects him and anyone he is running with from the rigorous effects of using his speed, including friction, airborne particulate matter, kinetic impacts, G-Force, and the like. Wally even learned to "tense" his aura, essentially hardening his invisible force field, which allows him to hit opponents with additional force.
Superhuman Durability: Thanks to his protective Speed Force aura, Wally is capable of resisting tremendous kinetic impact forces that could easily crush or kill a human, without suffering any serious external or internal injuries.
Energy Resistance: Flash's Speed Force aura also makes him highly resistant to most energy-based attacks, especially electrical attacks. He was capable of withstanding a massive blast of lightning and was unfazed.
Toxic Resistance: Wally's accelerated metabolism grants him significant resistance to drugs and other toxins. When exposed to a sleep gas, Wally was only slowed to normal human levels, rather than being instantly put to sleep by the gas.
Dimensional Travel: Wally can use his speed to traverse the Multiverse at will. He can accelerate into the Speed Force by moving past light-speed and can enter and exit the dimension as he chooses. He can also travel to other dimensions and realities such as Hell.
Electrokinesis: Wally can generate and manipulate the electrical energy that he draws from the Speed Force. This Speed Force lightning emanates off of him, especially when he moves at super-speed. When generated at high volumes, Wally's Speed Force energy is powerful enough to disrupt the Green, the Microverse, and even Magic, as well as easily destroy Green Lantern constructs on contact. Wally has stated that it takes great control to make sure the Speed Force in him stays put, describing the energy as the world's most dangerous weapon.
Speed Force Absorption: By interlocking energy currents, Wally can drain away the Speed Force, or Negative Speed Force, from other energy sources such as a Speed Force storm.
Enhanced Mental Process: The Speed Force enhances Wally's mental capacity to levels greater than any normal human, allowing him to take in and process information at an accelerated rate. This allows Wally to read through large amounts of information at super-speed. Wally can think quickly, mapping out the potential outcomes of a situation and reading books in an instant and he can think way faster than most mind manipulators, resisting brainwashing.
Enhanced Senses: The Speed Force grants Wally enhanced senses that allow him to perceive the world at a rate attuned to his reaction speed, as well as grants him extra-temporal senses.
Enhanced Vision: Wally can vibrate his eyes on different frequencies to see different wavelengths of light, essentially seeing things that would be invisible to most people. He also has an enhanced range of sight, that allows him to see things clearly from far farther away than normal humans. He can also see objects before the light from them reaches the pupil of his eye.
Cosmic Awareness: Wally's connection to the Speed Force also allows him to sense cosmic and temporal disturbances. He can sense when the flow of time has been manipulated, as well as channel the Speed Force and "listen to it", allowing him to sense things that are disrupting the space-time continuum.
Molecular Acceleration: Wally can vibrate his molecular structure at varying degrees for several purposes, by adjusting to different frequencies.
Phasing: By vibrating his molecules on an atomic level, and by doing so at just the right frequency, Wally can phase through objects such as walls without damaging them. He can allow others to phase through an object with him by vibrating them through physical contact.
Retrocognition: Due to his time trapped in the Speed Force, Wally regained his memories of the Pre-Flashpoint timeline, and remembers his past life, as well as the lives of others. Wally gained all of his forgotten memories over time through "temporal seizures".
Speed Steal: Wally can use the Speed Force to absorb the speed and/or momentum from anyone or anything. He demonstrated this by slowing down an explosion and even taught Kid Flash to do this.
Time Travel: By running fast enough, Wally can jump into the timestream and travel throughout it, without the aid of a Cosmic Treadmill. He was even able to travel to the End of Time.

Appearance
Visual Appearance
Physical Appearance
Wally stands at a rather proud 6'0 and seems to have pulled every possible stereotype about gingers possible. His hair sits more on the orange side and is just long enough to fall into his warm, green eyes. Freckles dot across his face, neck, shoulders and back. There is a hint of laugh lines from the sheer amount of smiling and laughing he's done in his life. While not quite built like Superman, there is no denying the solidness of his body. He's very real.
Clothing and Armor
Wally's uniform is made of the standard not-quite-spandex material that all speedsters seem to prefer. To make it easier for people to tell him and Barry apart, his uniform sports red and silver rather than red and gold. He even went so far as to make sure that his hair could be seen through the top of his mask. Wally has a set of goggles from his younger days permanently resting above his eyes. Unlike when he was younger, these goggles cannot be worn and are unneeded. At all times, he keeps a pouch on his thigh that contains high-calorie food and basic medical supplies.
