Kansai's beautiful night lights would be interrupted by screams and terror. A local villain gang known as the "Kansai StanceWorkz" had organized a late-night car meet, and a "fireworks" display to cap off the night. This brought a terribly alarming amount of obnoxious and loud modified cars to a public park. While this could have been just a few citations and tickets, things really got wild when they began their fireworks ceremony. GRENADES. They were hucking grenades at civilians! Explosions roared back to back as the innocents scattered and blitzed each other in a panic. Some had burn wounds, some were trampled by other fearful and fleeing civilians. It was chaos! The group roared and cheered in delight at their own handiwork. A phone call for help was made. The nearest hero the police could get into contact with was the recent graduate, Pro Hero Blazing Hellfire Kitty!__________________________________ Earlier that day, "I'm not asking you to be a hero. I'm only asking you to do what feels right to you... And since they so obviously posted it to their website on the dark web, all you need to fit in is a trashy suped-up car. Shouldn't be too hard since one of our guys is already into these sorts of things. Fukushi Ranbu. Do you remember meeting him?" Izumi smiled down at Kako, who was sporting a rather worried expression. "Frank-san... Yes, but will it really be okay? "Her second year just started, and she hadn't gotten her license yet. The further she got into learning about NJPD, the more she learned that its cast of administrators was still very much involved in stopping local crime whether big or small. The neighborhood watch was highly promoted and encouraged. Even civilians were getting involved, using their quirks to defend their storefronts or retrieve their own stolen belongings. Hell, it was the reason the crime rates were dropping in Osaka. The organization was trying to build a self-sufficient Japan, which had no need for heroes. It created an unspoken divide in the area. Those who called for help, and those who helped themselves. This meant while crime rates dropped, the few crimes that did still occur were increasingly violent. To Izumi's delight, THIS is where the NJPD vigilantes would step in! Behind the scenes, she would egg things on from time to time, but ultimately she wanted her group to succeed. The more they'd press to keep crime down, the more strange and powerful villains would pop up. A glorious source of entertainment for the regent. "There will be a lot of cars and people to stop, so you'll be partnered with Frank to account for the numbers. Your lightning should be able to stun people long enough for cops to arrive. Just make sure you make it home. " A clear-cut instruction about her first mission, straight and to the point. "Just do what feels right..." Kako repeated to herself. Sure she didn't want to be a hero, but she would protect her friends at all costs... Was being a vigilante really the appropriate route? Izumi would answer her internal questioning as if reading her mind. "For some reason, people aren't allowed to use the gifts they were born with. If they were, you'd see a lot more cities like Osaka... A place where we can feel safe, and supported by our neighbors. I just want to build a japan that feels free and at the same time united. Actually... I'll be your guardian angel for this first mission. Osaka may have a few NJPD influence cops, and Kyoto can be hit or miss, but Yokohama isn't used to our way of life. " She patted Kako on the head. She was a hero student, fighting crime was like riding a bike. All she needed was a gentle push once the training wheels were removed. Sadly, the training wheels would remain on for now. Izumi would patiently wait for the day Kako said she was dropping out. _________________________________ OOC: Hero Mission: Not only have explosions been heard, there also seems to be a big brawl breaking out! Find out what's going on and stop it! Vigilante Mission: Stop the vilains before police and heroes arrive! If confronted by heroic support, only attack if it seems like the only option. __________________________________IC: Just before the firework display, "Are you done yet?" Kako whispered to Frank. The people were getting amped up, one was even spounting some nonsense about the night going out in a bang. Kako had done plenty of training, not necessarily the most "in field" coursework, one might say. Unlike Shinja or Tanzo who had dealt with villains personally, Kako's feats were more minimal. "Well... Most of the cars I got to see up close, I pulled and punctured the wheels without being noticed. I'd say a good chunk of the vehicles here aren't even mobile anymore. The big issue is the people who have