Crane is a master strategist and manipulator. He has planned out several contingency plans and hideouts for future crimes. He prefers to manipulate and intimidate his way to victory and twist people to his whims, rather than get into direct confrontations, especially since he's rather frail (See below).
Crimelord
Scarecrow's proficiency in spreading fear and terror often means that the cruel and the wicked flock towards him. He more often than not have goons and thugs at his disposal to do the dirtywork. Some of them follow him out of pure fear of what he will do to them if they don't, others follow him willingly looking up to him as a symbol of terror and chaos.
Psychiatry
The Scarecrow is a gifted psychiatrist in the study of anxiety disorders, specifically phobias. He is able to unnerve people by making them see everyday things as a product of fear, such as going to a doctor (fear of death), marriage (dying alone), having children (leaving nothing worthwhile behind).
Chemistry
He is a brilliant chemist and has developed his own fear toxin. He continously keep developing this toxin into gaseous and liquid versions and is constantly altering his formula so that even if someone (like Batman) creates an antidote for it, it won't be long until the antidote is useless, and those immune to inhaled gases might not be to a serum directly injected to their body. Scarecrow constantly keeps his enemies on their toes with how he re-develops his weapons all the time. He also has another version of the fear gas that completely removes the person's ability to fear danger or fear for a while, rendering the target incredibly reckless. Of course you can jump that ravine, what's the worst that could happen?
Toxicology
Toxicology
Crane is an expert on poisons and toxins, especially those that effect the mind and the body. This works in his favor as well, as he can rather quickly whip up antidoes to most poisons and toxins, should them be turned against him. The fear toxin he currently uses warps ones mind, causing hallucinations to the point where the target doesn't know what's real anymore and believe their nightmares have truly come to pass. It brings ones deepest fear to the surface and forces people to face them.
Lack of Fear:
The Scarecrow fears almost nothing. He can remain perfectly calm even with a gun aimed at his face and uses his calm, fearless demeanor to make his enemies doubt themselves. This can also render him reckless when things are going well, which can be his own undoing. This also renders him borderline immune to his own fear gas and toxins, but some of the more powerful batches can still affect him normally.
Other Characteristics/Weaknesses
Chiropteraphobia:
Like mentioned above, Crane fears almost nothing, but the two things he DOES fear to the point of being chronically afraid of, it, are bats and the Batman. He can still fight Batman, but when subjected to his own nightmares due to his own toxins or other effects, it's bats and Batman he sees.
Monstrous Appearance
After his confrontation with Killer Croc (See his History, below), Jonathan Crane was left mauled and deformed to the point that he needed facial reconstruction surgery. When it was performed there was barely enough skin left to fix his face so he integrated part of his masks in its place, rendering him a nightmarish-looking monster. This of course makes it hard for him to hide in public, but that's nothing he has any interest in doing anyway.
Restricted Mobility
The aforementioned confrontation with Croc rendered one of his legs so destroyed that he needs a leg brace to walk properly. This limits Crane's mobility, but enhances the fear factor as he walks with a slight limp, making his gait appear even more unnerving.

Fear Gas Dispenser Glove:
Connected to fear gas tubes on his bandolier and shoulder-straps as well on the glove itself is a modified hand brace weapon capable of both spraying the Fear Gas in gaseous form, as well fill up four syringes attached to it that he can use to inject people with the fear gas. He can also take the gas canisters from his shoulder or chest and throw as explosive projectiles, should need be.
Handgun
As a backup and safety measure if his fear gas doesn't work or goes awry, as well as a tool for intimidation, the Scarecrow has a gun he can use in a pinch should need be.

Tall and lanky, Jonathan Crane stands at about 6'3 (190 cm) and weighs about 140 pounds (64 kg). The gask mask aspect of his mask is now a permantent fixture to his face. After his encounter with Croc, his face was damaged to the point beyond repair and as a result Crane used parts of his old mask to graft onto his face. This has left him with a skeletal appearance without a nose or lips, his teeth are clearly visible and whatever skin is visible is scarred and deformed. He speaks with a calm, deep voice, often enhanced with a dark echo due to his fear toxin.
Clothing and Armor:
He wears ragged and tattered dark brown boots and pants, a leg brace on his left leg which he needs for walking, and the shirt he wears is equally ragged and tattered, giving him the appearance of his namesake, a scarecrow. On the outer layer he wears a trenchcoat, alongside a lof of belts and bandoliers, as well as a makeshift noose hung around his neck to further enhance his creepy imagery. He has a gas mask that he once wore, but it is now grafted to his face.

Once upon a time, Jonathan Crane probably liked women, now, such frivolities means nothing to him, and only spreading chaos and fear is what matters.
General Personality:
The Scarecrow is obsessed with fear, and being a former psychologist as well as a psychopath, there are few things he won't do to spread fear and chaos. Naturally power and control are among his goals, but nothing drives him more than spreading fear and terror. A manipulative mastermind, Scarecrow have plans upon plans on how to combat enemies that cross his path, and he is a cruel and cold man who sees hired thugs as little more than means to an end and his foes as little more than test subjects for his experiments.

