"In the not so distant past, its often forgotten that it was us who had united first. Not the heroes, not the vigilantes but the villains, the bad guys. As history chooses to remember us as. Our predecessors despite their differences of goals and vision still chose to co-operate. To pool their resources and organise their own activities. Human history is not the history of heroes, despite how many good vs evil stories you made read. No I was our kin, those that came before quirks. Who commanded a power that pushed and drove their visions into reality. I say, needlessly I'd hope, that we all know some fragments of what came before our chapters even begun, yet now it is us who has to dwell in the shadows. Picking at scraps and fearing the attention of the 'heroes'. However before I dwell too much on the past, allow me to invite you a gathering of our kin. I have a proposal for the future that will alter the face of society as we know it, one more suited to us".

This was the message they would all receive. Be it an organised faction, a rabble of misfits simply working together and even those who preferred to act alone. It had been a major undertaking to send this message out in secret. To quietly contact the villainous world without giving it all away to those that would put them behind bars. A great gathering of the individual and united powers that allegedly opposed the good to this one very spot. To have so many gather at once was of coarse a risk. Specially if any decided this was a perfect opportunity to put themselves up the food chain or simply remove some competition. It was all a risk, one that despite all her scheming and planning. Could truly remove.
Andresta turned, her face hidden behind the masked helmet she used to hide her identity, to look at the hall that she had acquired for this purpose. It was once the conference hall of a high end hotel. Its previous owners having gone bust before its opening. Now it belonged to her. Well technically it belonged to her, just to play on the safe side, she had made sure there was no direct connection to her. Even if someone decided to take the time to do their research they would only find that she and a great many others with connected to one of the various organisations that had a share of the property. A legal nightmare if someone actually tried to bring it to court. Still the building was maintained and had been in use several times since its acquisition. Mainly as a private venue for various businesses and even government organisations to use. It was perfectly legal, and yet held no true connections.
A few precautions were of coarse taken. The building was currently noted for being used for filming, even though all those involved wouldn't be there for at least another two weeks. The normal staff were away working at some other location as per their contracts, so everyone here tonight were her own people. Each one sworn to silence and suitably incentivised to to forget what they saw and heard.
It was as Andresta mused over her efforts, did a young woman's voice speak over her ear piece. "The guests have started to arrive, when you are ready I can open the doors", the voice belong to Andresta's aid and head of security. She was monitoring the hotels perimeter.
"Let them in" Orator said taking her place, standing at the podium upon an unlit stage. The lighting of her mask currently off.

Dynamo stepped into the room first, dressed in a blue pinstripe blazer with no undershirt with matching pants. Her normally wild blue hair was slicked back, making her have an air of professionalism. The electric villain's blue eyes scanned the room before giving the signal to her cohort who was lurking behind her in the shadows. She crossed her arms and continued to scan the room for who else popped up for this shindig. "Awfully bold message." Dynamo said as she waited for her taller partner to take her place.

"Very bold." Road Rage said as she towered a few inches over the pale blue themed girl who was the love of her life. Unlike Dynamo, Alex had opted for a her standard biker bitch bodysuit that she used out in the field. She loudly chewed the gum that was in her mouth, also curious as to who else took this message seriously. Alex was so ready for this to go south, in fact she was counting on it. It had been awhile since she'd had a decent brawl, fellow villain or otherwise.