had their car on the whole time, revving and doing burn outs. I couldn't get close to any of them...." Frank reassured her. He was no rookie, and thanks to the freedom NJPD provided him, he was actually a few years deep into the vigilante circle. She glared at him. "Just be ready for when any funny business happens. " He'd say, nudging her with his elbow. Nerves were getting the best of her. "All right folks! READY?!!??" Someone declared, being met with cheers and revving motors. The noise was getting unbearable, until loudest of them all would come a BOOM! Then another, and as Kako surveilled the scene, she was realizing some of the villains came plenty prepared with grenades. The two vigilantes would get on the move immediately, both sprinting with great speed. With Kako as lead, she'd laced her fingers with electricity to tase. Frank would follow up, stitching stunned villains to the floor with the tendrils of his quirk. The two were quite an effective combo. Izumi could tell from the roof she sat on. A shaky waiter offered if she'd like to leave and find safety, but she would only request another bottle of red wine. A chalky mist left the corner of her lips. This was going to be quite the show! When Kako's interval switched off, the duo would switch to hand to hand combat until they could tase again. To make matters more interesting, Izumi would call for a hero herself. "Yes, police? A hero is needed in YK-City Green Park. On the eastern side near the parking lot. A quirk brawl has broken out, we need someone to save the city from such delinquents." A call from her burner phone. With a soft giggle, she'd chuck the phone off the rooftop, and wait for superhero help to arrive. Now, how would her precious baby vigilante fair against a real hero? A call for Hero aid! Just what the doctor ordered today for Koneko! She had been bored out of her skull, which should've been near impossible, given the city she was in! It was Kansai, for Pete's sake! She could've been rocking out at any of the local arcades, or munching down on takoyaki, but... none of it seemed to 'click' today! And she was BORED. But luckily, her phone was ringing wildly as soon as the call-out for a hero was put out, and she could even hear the explosions in the distance over her phone-call. Finally! She'd just respond with a quick 'I'm on my way!' before her feet literally ERUPTED in flames, and she took off to the skies as if shot out of a cannon! A fiery, blazing trail moving behind her as she'd land on a rooftop near the scene of the quirk brawl, she'd scout down upon the area and saw the havoc. Someone had to put them in their place!
Someone who could play as rough as they could!
And so she'd leap into the air again, her whole body glowing bright white as flames erupted all over her, and with another blast of her feet she'd zoom straight towards the center of the hooligan crowd like a fiery missile, and exploding with bombastic entry upon impact! A menacing, though cat-shaped shadowy visage towered from the flames, as her much smaller form stepped out, arms crossed and head thrown back in laughter.
"NYAAAAAAAH-HAH-HAH-HAH-HAH~~! Ya best run home fer your mama, bad boys! Unless y'wanna get yer asses toasted by BLAZING HELLFIRE KITTY~!"

"A HERO?!!?? HERE?"
Wh-what??? This wasn't in the plan, Kako slowed. The teen practically spun trying to find the hero among the chaos. There she was... up high, too! An unforgettable face, Kako had almost turned white with fear when realizing that hero was a U.A. alumni and a stand-out senior from last year's graduates! The girl was only 19 and had already secured a spot well under 100 in the hero rankings. A palm would snatch Kako's neck and pull her low to the ground. "Get down! Just because things don't go as planned, doesn't mean you freeze. This ain't school. This is for survival!" Frank was perfectly on time to reel the Code in. Tires burned rubber in rebellion to Hell Fire Kitty's proclamation. Some would even continue to throw grenades about while others would grab their guns and try to pepper the hero from a distance. If they could keep Hell Fire Kitty at bay, it meant they could continue to party.
"Listen close, pipsqueak" Frank whispered, leading her into the smoke. "Analysis on the battlefield! Eyes up and attentive... I'm sure your teacher gave some tips, but it's nothing like learning in the real heat of battle. Take note of EVERYTHING. A grain of sand can even bag you a win." Kako nodded. His words held weight, likely from years of experience. This wasn't like being a forgotten face in class. The sights, sounds,... the adrenaline. His words sounded a lot like her own father's, but without the rotten words. He- "Now.... tell me what you think is happening."
