The rings use Blue energy supplied by a Power Battery, which in most cases takes the form of blue light. The Blue energy of hope has an infallible connection to the universe. Hope is the most powerful of light, and thus, the universe speaks through it. A Blue Power ring is one of the most powerful weapons in the universe and can affect and use fundamental forces of the universe, including electromagnetic energies such as gravity, radiation, heat, light, and powerful blasts of concussive force. The ring can also create fields of force formed from an unknown energy that was bound by the users' will. The limitations of such use are the skill, knowledge, and imagination of the user.

The ring can create various force fields of various sizes and shapes to protect the wearer and others around them. With the cosmic scope of a Blue Lantern's abilities, it is only natural that the power ring is designed for operation in space. The ring creates a force-field around the wearer, protecting them from the hazards of the void including filtration of stellar radiation and microscopic particulate matter which would ordinarily be fatal should the space debris strike the ring wielder at high speeds.
An atmosphere appropriate to the ring wielder's biology is created inside the force-field, body temperature is maintained and waste products are removed. Gravitational stresses which could cause injury are stabilized for the ring wielder. Theoretically, a ring wielder could use the ring as their sole source of life support.

The primary function of any Blue Lantern Ring is the capacity to re-energize and supercharge the powers of a Green Lantern ring, for just as a green ring enables a blue ring to use its fullest functions a blue ring can augment the powers of a green one. Prolonged charging of which has the dangerous effect of overloading said ring, however, causing it to implode taking off the light wielder's hand in the process.
A well-kept secret among the Blue Lantern Corps is that the light of hope can empower the rings/energies of another emotional spectrum besides will, the wielder of a blue ring must willingly enable this capacity first.

Fear Depletion:
As fear is the belief of imminent demise, hope is the belief of imminent success. As such, Blue Lantern Rings are capable of depleting the energy of Qwardian Power Rings. Though he has never had to use it for this purpose, Elio is skilled in easing the fear of those he encounters.
Avarice Immunity:
A blue ring is not vulnerable to the Orange Lantern Corps' favored tactic of draining energy from other Corps' rings. The reason for this is that while Avarice erodes Will, it can't consume Hope, thus rendering Avarice useless against Hope.
Rage Removal:
If a subject has been infected with the red light of rage, a Blue Power Ring can create a vision of the subject's greatest hope to calm and heal them. The process of the removal is part spiritual and part medical: the infected go through a cellular cleansing, with the Blue energy serving as an antitoxin to purge red plasma from the body.
With a spiritual connection active, the subject's mind is alleviated and blood production is restarted. The result is the subject being safely released from their ring. This is another talent that Elio will be capable of performing once he comes into the situation.

Flight:
By the manipulation of anti-gravitons and directed molecular movement, the ring allows the user to fly at incredible speeds. Elio found out about this ability while he was falling to his death.
Total Cellular Regeneration:
Another unique ability this ring has, is the capability to heal the worst of physical injuries. Via the Light of Hope, Blue Lanterns can use the ring to repair bodily damages within themselves or others even mending severe wounds either recent or settled in such as missing limbs.

Electromagnetic Scanning:
The ring has a wide range of detection abilities based on the imagination of the user. If one can conceive of it, they can detect it. Magical effects like clairvoyance, seem to be the most difficult for the ring. All electromagnetic phenomena are within the range of the ring, including radio, television, infrared, ultraviolet, and high-frequency band communications.

While the ring is supposed to be a host of the knowledge and adventures of previous Blue Lanterns, Elio's ring is empty. In this empty spot, he has taken to recording his notes about the people and planets he visits so that he has that information for later.

Keeping in mind the myriad of worlds, life forms, and cultures throughout the cosmos, it is understandable why Guardians of Hope added a translation system to the power ring.
Material Alteration:
The Blue Lantern's uniform is not made out of fabric. It is created by the Power Ring whenever the wearer wills to wear it. It automatically appears over the wearer's normal clothing and vanishes when the wearer wills to return to their civilian attire. Most Blue Lanterns wear similar uniforms that are programmed into the ring by default. However, each Blue Lantern can adjust their uniform to fit their own needs, personalities, and whims.

Outside of his Blue Lantern Abilities, Elio has a set of skills he's earned through being a medic for the past 14 years.
Medicine & Triage: Elio is a highly skilled doctor who knows how to heal a wide variety of different species throughout space. Most of this started when he was young and living on Rann as a refugee. His skills range from treating illnesses to full-on surgery, though he rarely requires the latter now due to his power ring.
Language: Elio has a natural knack for learning other languages when he can't be bothered to use the universal translator. Years on Rann only strengthened this ability in his youth and he has done well to keep up with it.
Parkour: Yes, this is a skill. Ever since he was a boy in the UK, Elio has had a natural talent and craving to scale things he should not and make leaps that wiser men would shy from. Now, with the support of his power ring should he mess up, the medic has taken the time to practice and learn far more dangerous stunts.
Mechanical Ability: This is specific to just one thing and that is the watch he wears at all times. Time and effort on behalf of the research team of humans allowed Elio the ability to keep the little thing in tip-top condition. It is the only way he knows how to keep track of time on Earth.

