Bad Habits Shizo can't save money to save his life. He's very much an impulse shopper. He also has a hard time asserting himself in the face of authority figures even when he thinks they're wrong.

Podex had the ability to manipulate electricity through magnetism, but his inability to generate it made him weak in battle, and his magnetic fields weren't strong enough to get by with just manipulating metal. Both dropped out of hero school before getting licensed, and they were both incredibly bitter about it.
For Shizo's parents the fame and fortune of being a top hero was all they wanted from life... but they didn't have what it took to get it themselves. And so they turned to quirk marriages. Finding in each other the components they were lacking in their quirks, they quickly tied the knot and went all in on raising a child who would not only be a powerful hero that could make them rich... but also start a dynasty of electrokinetic heroes to make their name live on in fame and glory for all time. They wasted no time, Kallen getting pregnant before the vows were even exchanged.
With quirk marriages it's never a guarantee the kids you birth will have the quirk you wanted, even with genetics and a perfect match. But the Fulgent family got lucky, they wouldn't have had the funding to raise multiple children to the age of 4 or 5 to see if they got it right, so when Shizo was born and raised to the age where his quirk manifested, it was a stroke of pure luck that he manifested just the kind of quirk they wanted. All of Kallen's electrical capacity along with Podex's ability to control it. And with the ideal quirk secured... it was time to begin training Shizo.
To say the training Shizo went through bordered on abuse would be an understatement. It was absolutely an abusive household. Shizo wasn't allowed friends, or hobbies, or interests not related to being a hero. He was made to study and train without mercy. Any hints of his own personality were squashed underneath what a hero should be like. Hobbies were cultivated that would fit in with a good public image, like community service or art, anything that would make him look good as a hero. It didn't matter if he hated the 'hobbies' if it would suit his career, and any time not spent on those things was spent training.

They wanted the next Mindstorm to bear their family name, and so their training methods became increasingly unhinged and dangerous. Some methods were effective... but one in particular shot themselves in the foot.
Shizo could take in external electricity to power up his quirk, so his parents figured what better way to get him used to manipulating larger amounts of it than to orchestrate him taking in a lightning strike? They put him at the highest point they could in the middle of a thunderstorm, and wouldn't let him down until he channeled a lightning bolt. Soaking wet and exhausted from the merciless training, Shizo was indeed struck by a lightning bolt. But unlike his parents intended this didn't elevate him to new heights of power. It pushed him past his limit, the energy overwhelming his body's ability to channel it and horribly burning him. He spent a month in the hospital recovering from it, and even after recovering he was left with scars on his arms from where the lightning had passed through him.

So when he was old enough Shizo applied to UA like he was told. His parents said in no uncertain terms that he would be cast out if he failed to get in though, and he'd be punished if he ended up in 1B and not 1A... so Shizo used his quirk at full power during the entrance exam, blowing away countless robots and scoring exceptionally high on the exam to get into 1A
His acceptance appeased his abusive parents for the time being, and so Shizo was packed up and shipped off to live in the UA dorms to become the hero his parents expected him to be. As the new year starts, he begins his training with fresh anxieties and fears... but also hope that maybe this time away from his overbearing parents will help him become his own person and find out what he truly wants... and if he becomes a hero and secures a good career in the process all the better.

Power Shizo can generate, conduct, and control electricity in its various forms, channeling it through his body to electrify his touch, firing it off as bolts of energy. The amount of energy he can generate on his own is intense, roughly equivalent to a lightning strike if he fires at full power, but can be amplified further by either charging up (see supermove), or by channeling other energy sources through himself through things such as power lines that he can touch.
Strikes from Shizo's lightning bolts inflict electrical burns, electrocution, and potentially other electricity related things like muscle spasms and whatnot.
Supermoves
Thunder God's Dance - Shizo charges up as much energy as he can, then unleashes it all at once at targets in front of him in the form of chain-lightning bolts that jump between targets. Because he focuses on power instead of control here, and because of the amount of energy involved, this technique is designed to be a fight finisher, and will leave Shizo very exhausted and overheated, rendering him unable to use his quirk for a post as he recovers.
Because of the stamina drain, compounded with the normal drain accumulated during a fight, he currently can only use this once a fight, with any attempt at a second usage liable to knock him unconscious, and to be executed with less power. Additionally his quirk is weakened until he can rest and recuperate even after consciousness is restored, due to him overtaxing his 'muscles' for energy generation. (Also, Shizo refuses to use this technique currently unless there's imminent mortal danger, due to his fear of his own quirk)
Living taser - Shizo's solution to his fear of his quirk and using electric shocks at ranges where he could see the electricity, he instead focuses his energy throughout his body, giving anyone who makes physical contact with him an electric shock much like a taser.

Overheating - Shizo's body has a natural resistance to the electricity it generates, but doesn't have a built in way to deal with the superheated air that results from it. The area around Shizo heats up and causes his body to heat up as well. Overuse of the quirk will quickly make his body overheat.
Rain or bodies of water - rain and bodies of water are a double edged sword for Shizo. Water conducts his electricity very well, arguably making his offensive potential greater... but water brings about a host of issues to deal with. The electrified water evaporates and surrounds him with steam which exacerbates the overheating issue. His ability to avoid friendly fire and use precision aiming drops dramatically. And if there's enough water or he's submerged it can impact visibility and/or boil him alive. As a general rule it's much safer to just not use his quirk in heavy rain or aquatic situations at all.