With a whimper, she'd point out the obvious-"Errr... since we're still in the middle of a park. We don't look any different than the bad guys. She'll probably throw a fireball at us too..."
BOOM! BANG! Pp-p-p-p-p-p-p! Explosions, and raging villains, bullets and carnage. Koneko would have to show this riot that she was serious!
"Precisely. The same could be said about us... the people who protect without hero licenses. What else?" the two would begin running. Their direction, surprisingly, was even closer to the center. They'd begin continuing their mission to beat up and tie up baddies. "If we continue the mission, we can at least show we're sort of on the same side?" "Some heroes don't take kindly to vigilantes. You're still a student, so you might get a pass here...Also... stop holding back!" He growled, slamming a villain on his neck. Up until this point, Kako had only trained on test dummies, and other students under UA's watch. To an extent, she thought she always was supposed to hold back. Boy did she have a long way to go... Kako squinted at Frank as she pummeled a guy to the ground with a flurry of kicks. He was aiming to use her to get out of this situation. IF Koneko didn't see him as an ally, then that meant he'd be seeing jail time too. While Izumi was in the vicinity, helping out here would benefit the NJPD. They were quite a ways from Osaka... some connections wouldn't be able to save face. Why didn't he just say so? Perhaps learning subtle communication was part of this too. While Frank and Kako's quirks were a terrible match up, Izumi knew how the Vice was able to handle kids. Just because their quirks were incompatible didn't mean they couldn't become a temporary team.
"Winning" in this case meant either out smarting Koneko to flee or attempting to beat her up. For Frank, he was far more pinned than Kako could ever be. Kako finally grinned at him with some better understanding. " I'll be your grain of sand, Frank-san. But I think I'm stronger then just a grain..."
"That's the spirit, partner. Sorry to put so much pressure on ya, but the rule of today's mission was to make it home. That was for both of us! " He smiled back. All they could do now and nab as much as they could and hope Koneko ignored them. If not, they'd be going head-to-head.
____________________Off in the distance. Izumi laughed again, a waiter gingerly handed her more wine. "Mmmmm, lovely." Staring at the hero, Izumi bit her nail in anxiety. "Cheers, to a successful trip home. Cheers to you to sir." She could help but let out a giggle, raising a ruby red wine glass to the battle she was about to bare witness to. The waiter backed away slowly. As frightened as he was, he couldn't leave from tending to her lone table. In fact, she'd killed the rest of the staff for shits and giggles. He'd wait for her next order of wine, and pray he wouldn't be next.

This god-damn rabble was so noisy, and quite bothersome too. Even with the presence of a Pro-Hero, they still kept screeching tires, burning rubber and chucking grenades everywhere! And now they were even trying to shoot her! What a mess this was... time to play the Clean-Up Crew! She'd grin ferally, her fangs poking out of her mouth as her furnace-eye lit up and blazed with fire, kicking the ground once with the tip of her boot before her feet blazed up wildly once more, and she'd blast straight up in the air to avoid being peppered by bullets. Then, she'd simply use a series of explosive releases from her feet to zip about in mid-air, changing directions and speeding up with each blast expelled.
She'd soon dive and 'fly' down towards an area of civilians who were still in the process of escaping, where grenades were soon to rain down upon them, and she'd face the grenades and make a swing with her arm, her fingertips expelling small, baseball-sized fireballs that'd zoom straight for the grenades, and explode upon impact to cause a 'cancellation' effect. A contained explosion was still an explosion, yes, but at least this way they'd not injure the civilians.
"GET YER FRIGGIN' BUTTS MOVING ALREADY, PEOPLE! Ain't no time to be dawdlin' about!"