Elio is his father's son and has just a touch of his mother's patience. While not inherently a 'look at the bright side' type of person, he does find things in life tend to pass easier if he leans into it. Elio is the type of person who has an undefeated, scrappy little hope that any situation can turn for the better. No matter how many times he is proven incorrect, he still acts on this belief and spreads his hope where he can.
He is a kind soul. The sort of person who goes out of their way just to lift a little of the burden from another's shoulders even at the cost of himself. Elio is empathetic to any situation another person is going through, able to understand their feelings and he uses this to try and help where he can. He wants to experience life to the fullest and has a knack for getting himself into trouble quickly. Elios has a touch of a daredevil and devil-may-care attitude to most things in his life, thriving on the thrill of it all.
Ultimately, he is the person you want in your corner when the world has you surrounded and is pushing in. He gives up on no one. Anyone can be brought back into the light.

History:
A Boy
A history and a tale as old as time. Elio was born in Leeds to a very bookish woman and a man who lived like a Californian wildfire. His childhood was full of warm afternoons cooking with his father and late evenings reading with his mother. He was rewarded for doing well in primary school and never feared bringing his troubles to his parents for assistance. Elio was fortunate enough to be allowed to stay in Leeds well into his 12th year. That was the year that his mother finally caught a big break and found herself on a project that would change everything.
'Zeta Waves' was the buzzword and both Elio and William soon grew exhausted from hearing Alison talk about it. (Elio from boredom and William in loving exasperation.) Still, Elio held out hope that this trip would be worthwhile. After all, how often did a do-nothing kid from Leeds get the opportunity to move to South America?
Elio had no interest in the work that was being performed by his mother, Dr. Adam Strange, and Dr. Cyrus. This left him in a position of helping in other places or trailing after his father. That is, until he ran into Ms. Hedda one evening, going over her studies. It quickly became clear that Elio had inherited a love of science from his mother. He had just not managed to come across it until then: medicine.
It had just been a simple question, a lack of understanding behind the way neurons communicate, that left Elio within range. A collection of scientists, support staff, and even another kid were all Zetaed to a place a hop, a skip, and 4.5 light years away. Just a little place known as Rann.
They were welcomed by Rannian known as Sardath, or at least, that was what Dr. Adam Strange let the rest of the earthlings know. The machine that had beamed them across the galaxy had broken from the effort and they were effectively stranded. Sardath, in his kindness, worked with his fellow Rannians to find shelter and food for the refugees. Soon, they were just another group of displaced people on the planet.
It did not take Elio long to realize that his father was not with them. It took him less time afterward to locate his mother and bury himself in her arms. Neither would see or hear from William Winstead, but there was always a burning hope in Elio's heart that he would. Somehow, somewhere. On their first night there, he expressed such thoughts to his mother and, instead of crushing them, she decided to let her heart lead and encouraged them.
Elio quickly found his place among the refugees. When he was not learning how to treat new illnesses or going through English lessons with his mother, he often found people who needed assistance with the trials of daily life. Through much effort on his part, he learned Rannian and a handful of other languages, though he was never particularly good at reading them.
A Teen
A little over a year later, Elio had come along far in his training and skill-building. He and his mother had come to enjoy life on Rann despite the circumstances. Even the bandit and terror attacks. The little band of humans was doing well until a particularly vicious attack happened. Vicious because it ended in a full firefight with casualties on both sides.
Elio had taken to locating refugees that were in danger, using his budding height and strength to take them to safer and more secure areas. He kept his head down as much as he could, offering emergency field medicine before moving on to the next person in need. While many may have felt such a situation to be overwhelming, there was a pulse of purpose and a tempo of calling that kept the young boy centered during it all.
The days after would lead to information on the missing and lost. Elio will never forget the ache in his chest as experienced their suffering alongside them. He isn't sure how many people he held as they broke down or how many people he cared for during that time. All he knows is that he did his best to bring comfort where he could and hope to those who needed it. All of this and he wasn't yet 15 years old.
A Medic
The next 4 years on Rann were eventful through no real effort on the boy's part.
Between the threats from Tak Vall and Vor Kan, Elio quickly found that his skills were needed in a further reach than previously expected. His mother's ability to learn and his father's love of people combined to form quite the excellent medicine man. Though he often kept his attention on the refugees, he gained a reputation with the Rannians and this gifted him with the opportunity to learn from their people.
With this expansion of his medical knowledge also came an expansion of the political climate of space at large. Elio sat with his mother, looking up at the stars from their home. How many times had he looked out there and wondered if there was more he could do? His mother, Ali, knew that look on his face all too well having fallen in love with the expression on his father's face.
Elio spent the next few weeks getting his affairs in order and saying goodbye to the community he loves. With their blessing, he hopped on the next spacecraft leaving his home planet behind. While Earth may have birthed him, Rann had raised him.
The following years were filled with the types of stories that make a person wonder if they are just being had. From bargaining for his freedom by healing the captain of a space pirate crew to walking through a burning blaze to help rescue injured. Tales of getting lost in the forest of a planet only to be saved by a band of locals and stories of places unseen by most.
The only stories of Elio that come before him are tales of the Medic. A creature of a species they are unfamiliar with who knows too many languages and will take care of anyone who needs it.
A Lantern
Tales of hope often have it portrayed as this grand thing highlighted in sunlight and standing against the tide of darkness. Elio finds that hope is a grungy, determined little thing. Months of work in trying to care for half a port fallen ill has exhausted his body and mind. His heart keeps him going. That trust and faith that things will change for the better. The hope that there is more than this.
A quirk of genetics keeps him from becoming sick like the staff that works with him. One by one, he watches the staff succumb to the sickness. It won't kill any of them, but it leaves them weak to other diseases and complications. His days become more daily checks over and over to ensure the comfort of the sick. Day in and day out. Morning, afternoon, and evening. Elio brings hope and comfort to those around him, soft and gentle and sharing that kindness that he just lives and breathes.
In the end, he's correct and the tides do turn for the better.