When it comes to casual wear, Wally tends to sport whatever is most comfortable for the weather and activity. This often leaves him in torn jeans and t-shirts or flannels. As if he could not get any dorkier, he has a decent collection of other hero merchandise. This includes, but is not limited to: a Nightwing hoodie, a Wonder Woman tank top, a Justice League baseball cap, and Spider-Man socks. (Whoever Spider-Man is.)

Personality
Sexual Orientation:
Pansexual (Love Pans & Skillets)
General Personality:
If you ever need someone in your corner, you will almost always do right by asking for Wally. He is the kind of guy that loves with his whole heart and has room for everyone there. Wonder Woman once said, "Don't raise your hand at all until you’ve first extended it." While it wasn't said to Wally, it is something that he's come to hold as a truth to his life. Wally will always prefer to talk things out, if he can, and there is nothing that brings him greater satisfaction than a battle avoided.
More than that, Wally is the kind of person that likes to laugh and enjoy life as it comes. He's spent so much time going as fast as he can and he's gone to so many places and seen so many things. Getting so close to 30, he would rather crack a stupid joke as he has lunch with a friend or share a smile with a stranger he'll never meet again. This does not mean that Wally is incapable of being serious. He very much can be when the situation arises.
Face/Voice:

History:
A Start
Like many superhero origin stories, Wally West had been just a boy when a freak incident involving chemicals with too long names and lightning gave him new purpose. At the time, he had not known that he was related to his favorite hero, The Flash, but that truth came out quickly enough. The Flash took Wally under his wing with a new name 'Kid Flash.' For the first few years, Barry and Wally were very much a dynamic duo working to solve crime and end injustice whenever it cropped up in Central City.
Through his Uncle and the Justice League, Wally was eventually introduced to Robin (Dick Grayson). Their friendship would become one forged in fire and they would eventually come together on a new project. After years of working under their respective mentors, Robin, Aqualad, Kid Flash, and Speedy are invited to tour the Hall of Justice and sit in on a meeting of the Justice League. It was impossible not to see this as a chance and opportunity to join the Justice League. To be recognized as heroes. This was not meant to be.
After a terribly risky and destructive mission, Wally, Kaldur, and Dick would end up saving their new friend, Conner. From here, they end up forming a team known as Young Justice. They are meant to work where the Justice League cannot. In typical hero fashion, the team went on multiple adventures together and bonded as friends. It was, perhaps, the best years of Wally's life. It would be a comfort to him in the years to come.
A Middle
Wally went on to witness Barry Allen sacrifice himself to save the Multiverse. Without his mentor, Wally took up the mantle and became the next Flash, eventually taking on Bart Allen as his sidekick. This was a hard period in his life. He had gone from mentee to mentor and was digging from the bottom on how best to guide Bart as Barry had tired to guide him. It was particularly difficult to process that, when people called for the Flash, they were referring to him. That never stopped him from looking for the ghost of his uncle.
Wally remained active as the Flash for years, eventually meeting Linda Park, who he would go on to marry and have two children with: Irey and Jai West. Having twins affected Linda and Wally in ways neither could have expected. After being born, Jai and his twin sister Irey shared a connection to the Speed Force, which caused them both great pain. Jai gave up his powers, granting Irey a full connection to the Force.
Eventually, in the wake of the Final Crisis, his Mentor, Barry Allen returned. This led to an era where the two men worked as Flashes alongside one another. Barry never asked Wally to give up the name, knowing full well that when people called for the Flash, they often meant Wally and not him. It was a source of great pride of his nephew and all of this things he accomplished without him.
An End
One day, the Flash fought longtime villain Abra Kadabra with his Young Justice teammates. Kadabra successfully trapped Wally West within the Speed Force and caused the world to forget about him. Inadvertently, this trick also caused him to lose his magic and forget his own identity, as he lived for years in the body of an unlucky magician "Mr. Hocus Pocus". Wally couldn't escape, and no one remembered him to be able to save him.
