Garrus was raised by a family particularly tied down to tradition and old-fashioned discipline, considerably more so than most turian households. As far as Garrus’ father was concerned, if you didn’t do things by the book, you might as well not do anything at all. A veteran C-Sec officer, the law was paramount to him, and breaching it in any regard, for any reason, was inexcusable, never mind for someone aspiring to a career in law enforcement, in the case of his son. Though Garrus quarrelled with his father on a number of occasions throughout his upbringing, he would always tow the line, knowing when to let his father have his say and not give a snarky rebuttal.
Eventually, Garrus joined the ranks of C-Sec in his young adulthood. Like most recruits starting out, Garrus was optimistic about his work there, naively eager to do his part on the Citadel and insure that what little crime there (seemed to be) would remain that way. Of course, that image didn’t last long for Garrus, who had begun to be disenchanted with bureaucracy thanks to his father, a notion that became stronger still the longer he worked for C-Sec. The most outstanding case among these was that of Dr. Saleon, a Salarian biologist who experimented on a variety of City residents as walking test tubes, farming organs inside their bodies. Much to Garrus’ dismay and outrage, Dr. Saleon escaped, though only after his order to shoot down Saleon’s escaping ship was countermanded by Venari Pallin, Second Executor of C-Sec. Though Garrus had clashed with Executor Pallin on previous occasions, the case of Dr. Saleon was a particularly notable case. Pallin rebutted Garrus’ outrage with the ultimatum that if he didn’t like it, that he could quit. Garrus almost did, though his innate desire to uphold the law, and to help people, however fed up he was becoming with bureaucracy, convinced him to stay, if only for a little while longer.
Only time will tell how much longer that might be.
Drive:
Garrus longs to clean up the ranks of C-Sec. For too long the police force of the City has run amok with blatant corruption and incompetence, always spitting in the face of honest cops trying to do the right thing, no matter what. Garrus will do whatever he has to to turn it around… and pick up the pieces if he has to.

Visual Appearance: Characteristic of Turians, Garrus is over six feet tall, with a slight hump in his upper back that all Turians share. His facial features also make him difficult to discern from most Turians as well, though his striking blue eyes help him stand out from other members of his kind.
Clothing/Armor:
Garrus’ fully-encompassing blue body armor is the same as his C-Sec uniform, though with numerous custom upgrades and revisions to insure it holds up against high military-grade armaments, as well as deprived of any C-Sec affiliations. Although Garrus’ armor includes a helmet, he only seems to wear it when it is absolutely necessary to do so, such as in a de-pressurized environment or on a hazardous planet. The most striking feature of Garrus’ accessory is the tactical optic lens over his left eye, and often considered his defining characteristic.
Personality
Of all the things that make Garrus who he is, “loose cannon”, broad as it is, is the foremost characteristic. He is a man jaded with authority, though more importantly, with bureaucracy. An inability to perform his duties and carry out justice due to red tape and legal inconveniences getting in the way is something that continues to dog Garrus’ conscience to the brink, though his sense of morals reaffirmed in him by recent company has helped him stay the course on the right side of the law. Despite what Garrus has had to (and continues to) put up with throughout his career, his character remains virtuous, never flinching or hesitating in the face of evil.
On a more personal note, Garrus will often crack wise to lighten the mood, or as a means of deflecting anger or annoyance (be it his own or of those around him). He has a rather crass sense of humor, perhaps invigorated by his jadedness from his career with C-Sec and other work. This is not to say that Garrus is necessarily brash or rude. He is actually quite friendly once you get to know him, and once he considers you his friend, there are few lengths he won't go to in order to help you. His roguish yet professional charm also has a penchant for tongue-in-cheek fraternal camaraderie, and mild flirting.

Assault Rifles - Garrus has proficiency with assault rifles. He also has an ability “Overkill”, which allows him to temporarily override the firing capacity of his weapon to unleash devastating volleys of continuous fire.
Sniper Rifles - Garrus has proficiency with sniper rifles. He is a deadly marksman, easily able to pick off targets from afar. He also has an ability “Assassination,” which allows Garrus to line up a (usually) fatal, accurate shot with his next sniper round.
Tactical Armor - Allows the proficiency of various armors from the Mass Effect Universe and abroad. Garrus is currently only able to wear Turian Light Armors. This also includes an ability “Shield Boost”, which allows the user to quickly restore his shields in a pinch.
Assault Training - Allows advanced assault training, with an emphasis on close-quarter melee combat and rifle expertise. This allows the user to deal extra damage with these weapons. This includes an ability, "Adrenaline Burst," which resets the cooldowns on all other abilities and periodic equipment, allowing them to be used as soon as this ability is activated.
Decryption - Garrus is familiar with sophisticated security mechanisms and how to disable them, as well as how to disarm most explosives short of a nuclear warhead. He also has an ability “Sabotage”, which can be used via setting a tech proximity mine to drastically overheat a target’s weapon to the point of dysfunctionality, if not causing the weapon to outright explode if the ammunition is volatile enough.
Damping - Damping is an advanced form of Decryption and Electronics, as it increases the explosion radius of one’s tech proximity mines upon use. It also shuts down the abilities of enemy technicians and biotics (and similar abilities) when used.
First Aid - Garrus is trained in first aid and can provide short-term medical treatment in the field through the use of Medi-Gel.
Electronics - Electronics allows the user to repair and bypass most electronic devices and systems, as well as improving the capacity of the user’s personal shields. It also includes the ability “Overload”, which causes a total shutdown of a target’s electronics and shielding systems, provided the target is not too large.
Turian Agent - Garrus is a trained security officer, with additional training by his father. As such, he is a skilled investigator, and even more skilled interrogator. He is a proficient intelligence operative who can be discreet as well as thorough.

How Damon Gant could hold that smug expression no matter what he was saying perplexed Garrus to no end. He knew damn well what he was really saying, and he knew that Garrus knew, too. That was why they were having this conversation, after all. There was enough guilt clouding Garrus' mind with how that interrogation had turned out. Whatever this was, it was clear that Gant didn't want him looking into it. That meant something.
But that "something" would have to wait. For now, he had to pay his penance for doing his job. The turian gritted his canines, staring down at Gant with barely restrained contempt. "Yes, sir."
It was 1:34 in the afternoon. Garrus needed a drink.