Like many a supervillain, Jonathan Crane had a difficult childhood. He grew up on an isolated farm with his parents. He was a shy, introvert child that was bullied by his classmates, and his father was an abusive alcoholic, so he lived in constant fear of beatings and being locked in whatever enclosed space his father threw him into to punish him. He was always tall and lanky for his age and was often referred to as a scarecrow by his classmates. Despite this rough childhood, there was one thing everyone who saw Jonathan Crane's performance in school agreed upon. He was a brilliant child. He was highly intelligent, which of course furthered the bullying, calling him a nerd.
It was hard for him to fight back with his scrawny physique, and he was afraid to stand up to his father. It wasn't long before chemistry became a favorite subject of young Jonathan, both because of the infinite possibilities it provided, but primarly because he believed it could give him an answer he had sought for very long. He was afraid of a lot of things and he hated that he was. He hated the people he was afraid of but there wasn't much he could do about it. Or was there? Pursuing chemistry, biology and psychology, all the kind studies of the human mind he thought perhaps he could find an answer to what fear truly was and how he could overcome it. One night his father was in an extra foul mood and threw Jonathan in a hole in the ground a little ways off the farm where they lived. His father blocked the entrance and said in a drunk rage that he might come get him tomorrow.
Crane panicked, his heart racing so fast he thought he was gonna pass out. However through the fear he noticed a small tunnel and after following it he saw it lead to a small cave where he at least could try and get some sleep. As he entered the cave a flock of bats flew towards him, and Crane sank against the floor of the cave, shaking with a panic attack. When he eventually came to, it was already day. He managed to find his way out of the cave and back to his house, where his father was apathic to his return. This was the straw that broke the camel's back. Something snapped in Jonathan, and he decided that and there that he would get them all back, his bullies and his father.
As he grew older, Crane studied the human mind and developed serums and toxins via his knowledge of chemistry. He developed a toxin that could enhance the fear in people. He would make all of them suffer like he did. His nickname of "Scarecrow" remained throughout his life and he decided to embrace it. They wanted a scarecrow? He'd give them one. The very same night he had decided on revenge, he went to his family's old farm one night with an old potato sack over his head. He pumped the cabin full of his newly developed gas. To his amusement it was even more succesful than he had though as his father screamed in object terror upon seeing Jonathan, his nightmares manifest.
After is father was dealt with, Crane found the bullies that had haunted him throughout his life and scared them all to death one by one. Eventually he was stopped and arrested by the Gotham Police, but as they took him away he smiled from ear to ear. He was no longer afraid, instead he would forge a world where everyone feared him, where everyone felt the fear he had felt in his youth, and he was obsessed with seeing to what heights he could push humanity with fear.
After being locked in Arkham he got to know the other rogues of Gotham, and in the Gotham underworld he is known to be efficient at what he does and a highly intelligent man. On occasion a more combat proficient villain comes along and try to threaten him into service, so from time to time Scarecrow has played second fiddle to some of the more common names of Gotham like the Joker, but Crane can more than hold his own against the caped crusader and any of his little Bat-children, or whatever goody-good is sent his way. When he was approached by H.I.V.E, he was more than eager to join them if it meant more resources with which to develop new versions of his fear toxins and serums so he could spread terror even more efficiently.

It had been a long day for the GCPD. There had been a massive spike of reckless violence spreading like wildfire in Gotham, people ignoring their impulses to do things dangerous to themselves or others. The amount of people hurting their annoying boss, the people who tried pulling off reckless stunts for attention, it was as if that little voice in one's head telling you to think twice before doing something reckless was gone. The poor and desperate were robbing banks, the violent and cruel got even more so, and it was as if fear was infused in the air of Gotham.
Detective Jones was driving in his car following up on a lead as to the source of this dangerous epidemic of recklessness. An old chemical plant, of course. Stepping out of his car, he took out his radio and called in. "This is Detective Jones. There's definetly activity at the old chemical plant. I'm moving in to investigate. If I don't call back within thirty minutes, send backup". Heading inside he was met by flickering lights and faulty wiring. This building was an accident waiting to happen. He heard a slight hissing sound, which was never a good thing in an old chemical plant. He had barely set foot in the building before he heard the scream of a man upstairs. Were there hostages here? Unsure what was going on he went to investigate.
Reaching the source of the scream he opened to find not the man, but a woman in the middle of the room. The woman turned towards him and his blood froze as she had this wicked, wide grin on her face, holding a bloody knife with the man who had screamed dead on the floor. She held the knife out to him and roared. Charging towards him Jones didn't hesitate, he pulled out his gun and did what had to be done. As the threat was eliminated, a screen in the room flickered to life, revealing a skeletal figure in a hood.
Jones had read the reports and knew precisely who this was. It was Jonathan Crane, the Scarecrow. "Greetings, Detective", Crane said calmly. "A small little dose of my toxin was all it took for you to kill a civilian. Impressive". Jones scoffed. "I-I did what I had to do, she was holding a knife and charging towards me!". A dry chuckle came from the man on the screen as he disappeared and the security footage played. Jones saw himself entering the room where a terrified woman stood holding a knife. She could barely believe herself or what she had done, and then Jones entered the room.
There was no wide grin on her face and no roar, instead she looked terrified and pleaded to him "S-stay away, monster! I have a knife!". She never even lunged at him and Jones watched in horror as he empited his entire clip. He realized it can't have been real, the monstrous grin and her attacking him. He fell to his knees in shock and terror. What had he done? A door opened at the end of the hallway and a tall, lanky figure approached the sobbing Detective, towering over him. "Give in to fear, detective", the lanky man said as skeletal minions grabbed him and dragged him away.
Scarecrow watched from the helicopter as the GCPD arrived but all they found was Detective Jones surrounded by dead bodies and reduced to a blubbering, panicked mess. More shats rang out, and Crane watched his handiwork with a calm expression. His fear toxin was getting more and more potent with each iteration and soon, all of Gotham would fall into oblivion.