She'd snap at the crowd, but anyone who knew Blazing Hellfire Kitty knew that this was just her way of being 'concerned'. She had her head in the game at all times, and the 'game' in this case was the fight. And so she did not stay for long, her feet once more blasting her away into the air as she'd use both hands and feet to re-align and redirect herself in her 'flight' above the battlefield, until she was at the center of all the parked cars, looking down at the dead-center of it all.
"Let's hope y'all got your car insurances! INFERNO BLAST~!"
Raising her hands up in the air, a large mass of flames gathered in the palm of her hands as she'd then aim both downwards, and a HUGE plume of flames spewed forth from her hands like a pillar of fire, hitting the ground and then SPREADING outward from the zone of impact, crawling along the ground like a blanket of heat and pain, which'd melt and pop every single car-tire they'd come into contact with, as well as maybe giving a few villains' feet a VERY bad day!

"She's headed right for us." To the vice, who would spit on the ground in annoyance.
"You've gotta be kidding me..." With tendrils flowing out of his wrist, Frank would slam his palm onto the ground and upturn as much dirt as he could so the flame wouldn't spread to much further. The student noted not only the versatility, but the quick thinking. HellFire Kitty easily was able to clear a good chunk of the civilians away, and even pop tires under the oppressive heat of her quirk. She was showing the fruits of her labor as a student. Kako would take in her abilities as well, while thinking about her own. Alarmingly some of the villains already tied up on the ground began screaming in fear of getting burned. "Damn it" Frank slammed his other palm into the ground, tendrils shifting through the dirt the upturn dark dewy earth. It wouldn't be as helpful as his and Kako's immediate area, but it would be something. He stand back up when he felt like there was nothing else he could do, which ended up being fairly quick.
Many of the villains knew better than to stay with their vehicles. IF the flames were hot enough to pop tires, their engines would be next!
"I'm getting the hell outta here."
"Damn heroes, always ruining the fun."
Kako on the other hand was looking for running routes. Her quirk would allow her to jolt through to harmed civilians. THERE! With a flicker of lightning, she reappeared to the aid of a mother and her child. The young boy seemed fine, but the mom had a deep cut on her leg. The teen would turn back to her partner, which to her surprised was trailing behind her with many worries of getting burned. Without thinking of his own wellbeing, he quickly stitched the womans wound shut, and urged them to get a move on. "We've gotta confront her... Crowd control is the perfect answer for this situation, but there's still people a few stragglers slipping through the cracks..." Kako frowned at Frank's observation. He removed his back pack, and paused before giving Kako a proper command. "You try and talk to her first, I'll catch up."
"HAI!" Just go talk to her... How hard could that be?!?! In a jolt, Kako would arrive, sliding to a halt in front of the hero. "Ugh... hi. Can you stop some of your fire... by any chance?" She hadn't thought of how the conversation was supposed to go. Was she supposed to be in a fighting stance?

Koneko was a bit too preoccupied with burning the tires of the cars to bubbling plastic to really notice Frank and Kako moving about in the crowd of villains beneath her, but she did notice earth shifting about here and there, which made her frown. SOMEONE was here trying to play hero... and she had not been made aware of other heroes answering the call other than her. Something was starting to smell fishy here. So as she'd disengage her flame-spewing hands, she'd let herself fall down to the ground, a small burst of flames braking her fall just a few inches above ground, as she'd land calmly.
'HAI! Ugh... hi. Can you stop some of your fire... by any chance?'
The voice made her head snap over towards Kako's direction, spotting the young woman who had just zipped up to her, as she'd tense up for a bit... but she seemed to have a flash of recognition for a while, eyeing her up and down for a moment...
"OI! Aren'cha a U.A student, eh?! What the heck're you doin' milling around her, ya moron?! Students aren't supposed to be throwin' themselves into danger! Y'wanna lose your temp license or something?!"
