Visual Appearance: 
Physical Appearance: Despite being so young, Borla is a disheveled and sickly individual. He's quite thin, almost to the point of looking fragile. Pigment has already left his hair, leaving it a swept back mess of ashy grey strands. Dark raccoon like bags sit under his eyes. His squinting eyes reveal pale brown irises surrounded by cloudy grey, where most peoples eyes would be white. He stands at a clear 6'8, and towers over most people. He weighs "whopping" 140lbs and is littered with tattoos.  
Civilian Clothes: He never had much as a kid, so he doesn't care much for fashion. He just wears t-shirts, and black skinny jeans in most cases.

Equipment:

Quirk Stim- A pen to increase the output of his quirk. Due to his quirk being "defective" some might say, the enhanced version would just be an actually well running version of his Rev Hang quirk, which he then calls High Horsepower. The downsides however are crippling body aches. Often times, he'll find himself on the floor if he can't manage walking. 

Water bottle of motor oil- yes, Oil. He needs to inject oil, so he quirk doesn't kill him outright, though it's not okay for a human to consume. It's really a lose-lose, but it's better that he does.

Bad Habits: 
Outlandishly nonchalant about most things. (mainly due to his circumstance. He's just very accepting of most things)

Goal: Save lives with what little time he has left. 
General Personality: 

You ever just have that feeling of wanting to bitch and moan about how hard life is, but you say fuck it and get things done anyway? That's Borla's natural state of being, and rightfully so due to his health problems. He's not one to fuss to much. He'd rather just get whatever needs to get done, done and figure the emotional parts later. For his friends and community, he is a prominent helper, who doesn't take a second to think before providing his aid. In general, Borla is non-confrontational and depending on the personality type, that actually causes plenty conflict. This is because most people see how much potential he has, but don't understand his happiness with being exactly where he is. He has true contentment with fighting villains, helping old ladies across the street, reporting bullies to school officials., etc.  Despite his nonchalant nature, Borla is literal example of a good samaritan. It is his only passion, and he looks to do it for as long as he lives.  

With how much potential and power he has, most people would prefer him to be less docile, but he accept people, places, and situations for what they are before making a decision. Often times, that decision is to take the route with the least amount of resistance and bumps. Sure there are other ways to do things, but it's just how he is.

History: 

While the NJPD had been around for a quite a bit, accepting a street kid like Borla was a bit different. For starters he didn't even have a name, and was incredibly sickly from the beginning. With some nutrition and health care, the agency was able to nurse him to more stable conditions. The issue there was no trace of his family, or why they abandoned him. When doctors looked to figure out what was causing his illness, it was a quirk related issue. Quite the mess... His Rev Hang quirk needed a strong and healthy body to operate smoothly, much like a car needing a healthy motor to drive smoothly. Consequently just being a sickly kid, manifested his quirk to having a naturally faulty motor. While it wasn't a cure, they figured sipping on oil could help, but at the same time... the poor kid was still human and no human should be consuming oil.

From Dr. Giino himself, to even more experienced medical professionals, Borla was proclaimed to live a short life. He wouldn't live to make it passed 25. Despite the poor circumstances, he blended well with the other children, and even proactively wanted to help with the neighborhood watch. Many of the adults found it a bit odd, that he was able to move on so quickly from such heavy news. For Borla, them finding him was the biggest blessing that he never asked for. He was willing to accept anything for this heaven they provided him. With time and care, the boy came to be known as Borla, as one of the kids pointed out that his quirk sounded like a nissan exhuast. While a silly joke, Borla whole heartedly accepted this name. It brought him to tears, that he no longer had to go by his numeric code. Everyone could say his name with a smile.  

For what it's worth, he took to defending the community of his own decision. Many of the vices advised against, it but in sparring matches and tests, he had a stark winning record. While he was in terrible condition at base, his quirk earned him a spot as one of the top fighters. As a safety precaution, they paired him with a flame user Jet who could create a healing flame to aid him in combat.

Name: Rev Hang
Quirk Type: Mutant
Power: A strong healthy body works like a motor for this quirk. With an audible clank and powerful revving sound, the user's physical prowess(super speed / super strength) adjusts with each gear. Due to Borla's sickly constitution, he's met with frequent backfires, pain and skipped gears, resulting in dysfunctional combat. Naturally with this quirk comes heat resistance and incredibly tough skin. 

Base Supermoves: 
Rev Hang- Like a motor with Rev Hang, the strong rev will stretch for a long period resulting in a long lasting power up during a gear change. It also makes downshifting easier. 

Clutch- Like pressing a clutch in, this allows Borla to select which gear he'd like to be in, or to hold himself until the revs come down. 

Exhaust- It a was to alleviate the pressure and stress on his body. Thick black smoke leaves his mouth. 

MPH Rush - It's literally like a jojo ura ura ura punching rush

Pile On- A high revving punch, super strong, and super straight to the point

More Power- A banger rev allowing for a temporary speed boost when his motor starts roaring. For only a second or two he can surpass his top speed. He almost always has a coughing fit after doing this. 


High Horsepower Supermoves: This is only accessible via drug usage. (this also deteriorates his health). This does not actually strengthen his quirk like it would most others. It actually just makes it run more efficiently. 




Hot Rod Supermoves: Allowing Jet to use his flame body quirk and pheonix fire super move, Borla is able to equip his teammate as a blue blaming cape and the ends of his hair ignite into a bright orange. In a way, the two become a singular "hero" which they both affectionately call Hot Rod. While heat resistant, overuse will leave Borla in a depleted state since in a normal setting, he couldn't reach these levels of power. 




 

Drawbacks: 

His quirk is quite literally killing him-Outside of forcing him to be rather sickly, and pale due to constant upkeep on a faulty motor(rather a naturally sickly constitution), Rev Hang forces him to deal with gas and oils in his body. It's assumed to be something went wrong in the gene pool between his mother and father, but that's just unlucky on his part. Purposefully forcing them out is the best way. Yes, at times, he may randomly vomit or cough up gas, blood, or dark motor oil. 

Malfunctions- Without a stim, he's prone to engine issues. Accidentally missing a gear causing a audible clank and extreme pinching pain, or expressing exhaust unintentionally.

Hot Rod- Is unachievable if Jet is not in the same thread. 

High Horsepower- Is unachievable without a quirk stim. 



Fighting Style:  A powerful brawler who can oscilate between great speed or great power. He can adjust himself to just the right gear for the right situation as long as nothing goes wrong. He can tough it through most situations, and in a way his docile nature makes it easier to just accept if he can't handle something. It makes him smart, and aware. At the same time, because he is kind hearted, he often holds back without realizing it. He is known to be one of the strongest in the entire faction, but for some reason he can't realize it.