To make matters worse, the team would even forget their own history as a group due to the machinations of Mister Twister, further hiding Wally's existence. While trapped in the Speed Force, he sensed a presence, who he realized was a being from outside the universe, and learned that this being was watching the universe, and was responsible for preventing the timeline from re-forming correctly after the Flashpoint, by removing a decade from history. Wally, observing the universe from the Speed Force, repeatedly tried to break through to warn that world's heroes of the impending threat. None of those heroes remembered him, however, as in their timeline they'd never met him, as Wally had been erased by Abra Kadabra.
Years later, during the Justice League's war against Darkseid and the Anti-Monitor, the barrier between Wally and the real world was finally weakened enough by the powerful death of Darkseid. As Barry Allen was running from the Black Racer, Wally managed to make his first contact in years by calling Barry's name, though the speedster wouldn't realize what it meant until later.
Wally finally escaped the Speed Force, but, due to all the history manipulation, no one remembered him. Just before he fully faded away to become one with the Speed Force yet again, Barry Allen remembered him and pulled him out, saving him, and proclaiming that he remembered. Wally told Barry about the history that was lost and the events of the Flashpoint that changed everything.
In his excitement, Wally did not realize that the power that had enabled his uncle to remember did not leave the Speed Force with him. Wally traveled to the apartment of Dick Grayson and began reminiscing, looking at old photos of the Young Justice team he was now never a part of. Dick, in his Nightwing guise, then spotted Wally in his apartment, unaware of who the stranger was, and attempted to engage him. Wally raised his hand, summoning his abilities only for...nothing to happen. He noticed it in a second and raced away from his best friend.
He...couldn't make Dick remember.
Post Script
Through trial and error, Wally quickly learned that whatever power had enabled Barry to remember him could not be applied to anyone else. These two men were the only ones who knew that Wally belonged on their Earth and even then, only Wally remembered the lost years. He tried. Good God, he tried so hard to carve out a place for himself in this place that he loved. He worked as the Flash again with Barry, but it wasn't enough. They made a cover story for him, but Wally just knew things that he shouldn't and he knew things that never were.
The world had moved on without him and even his very children ceased to exist. More and more, Wally found himself asking why he was still here and still trying. A year. He gave it a year before he did the one thing he was most unaccustomed with: Wally gave up.
A warm, bright August afternoon found him sitting on the back porch with his Uncle Barry and his (still kind) Aunt Iris. His gaze lingered on the backyard and he could still see a much younger version of himself racing around the yard. He broached the topic of leaving their Earth behind and, to his surprise, both of the only adults in his life seemed supportive. They were sad, yes, but they had watched as Wally was slowly falling apart. This was the best for their nephew.
The last thing Wally West did on that Earth was drop a kiss on his both Barry and Iris's heads. He'll always associate the taste of fresh squeezed lemonade with the family he lost. After several attempts, Wally would find an Earth that managed to exist without him and without burning to the ground. He would push everything that he remembers to the side, welcoming a new start.
A place where no one knew him and it was supposed to be like that.
Role Play Sample:
"I just wanna shiiiine-" The words follow after Wally as he moves across the aisle to where a large banner declares 'Spider-Man'. His eyes follow after the arrow pointing down to where several articles of clothing are arranged. Instead of being separated by type, the store he stands in seems to prefer organizing by brand. He reaches out to run his fingers along a little red spider embroidered into the pocket of an otherwise black polo shirt.
If he's honest with himself, he's not even sure who Spider-Man is. That is one of his favorite things about this new Earth. There are so many more heroes here than there had been back home. His priority had been to find a job, which had been easy enough. Wally may not have any degrees here, but he's found that practical skill can weigh more for the right people. The right people happened to be Alexandros down at the mechanic shop off 5th. More than a month into this new life, Wally has a job, an apartment, and, soon, a pair of Spider-Man socks.
Wally drops the socks into the cracked basket he carries and continues browsing. He would be a liar if he said that the urge to continue his hero life didn't sit heavy on his shoulders. This world could use his abilities. He knows this. He should go do something. But, one of the last things Barry had told him was: 'Do what makes you happy.'
Did being a hero still bring him joy? Wally isn't sure. Worn sneakers pause on the scuffed linoleum as a Superman section catches his eye. His lips purse as he thinks, looking for all the world like he can't pick between the Superman boxer options. Maybe, he could give it another go. Just a little. He could be quick and no one would need to know.
He could be your friendly neighborhood Wally.