She was VERY quick to berating Kako for what she interpreted as her irresponsible rush to action, but she also spoke from experience, showing that whilst hot-headed and abrasive, she had taken her lessons at U.A to heart. She'd spit on the earth with a 'Tch!' noise before she'd wave her hand dismissively at Kako.
"Run along would ya, y'little twerp. This is a Pro Hero job!"

"OI! Aren'cha a U.A student, eh?! What the heck're you doin' milling around her, ya moron?! Students aren't supposed to be throwin' themselves into danger! Y'wanna lose your temp license or something?!" This girl carried more umph than Shinja or any other student she'd met so far. She was met with just as much fire in Koneko's personality as her quirk presented. Kako recoiled, but wouldn't relent. To be fair, she hadn't even applied for her temporary student's license. She hadn't even planned staying in school this long. But that assumption could hopefully lend some aid here. In fact, against her own want she'd even play the relative card. "Yes... I'm Hero Course 2b's Countershock, Kako Josaidoki." She replied with a stiff expression. ---Just pass time Kako, enough for sensei to catch up--- She thought. "Run along would ya, y'little twerp. This is a Pro Hero job!" Kako paused at this response. Now here was something she could poke at. "Twerp???...B-but I'm taller than you... areeeeh? Wait wait wait, but wouldn't I be able to work with you? You're the commanding officer since I'm only a second year." It was an attempt to bypass her comment completely. While it wasn't considered a combat skill, playing around had its perks. She was able to joke around with her upperclassmen all the time and even use her jokes to get kicked out of activities she didn't want to participate in at school. She'd hope this joke would expound upon itself. It could backfire of course, but at this point, Kako could pick up the smell of burning flesh. "I wish someone else would have shown up... it hurts...Special move.... Frankenstein..." Despite his remarks, he clearly wasn't all that bothered. As he pulled tendrils from underground back into his body, the upturned soft soil would kill some of the excessive flame. Frank was walking up, most of his torso had unraveled into dark tendrils. Burned skin would drop off of his person in square patches, revealing much fresher patches of skin underneath, and quickly began stitching himself together. _________OOC: Present Mic Voice Name: Fukushi Ranbu also known as Frank

Power: Inside his body are black tendrils that he commands with great ease. They fill up the majority of his body in fact, to the point that the tendrils are more likely to spill out than blood. He can do some pretty gross things like detatch and reassemble his body, and even stitch up things outside of his body.
___________IC: The skins hissed and withered from the flame as the zombie man finally caught up. "Blazing Hellfire Kitty... we're sorry to encroach on official hero business but... we couldn't just let things go by as they are!" He bowed with hopeful apology. Kako launched a bolt of electricity to knock down another runner trying to take advantage of the confusion. She kept her eyes bouncing between Koneko and Frank. "Promise, we weren't trying to cause any trouble!" But... but... if things didn't go their way. Both vigilantes understood good and well, they'd have to fight their way back home and it wasn't going to be easy. They were at Hellfire Kitty's mercy. This was a valuable lesson to Kako, that not all people viewed vigilantism in the same light. How did Koneko see things?

Koneko positively sneers at Kako's 'joke' about her height, her ear-tips flaring up and going off like firework pieces with sparks aplenty flying off of them, and she did not seem at all interested in the idea Kako had put forth! But just before she got even madder, seems that Frank was returning to them, and she noted all of the weird, freaky tendrils extending from him and pulling up from underground. Remembering how she had noticed the earth 'upturning' itself earlier, she assumed he was behind it all with that quirk of his. She huffed as Kako disposed of another run-away villain, just glad that she didn't have to deal with it herself. Still...
"Look, I appreciate ya fer wanting to aid and all... but we gotta play it serious here, a'ight? These guys had guns an' grenades, and while I'm sure y'could take 'em out regardless of weapons, they could'a just as easily turned 'em on civilians, an' you'd have to split between preservin' their lives or preservin' yours. Mr. Freak-Show over 'dere seems to be doin' just fine, but you could'a gotten injured Kako, or worse. Sorry, but yer gonna get that butt o' yers and skedaddle outta 'ere, or I'll drag ya outta here myself!"