Cooperation. A proposal for the future. Chishiki Arafune lit a slender cigarette as she read the message. That, in itself, was an impressive feat. To be able to contact one of the many burners that she owned in order to broker information granted the sender more than a second of her time. Chishiki didn't waste seconds, and didn't waste any here. She smirked, smoke pouring from her nose like a grey waterfall. She knew villains, inside and out. Full House had decided to pool their resources, and that hadn't ended well. Plenty of groups and gangs were part of her network, but Chishiki knew better than to trust any of them with more than a single yen coin. This Orater had an idealistic venture, but it had one fatal flaw. Put a group of villains into a room together, and time how long it takes for the building to go up in flames. Often literally. Chishiki closed the phone, removed the battery and sim card and dropped the body to the floor, where she expertly stamped it flat, then transformed her hand into a clamp that crushed the battery and sim card into a neat little flat package. A few minutes later she was crossing over a bridge that took her into the main heart of Tokyo, and idly tossed the remains over the side as if it was the most natural thing in the world. She took a deep drag of her cigarette, wondering about the meaning of all this. If Full House was contacted, then this Orater believed, like the rest of Japan, that they were a thriving group of a dozen or so villains. Not, as it actually was, a simple team of three. Chishiki already had the upper hand against this Orater. See? she thought with a smirk. Already trying to one-up one another. Villains and villains naturally didn't get along well. Still, if it meant more opportunities for Nama and Hazeshini then Chishiki would go above and beyond. Enter the pit of vipers and return with what they needed. Money, contacts, you name it. If she had to bite the head off of each and every snake, Chishiki would keep them going. She finished her cigarette, grinding it into the pavement with her heel before scooping up the end and putting it into a small tin. Being a villain didn't mean you had to be disgusting. She ran a hand through her pink hair, eyes closed for a second, feeling the warm afternoon sun on her skin. Chishiki reckoned this was going to be an interesting day. --------------------------------
As other villains filtered in, there was one that would attract attention, or perhaps not. Chishiki wouldn't appear on any CCTV, nor alert any of the Orater's personal guards. It was as if she stepped out of non-existance from behind the larger of the two villains, a cigarette held gently between her lips. She lit it, casting a gaze at what appeared to be the Orater. She herself wore a black hat, sunglasses and an expensive looking business suit. "Mm, what a lovely little place to meet for such an interesting meeting. Plenty of places to duck for cover when the Quirks start flying. I wonder how long it'll take for us to be at each other's throats. Anyone like to bet?"Chishiki smirked, taking a relaxed stance as she blew smoke out into the room. "Charmed, I'm sure. They call me the Broker."

Oh dear, oh dear. Of all the people that had to show up, it had to be those two bozos. Team Confidence's admittedly more brutish cohorts and Floater agents, Dynamo and Road Rage. To be honest, it did not sit well at all with Hiretsu that those two decided to go for that meeting. Not because he thought that they'd end up mucking things up, mind you. Much like Road Rage, Hiretsu was also EXPECTING this to go to hell in a handbasket. With so many chaotic villainous faces showing up lately, trying to corral all of them and expect them to work together was... not a smart idea. But at least if he was involved, maybe SOME things could get salvaged from this imminent disaster. Good thing he had decided to actually join in, then.
"Ladies, ladies, please. We're honored guests here, remember? A modicum of pacing and manners is not too much to ask for, right?"
He'd comment as he'd step past both Dynamo and Road Rage, keeping his voice low enough for both of them to hear it, before he'd straighten his tie and tip his hat up enough for his golden eyes to sheen out from beneath the brim of it. He'd even let his gaze wander to spot the pink-haired 'Broker' appearing as well, presenting herself with all the bells and whistles.
"I'd personally bet, give or take a bare minimum of 10-15 minutes at best, if not less! What else would one expect from walking into a den of serpents like us, after all?"
He'd speak up loud to answer Broker's question and taking her invitation to a bet. Might as well mingle a little bit to truly start melding into the crowd.

Andresta smiled to herself as she watched each villain make their way in. Leaning on the podium with her elbow and propped her chin up the back of her hand. It was a thrill, this was so dangerous and she had yet to poke the nest properly. Sanding straight again, she adjusted her clothes and
"My fine, fine villains and villainess. I thank you for coming all the way here for my little meet and greet" as she spoke, upon her helmet the face lit up. Revealing her location on the stage to all the gathered villains. The lights over her coming on as she spoke "I suppose you are all wondering which 'fool' had the gross audacity and resources to contact you and invite you to gather. You may call me Orator. By the end of this evening, I will have you refer to me as your voice". She stepped out from behind the podium and bowed. Throwing her hand out as she bent low with the other crossed over her chest. Then standing straight again she gestured with her hand. The podium started to retract into stage.
"I invited you all here for one simple reason, I'm tired of lurking in the shadows while the so called heroes prance about in the limelight. I despise the fact that people who dare to call us words like criminals, lawbreakers, delinquents and other such words. Yet I'd say their deplorable acts are far worse than anything we had ever done. Yet they do something we just seem to struggle with". Orator cast her eyes round the room like she was inviting them to give and answer but didn't wait for anyone to answer. "They can work together. They know how to convince the peasantry that they are the people who should be in charge and followed blindly. They are the ones who thought up hero society and put in the rules and regulations that heroes have to follow".
"Broker, please don't encourage them to have a tussle, I'm sure Road Rage and Dynamo will take that as a challenge. Won't you ladies, oh do feel free to have you fun once I've made my proposal but do hear me out first" The helmet hid the smile stretched across her face, she might not be able to see them all but thanks to the hidden microphones laced through out the room and the sub-minds focussed on listening in on every word being said.
"I intend, one way or another, to adjust the balance of our society. To rewrite the rules so that we don't have to hide but can act and operate as we wish. I won't make the mistakes of the past, I'm well aware of the disasters the came along with previous attempts at such things. No instead" She paused briefly as she moved towards the edge of the stage. "Is establish a co-operation between us. A league of villains if you will" behind her the wall lit up as an image appeared. It was an organisation chart, it showed ring of 'seats' each with the own branches spreading out towards the edges. Each seat was marked with a title clearly intended to represent the major factions and a handful of independents. Notably Orator had a seat but it was off to the side, simply marked as speaker. "I doubt you would fail to notice I don't intend for anyone one person or faction to have full control. Rather you all shall have a say and retain your own independence. there is no need taking the risk of dragging everyone down at the same time, just cause someone else gets caught".