A Hope
The hardest part of being given such a gift was that it came with no instructions. Worse was that in this part of the universe, Blue Lanterns were unheard of until Elio walked into their lives. Not even a whisper of lore could be discovered on the subject. Every step on his path was trial and error, hoping that the next hurdle was easier than the last.
The first ability that he discovered was his new knack for healing. It hadn't been on purpose. Elio had been treating the broken limb of a person he met in his travels. The bandages in his hands became drenched in a blue light and Elio watched as bone and tissue stitched themselves back together. His abilities were discovered one by one in such manners.
Flight when he slipped and almost fell to his death. Force fields when one of the engines of a little ship he was on decided to combust. Universal translator when he was taken hostage on a strange ship. His encyclopedia when he had a question, though he had been disappointed to find it stripped of all information.
It was on one of these journeys that he crossed paths with his partner. Elio had gone back into the depths of fighting, looking for people who required saving and uncaring for his own health. The situation reminded him too much of Rann all those years ago and he couldn't stop. All conflicts reminded him of the people he had not been skilled enough to save. An opponent ready to end this little flicker of hope came across the healer.
A shield too late.
An explosion.
Nothingness.
That's the trick with hope and putting good into the universe. Sometimes, it swings back around in your favor. A broken ship and a more broken man found him adrift in an endless ocean of stars. Even with his life hanging by a string, Elio found himself drawn to the engineer and the wounds he carried.
It had been second nature for the Blue Lantern to reach out and heal his savior, to return the favor of hope even if it was given to him unknowingly. From that day on, they were rarely further apart than the length of a spaceship unless the situation absolutely called for it. Now, they work their way across the stars, offering their services for payment and passage.
Role Play Sample:
A small hand closes around his sleeve, stopping Elio in his tracks and he turns to look down. Wide, frightened eyes meet his gaze and he feels his heart melt. He kneels on one knee before the child so that he is looking up into their face.
"Little one." Elio keeps his voice pitched low and soft, doing his best to set the kid at ease.
A hiccup escapes their throat before they murmur, "I lost my parent."
Elio offers the small creature his open hand, mindful not to smile here as these species consider it bearing one's teeth in hostility. "I will help you find them." The child rushes into Elio's side, little arms wrapping around his side. It takes all that he has not to touch the back of their head, knowing that the gesture is comforting for humans and not many other people. "We will gain height and you will point them out."
The quiet blue of his power ring washes over the pair, transforming Elio's clothing into his uniform and he lifts the child in his arms. It takes nothing for him to float up and above the crowd traveling along the main path. This high up, the wind can tug on his curls and the child moves so they can see the people below them. It takes a few minutes before there is a bellow further down the path.
His ring does not have a translation for the sound, but the child in his arms reacts with a happy cry of its own before stretching out their hands to their parent. Elio floats back down and over, keeping his joyful smile buried under a flat expression. Sometimes, his life has him dodging gunshots or racing to the aid of people on the brink of death.
On other days, life has him reuniting a briefly parted family on a planet that is not his own.