A puff of flame emerging from her ears showed she was serious with her demand/"threat" towards Kako, and she was not taking 'no' for an answer. But just as things seemed to be going mildly smooth... she'd thrust a finger in the air and point it at Frank.
"An' SPEAKING of Mr. Freak-Show 'ere! Sorry pal, but unless y'got a license hidin' under all those burnt flesh-patches, I'm gunna have to turn ya in as well. So either come quietly, or kickin' and screamin'! An' just so you don't think about doin' nothin' funny... I LIKE IT when 'dey choose the latter~"

Frustration couldn't begin to explain what the teen was feeling. Koneko couldn't be reasoned with... Biting her lip, Kako quietly glared, only to slowly begin walking away. She was well within the clear, but how was she going to help Frank. The young vigilante moved out of the way, at least enough to remain out of site, but from the street corner she peered onto the battlefield. She'd never seen Frank fight... This would be a first. Frank on the other hand was fully receptive to what the hero had to say, and would still deny the request anyway.
"An' SPEAKING of Mr. Freak-Show 'ere! Sorry pal, but unless y'got a license hidin' under all those burnt flesh-patches, I'm gunna have to turn ya in as well. So either come quietly, or kickin' and screamin'! An' just so you don't think about doin' nothin' funny... I LIKE IT when 'dey choose the latter~"
" I'm sorry. I was instructed to make it home at all costs, so I'll do just that." He'd unzip his bookbag, and let his tendrils pull in the contents, before sealing and stitching it back up again. It was mainly more skin, and in the blur of skin patches, there may have been some extracurriculars, but it was extremely hard to tell with all that movement in one place. Standing up, and sporting a devious smile, he'd settled into a fighting stance. "And don't come to me explaining the rules, I was a former cop. " He was quite tall with lengthy limbs, and some exposed stitches scattered across his body. Based on being able to brave fire with extra layers of skin, it was clear this man was the type who could prove unpredictable. He'd been taking his sweet time to get to here just in case Kako couldn't talk her down. Some of his tactics were already set in motion.

Koneko followed Kako with her eyes as she moved off to the side, making sure she moved fully out of the battlefield before she focused in on Frank again, watching him as he opened up his bookbag and let his tendrils pull in the contents of it, watching more patches of skin and... other things being pulled out. So he was literally gonna have things 'up his sleeves' so to speak. She hated tricky opponents like him. They just sucked out all the fun with having her playing guessing games!
"And don't come to me explaining the rules, I was a former cop. "
That line, though, got her a bit fired up as her ear-tips sparked up like fireworks again, and her fingertips would blaze up with flames as she'd point at him again.
"Oh yeah?! Then y'should be damn well aware that ya can't jus' go around and use yer quirk all willy-nilly, no matter th' reason! An' before ya try an' spin that back on me, I actually have control of the fire I'm spewin' out! I wasn't gonna roast nobody alive or nothin', just incapacitate! Unlike you who seem to tie down an' literally beat people within an inch o' their lives! So sorry if someone has'ta throw the rulebook in yer face 'gain, Cop-Boy!"
And with that, her feet exploded with flames as she'd make a blinding dash straight at Frank, seemingly just going in a straight line right for him as she was beelining towards him at extreme velocity, even kicking up dustclouds around her as she'd dash through the air. But just as she was about a meter or so away from him, she'd blast out flames from her feet again and launch herself into a vault right over his head, using a blast from her hand to readjust herself and do a 180 in the air, aiming to get herself diagonally behind and above Frank, before putting her hands behind herself and letting out a burst of flames that'd launch her straight at Frank with a kick aimed straight for his neck.