Chloe's eye briefly twitched as she bottled up all of the vibes being thrown at her and Alex. She didn't want to let them get to her, or ruin Team Confidence's name. She ran a hand back through her hair and sighed. "I'm in a decent mood today. Can we please keep it that way and stay civil." She said with a hint of venom. Though that wasn't entirely the truth, Chloe felt at ease at her partner's side. She knew if things went sideways, Alex would at least slam one of these idiots. "I'll be honest Orator, its a simple and straight forward idea. I can't help but wonder why you think you have the monopoly on this concept to even be included among us? Other than being a neutral third party, what do you bring to the table to organize a bunch of psychopaths, murderers and greedy bastards?" Chloe asked with a sigh as she crossed her arms. Her eyes were locked straight on the Orator, patiently waiting for an answer, but ready to explode if it was all trigger and fancy fluff words.

Alex simply tried to keep on a tough face as Chloe went to bat when they were called out for just being "hench". She herself didn't consider herself stupid, but she definitely wasn't a up for the challenge of verbally battling a bunch of these oddballs. She let out a slight groan of annoyance, scanning the room to make eye contact with anyone but the head clown of this meetup. Alex had a growing scowl on her face, she really just wanted to beat the daylights out of someone that looked like they were judging them, but that would just make her look even worse. Damn...

Chishiki gave the betting man a flirtatious smile, breathing smoke out of the corner if her mouth. She didn't have much of a chance to place her bets properly, however, because the one who had organised this meeting made themselves know. Chishiki watched with a faint interest, at least to see what kind of folly this villain had in their heart to call such a meeting of dangerous folk.
She allowed a small giggle as the Orater finished. Chishiki's eyes were on the diagram, focusing on the convenient placing that the speaker had put themselves, off to one side. She let out a cloud of smoke, stubbing the butt against a small tin, which also accepted the cigarette end and vanished in her jacket.
"So, if I have this correct, you wish to bring villains of different creed and ideals together, with no leader, and this will allow us to achieve... what, exactly?"
Chishiki shook her head lightly. It was Full House all over again.
"Heroes can team up because they share the same goal. We Villains don't share that. Money, chaos, destruction... it's all different. How can a group that wants to bring down society work alongside one that wants to pick society's pockets? I would give a league like this maybe a day, perhaps two, before one of its members sells it out. Why, we might not even get passed this meeting! Who knows, one of the villains that you contacted might have already alerted the Heroes that we're all gathered in one place!"
Chishiki gestured vaguely towards the diagram, head cocked, a light smile on her lips. Her eyes were twinkling with knowing and mischief. Chishiki would at least get something out of this meeting.
"And you? It seems like this dreamscape of a villain paradise involves you doing not a lot at all, and yet reaping the rewards. What would you bring to this doomed table, hmm, Orater? Why would we even need you in the first place?"
Chishiki finished her questions, withdrew another slender cigarette, and let out a cloud of smoke after lighting it.

