Her shaggy short hair is an electric blue, when she gets upset it goes straight up with energy arcing through it like a jacob's ladder. Dynamo's eyes are a similar electric blue color, taking on a bit of a glow when she is channeling her powers. When using her powers, a corona will appear around her due to her ionization of the air. Bodyshape wise, she has fairly athletic pear shaped body with defined muscles which flex when channeling increasingly large amounts of energy. She has decent sized perky boobs, visibly wide hips, thick thighs and butt that drives her social media followers wild.
She a flesh colored body paint that allows her to somewhat blend in without completely covering herself with clothes.

Bad Habits: Shooting bolts of energy at people that slight her. Getting too much enjoyment from verbally trashing heroes in public. Exploding things instead of simply frying them. Straight up killing people that bad talk her who think they're protected or being brave by standing up to her. The electricity puns she makes will make you want to kill yourself.

She made some friends here and there, but things changed when Emma Williams, who was the leader of the preppies, set her sights on Chloe. They bullied her, taunting her upbringing and even spreading the news articles about her parents being societal deviants. Chloe ignored them for the most part, only taking up resistance when they started to get physical with her. It slowly escalated through the years, getting stuffed into lockers or stripped in the halls. Kathy and many of the teachers didn't believe that the straight laced perfect Emma could be so devious, usually one of her followers would take the small fall for her. It wasn't until the Junior High years that things got out of hand. The girls wanted to crush Chloe once and for all. They waited for a day with a high chance of rain before stringing her up on a the school's flagpole on the roof courtyard. However the storm quickly intensified into a dangerous thunderstorm, pelting Chloe with hail before she was struck by a massive bolt of lightning.

As she was walking away from her crime, a hooded figure happened to be watching her. Later on after returning home to a worried Aunt, she slept the rest of the day off as the internet exploded from the "Trouble in Texas". It wouldn't be long after that she received a phone call from someone that knew she was the culprit behind the attack, claiming to be a friend and wanting to know her reasons for such a wonderful display. Chloe didn't hold back, spilling her guts on Emma who had been in the spotlight for most of the event. The voice then asked about her plans for the future, Chloe didn't really have any, maybe getting a job as an electrician due to her quirk. Amused by her response, the voice offered Chloe freedom to do whatever she wanted, society norms be damned if a snake like Emma could become a hero.

Aside from her criminal reputation, she was also becoming a personality in the underground rave and clubbing culture either as celebrity or guest DJ. Dynamo has a few girls she has become close to that are frequent attendees.

Dynamo often clashed heads with other strong female type in their group, another American. Though fist fights soon turned into wild romps and staying at each other's places. She can easily absorb electricity directly from anything carrying an active current, so long as she paces herself on how much she takes at once. She can energize her body in order to jump like a bolt of electricity in order to a travel on high voltage lines like an electric train. Chloe can generate ions to make a field similar to that of an ion engine used by the Aerospace industry for flying in the air, though her speed is limited by nearby sources of electricity and drag since she isn't an aircraft. When channeling her stored energy, she emits mainly in bolts or balls of electricity. Her signature electron ray for her main attack or ball shaped shock grenade which actively seeks out conductive sources once launched. While her element isn't fire, she is very resistant to heat.

Thunderbolt: Much like actual lightning, Dynamo takes about 30 seconds to charge up a highly condensed ionic anomaly that might interfere with electronics or cause people's hair to stand on end nearby. When fully charged her powerful attack is easily capable of striking at extremely distant targets as a bolt of lightning, although it has potential for striking anything conductive in its path which may reduce the power or accuracy.
Power Strike: By focusing energy in her hands and feet, she can strike her enemies down with a punch or kick with its power increased by a powerful electrical discharge.
Induction Knife: On contact with a metal Dynamo can create a circuit that will rapidly heat metal by many hundreds of joules the longer she applies energy or increases her output, sometimes melting material in seconds.
Corona Overcharge: While the glowing electrical field that normally illuminates Dynamo’s body when channeling energy is strong enough to shock anyone stupid enough to touch her or charge certain devices… Dynamo can increase the energy on her exterior to arc out like a tesla coil, striking anything and anyone within a 50 foot range.
Tesla Shield: Dynamo focuses her energy into a field capable of guarding her against certain incoming objects, especially if it's metallic like a bullet. She can also create a rudimentary protective umbrella against a light amount of water such as rain or a small amount of water causing it to vaporize.
Lightning Conduit: While not able to absorb the dangerous amounts of power within lightning, she can turn herself into a lightning rod and effectively channel bolts of lightning from a storm without ill side effects as she is merely acting as a medium and not actively absorbing the energy. She won't risk shorting out if there is any chance of a downpour though.

When fully charged her powerful attack is easily capable of striking at extremely distant targets as a bolt of lightning, although it has potential for striking anything conductive in its path which may reduce the power or accuracy.
Power Strike: By focusing energy in her hands and feet, she can strike her enemies down with a punch or kick with its power increased by a powerful electrical discharge.
Induction Knife: On contact with a metal Dynamo can create a circuit that will rapidly heat metal by many hundreds of joules the longer she applies energy or increases her output, sometimes melting material in seconds.
Corona Overcharge: While the glowing electrical field that normally illuminates Dynamo’s body when channeling energy is strong enough to shock anyone stupid enough to touch her or charge certain devices… Dynamo can increase the energy on her exterior to arc out like a tesla coil, striking anything and anyone within a 50 foot range.
Tesla Shield: Dynamo focuses her energy into a field capable of guarding her against certain incoming objects, especially if it's metallic like a bullet. She can also create a rudimentary protective umbrella against a light amount of water such as rain or a small amount of water causing it to vaporize.
Lightning Conduit: While not able to absorb the dangerous amounts of power within lightning, she can turn herself into a lightning rod and effectively channel bolts of lightning from a storm without ill side effects as she is merely acting as a medium and not actively absorbing the energy. She won't risk shorting out if there is any chance of a downpour though.
Thor's Hammer: Chloe channels energy into both of her hands as she commits do a double fisted strike, coming down hard from either above or the side of her would be foe.
Drawbacks: Her primary weakness is being exposed to a significant amount of water when actively channeling her powers (a visible corona or manipulating energy), it causes her to short out which renders her unconscious and discharges all of her energy. She cannot absorb too much energy at once, which will cause her to overload. Using most or almost all of her stored energy will cause her to become extremely drowsy (a brownout) or go completely unconscious (a blackout). Having little or no charge makes her extremely lethargic and physically weak. Being in contact with a large piece of insulating material negates her abilities.
Fighting Style: Dynamo has no preference for range, but prefers to be able to see and hear her enemies suffer. When fighting ranged, she fires many lower powered shots to saturate her foes with pain, saving high powered strikes for when time is short or she wants to put them out of their misery. When it comes to fighting close up, she isn't afraid to let loose and throw caution to the wind as she fires off stronger shots that may destroy her surroundings. While not particularly skilled at fighting hand to hand, she doesn't need to actually hit someone to shock them, but sometimes she prefers physical contact when she is really juiced up.