Frank sighed, "Ahhh, it's always the youngs ones who are extra full of themselves. Is it the rank that's got you so amped up? I just don't understand. We already tied up, because you were too much of a slowpoke to get here..." He watched her and didn't move a muscle, only watching her dart around the sky and around him. It was at the last moment that he'd bring an arm up to block. The two skidded along with Koneko's impact, but Frank's tendrils slowly writhed along to try and rope her in within seconds if she weren't quick enough. "Police Knot." The tendrils could survive heat, that much was obvious. He just had to nail down the timing to properly nab her! It wasn't his first time having to fight a pro hero!

Well damn, he had some fight to him didn't he?! But also so damn passive, he wasn't moving at all as she tried to outmaneuver him, and just blocked her attack just like that. This guy was a real deal! Koneko might've been Number 63 at the moment on the chart, but this was a REAL fight. She could tell just from the offset. Seeing the tendrils slowly writhe up towards her foot made her snap out of it though, flames bursting out of the sole of her foot as she'd blast off of him, whilst also giving him a face-full of flames and hot air!
She'd leap off of him with the propulsion, trying to use the diversion to land, blast off the ground and beeline for him whilst the smog from her launch-off was still around his head, and aimed a rocket-propellered sucker punch right for his abdomen, before blasting away from him, launching herself 90 degrees around to his left side, and then dashed in again for a roundhouse kick to his backside, before she'd launch herself off of him again and land a few good dozen feet away from his left, bouncing on her feet to assess the damage, if there was any.

Frank frowned as his tendrils tightened and snapped around hot air and flame. He recoiled as the immediate heat caught him by surprise, the same way the punch caught him off guard. The punch would have a strange sensation when it landed. It was constricted tight in reaction to her attack. Koneko would have to analyze her own fist to see if Frank's surprise worked or not. He regained some composure and turned his head to watch her movements while still remaining completely still. In fact, kicking him in the back would eject the very object Koneko had punched into, a dagger. The slit is came from would seal itself back up, although the most burned patches of skin would peel off. The man snatched the blade up before it could actually begin to fall. "This was supposed to come out if you kept persisting. Hope your hand ain't bleeding too bad." He said patting himself to make sure he was okay. With the other hand he'd insert the knife back into his body, this time in his thigh because apparently, the gut was too centrally located. The more they fought, the easier it was to understand quirk was more complex than it initially seemed. He'd gotten a rough gist of how her quirk worked, he wanted to de-escalate. Or more accurately, stall!
Still, he hadn't moved from that spot... Why? He could track her movements well enough, so why not move from that spot...? Something was coming. "Ya know, they thought my quirk wasn't good enough for a hero school. I didn't know what I was doing back then... " A few tendrils would break loose from his shoulder, and flaring in the air, slowly winding to and fro. "So I thought to myself... join the academy. I still wanna serve the world and be an aid to my community. There's got to be room for me somewhere to be the me, I know I can be. So I joined the academy, only to be berated, belittled, and fired when I used my quirk to save my partner's life. If I hadn't he would've died..." He clutched his fist tight, and one of the tendrils whipped into the ground before joining the others in the air. The sound was violent, and thunderous, even if it only lasted for a second. The ground cracked and crumpled as a result. He'd pull his hands to his mouth and force a smile. " Hero Society won't accept you, because you don't meet the criteria. SO, Follow the rule book. The laws are to keep you and your unit safe. Lies. These laws are to keep the public safe, LIES." His voice twisted in a bitter anger. This was not to display a victim but to display a broken system. It wasn't built to be accepting of ALL. His voice raised despite with a slight joy, despite his actions slowly but surely getting more and more aggressive. " People fall through the cracks due to these things, ya know. All the time actually." He'd force a smile with his fingers at his mouth. All the tendrils would being slamming and whipping themselves into the ground. He was one of them, one of the people who slipped through the cracks, Kako too. The only place that could accept them wholeheartedly was the NJPD within the city of Osaka. As the ground, crackled and shatter from the constant pummeling, dirt, and dust kicked up rapidly. The more he did it, the more it slowly masked his immediate vicinity, only to be carried and spread by soft winds. From a distance, Kako watched as if she were studying an athlete up close. Frank was NJPD trained, not hero trained... how strong was he actually? Did he even need her help?