Ah, it seems like the woman of the hour was about to pitch her offer, finally. Hiretsu would reach a hand up to scratch his lime-green hair a bit, but with a subtle sleight-of-hand, he'd also click on an earpiece expertly hidden behind his left ear to make sure another fellow TC member picked up on what this 'Orator' had to say; and somewhere far, far off in Hosu City, the titular "Vox Populi" would certainly be picking up the recording that Hiretsu had now initiated. This was meant to be heard for all of Team Confidence back home, especially KK, to see where his stance was on this. He'd stretch his arms and cross them afterwards, all casually in one smooth motion, as he'd listen in on Orator.
Her idea had a lot of holes in it, ones that Chishiki seemed all too EAGER to poke rods into and point out. It made Hiretsu smirk slightly, as he did not have to be the one to deliver the obvious news. Really though, this Orator was that deluded to think that a league of villains from different strokes and walks of life could so easily unify under one common denominator? Ludicrous! Regardless, perhaps there could be something to earn from this charade in the end... ultimately, for him, it would be for KK to decide, hence why he had this recording going on.
"While I have to say, it is an EXCELLENT initiative from your end, Miss Orator... I'm afraid I have to agree on Lady Broker's words here. It is not exactly in the interest of crooks and criminals like us, who already have formed creeds and allegiances, to just unite in a semi-homogenous congregation of individuals and call it a day. Your absence from the gathering itself also does raise suspicions, as it all seems to me that you don't REALLY want to make any sort of effort to find reason and purpose for us to unite, but rather sit on the side-lines while we are thrown into a proverbial maze like lab-rats to your entertainment."
He'd flip his hair out of his face as his yellow, serpentine eyes flared up slightly under the light of the lamps overhead.
"However-- as I am sure you've heard, us at Team Confidence stand for one thing and one thing alone; resources. We have it all. From funds, to technology, to information and data, we are the true info-broker's of this world's underbelly. If there is anything going on, we know about it first-hand. Aah, and such a valuable thing as information is something you sorely seem to lack~ But... if you persist on having any form of alliance, then Confidence would surely love to extend its arms. Wouldn't we, dear ladies?"
He'd give both Dynamo and Road Rage a firm nudge with his elbows, hoping the two rowdy ladies would get the hint.

Fildaia remained in a dark corner as everyone in presence had debated with one another. She was here on Felix's behalf. She loved him, but his nativity would have made him come even when she warned him against it. She knew it all to well, his excitement when the news came for them both. The prospect of all those underserved finally being able to work together was something that he absolutely wanted to take part in.
She didn't believe something like this could work at all however, she was surprised that everyone remained as cordial as they could so far. Many in question had the same mind as she. Expected, and she pondered for a moment if she should play the devils advocate in this situation.
Full house and Team confidence were here. She knew of them well, and team confidence was someone who, at the very least would benefit them from being on their side
"Suppose all of us here do manage to get on the same page and not rip out the throats of others here. Whats the plan? All I hear are promises. Nothing concrete in your ideals. These are promises I've heard no shortage of and it all seems idealistic at best the one thing we all have in common here is that we have been shaped by our surroundings but we do not let it define us by any means. Suffice to say, anything that is just promises means absolutely nothing especially in the world we live in. We are all people of action, one way or another. Its how we have survived this long."
It would take a moment to detect who it was that it was talking, given how well her body blended in with the shadow that she inhabited but the form a mutant would take view for anyone who looked her way. She was infamous in her own way. Fildaia never imagined herself as a villain but that is what she was classified as. Anyone who knew of her would know that she knew exactly what it was she was talking about

"B-but we do have a similar goal, don't we?" The good doctor proposed softly as he approached his book keeper, protector, and dear friend. He knew she'd be upset to see him there, but she shouldn't have expected any less. This has always been his dream! I world chanrging unitiy of those being soffocated by society. "Heroes run this world. They label people as villains and the second they do they practically strip them of there rights. We all have seen it and even suffered from it, right? If we can change that, then we can each gain our individual goals. Societal change will make it so things like distruction, chaos, money, power, and the like are all obtainable. So... shouldn't we be aiming for it?"
Patricia came trotting over after Felix and grabbed his shoulder to catch her breath before looking to Fildaia. "S-s-sorry Ms. Raven. I tried to stop him b-but-"
"I'm the owner of our practice. Shouldn't I be here? I mean... we all should... which is why Asa is on his way too." Felix seemed delighted he was able to convince the other two to follow him, especially Asa. The tech genius didn't seem to like him much... he was always so quiet around him and never seemed to look at him when they spoke. But he was still a valued member of the head team at the hospital, so it was nice to get him to come along.
He then cleared his throat and seemed to meek down a but realizing he had spoken up a bit more and may have drawn attention. "U-um... I mean... I can only speak for the hospital of course... but uh... We... I... would love to see a world that people are treated as people no matter what they do or have done. That was the whole point of my practice in the first place. So... " With a polite bow to everyone he concluded, "Even if we don't form this large group, p-please consider Dark Haven as an ally to you all at the very least? I... I don't like people being injured, sick, or dying when something can be done about it. Our doors are always open to anyone and everyone. So... if any of you need assistance please don't hesitate."
Felix could always easily be confused for a hero amongst villains. He was called The Good Doctor for a reason. His heart was probably way to pure and innocent to be there, but the people he helps and the things he does to ensure he can stay open marked him the same as all the others. He was a villain, even if his goals were pure. Nurse Sweetpetal nodded along with him as he spoke, looking scared and dishevealed but just as enthusiastic about their goal.