The sting in her fist made Koneko flinch a bit once she had paused her assault, looking to see a rather heavy gash in-between her knuckles, and blood dripping down her fist, as she'd just grit her teeth and look over to Frank, noticing the knife slipping out from under his skin-patches. So he had literally gone and turned himself into a human piƱata full of dangerous goodies, eh? Well that sucked, realizing she had to be more careful in her assault. Though, just as she was about to resume again... something seemed off. Frank just stood there, and he began to speak of his life experiences. Normally, Koneko would've just huffed and told him to deal with it, and she was damn near close to! But she paused again as-
"Hero Society won't accept you, because you don't meet the criteria. SO, Follow the rule book. The laws are to keep you and your unit safe. Lies. These laws are to keep the public safe, LIES."
She seemed to pause a bit, to reflect on what he said earlier, how apparently the hero schools thought his quirk was not good enough... and yet he spoke of how he ended up saving someone's LIFE with it. How the hell did that make ANY sense?! Followed by-
"People fall through the cracks due to these things, ya know. All the time actually."
A sudden pang went off in her furnace-laden chest, which made her flinch just a tad, and the flame within her furnace-clad eye socket and chest fizzled out a bit, mainly due to the surprise, but they both quickly reignited.
"Yea', well whoever did yer reviewin' for the hero school was a damn moron then. Clearly ya know yer way 'round a fight at least! And how t'use those tendrils to save people. But Hero Licenses exist fer a reason, pal! Cause if we let everyone jus' run around with their quirks flauntin' in the open air, some day, some douche-nozzle will get the wrong idea an' blow a bunch of people up! Tha's why the hero schools exists, to make sure people like me, who admittedly have very dangerous an' volatile quirks, learn how t' control 'em! So sorry fer trashin' your lil' pow-wow tantrum, but it's not exactly 'lies' when 'dere's perfectly good reasons!"
She'd stretch her arms out into a combat stance, flames sparking and sizzling at her fingertips, ready to make a move if he decided to make things ugly.

The tendrils halted immediately, Frank's pulled into a scowl at her reasoning. He pointe at her, and the tendrils would pull back into his frame, as he made this very clear. "Thanks for too little too late. You're reasoning is missing the real world. That damn school of your only teaches you how to view the word with those rosy shades on, huh? School or no school, law or no law. There will always be people who abuse their powers. Someone will always deviate, someone will always get abandoned or someone will always be a victim to a crime. To stop those deviations from happening, it's why you exist in the first place, right Hero? Then why is popularity a factor in rankings? Why is there so much marketing put for, so much glam, so much money. You're just a new shiny pebble in a great big corrupt machine. It's been in front of your face this whole time... Can you say with certainty that EVERY hero is on the same side?" He'd kneel when he felt a tug at his foot. The trap was set. With all that stalling, he was digging. Tendrils writhed through the ground underneath the battlefield and finally were in the proper position.
"I wish you'd open your eyes... Quick Seal." Tendrils would rise, and quickly stitch up the ground in many patterns, even though there were no splits. With a violent pull on the connecting thread, the stitchings would constrict so tight that they would pop open and release that pressure on the ground all around Koneko. The ground would shake, cave, and crumple like a localized earthquake. Frank was fine with all the soft dirt he had around him, although he could still feel the tremors. By this time an underground pipe bursts, decorating the battlefield with some water. Reeling as much as he could back into his person, he'd stomp the ground and reveal to Koneko the hole in his shoe. It was why he was staying still that whole time. Still while this large scale trap was impressive, he hadn't quite directly attacked yet. He'd only been making moves to stop Koneko. Likely, he was holding back a great deal in order for the two to get an understanding of one another, despite how heated the conversation was getting.
