Visual Appearance:
Weaver is not someone you would consider healthy in the slightest. At a glance, he is frail, and rather malnourished at that. He is incredibly slender, to the point that it would not be inaccurate to say that he's not much more than skin and bones. His physique is much like what one expects from a scientist, and then some, being 6' tall and weighing only 170 lbs. He is a man who belongs in the laboratory, and little else. His skin is ghostly pale, with a sullen complexion that could only be maintained through constant time spent in enclosed spaces. His sullen, sunken eyes are a deep, curious brown.
Civilian Clothes:
Weaver only takes off his biohazard suit when he rests, or needs to change. Underneath, his clothing is utilitarian, similar to what astronauts and extreme climate scientists wear outside of the laboratory. If he must make a formal appearance outside of one of his suits, Weaver will appear in a comically stereotypical labcoat, gown, and white underclothing.
Villain Outfit:
Weaver’s outfit is a fully contained biohazard suit, covering him from head to toe. It is pitch-black, comprised of leather padding, light armor plating, and various composite materials designed for conducting Weaver's experiments. This includes pressurized environments, electrical fields, radiation, and acid, among other features. The most striking feature is Weaver's helmet, an elongated symmetrical facsimile of a skull, with a slim vertical LED bisecting down the middle. The light varies depending on Weaver's mood, ranging from a blank white to deep violet.
Personality
Bad Habits:
Weaver does not care for people. He does not care for anything that does not directly pertain to his life's work. He is quick to ignore others that bore him or otherwise distract from his research. His crassness and general misanthropy extends to callously experimenting on humans and animals without the slightest remorse or concern for their well-being. Weaver is an unrepentant scientist, who will never pause to consider the ramifications of his actions; so long as it fascinates him, then that is enough.
Goal:
Weaver holds an obscene fascination with Quirks, and how they manifest and develop over time. Though resentful for how his own Quirk has in a sense hamstrung him, Weaver is much more interested in attempting to duplicate Quirks, if not create new Quirks of his own, to experiment with for his own curiosity. He has no interest in world domination or political gain of any sort like most villains. His associates are at best like-minded colleagues… at worst, a means to his end.
General Personality:
Weaver is a cold man, detached from moral dilemmas and matters of law. He is a man completely devoted to science and its pursuit to whatever ends necessary. His thirst for knowledge and understanding is unparalleled, as is his mind in pursuing these things. He has no qualms with injuring or experimenting upon children, any number of laws and treaties he has broken (and will continue to break), nor does he have any fear of what may yet come as a result of his work. He willingly embraces the consequences of science, insistent that whatever his science may be responsible for, it will be an improvement upon the natural world. Weaver is a man of order, though, and extremely organized. He will not allow anything in his plans or research to be out of place, and holds complete control over everything in his work. Despite being a part of a sprawling criminal organization, Weaver does not seem to work well with others. He works best in isolation, often refusing to meet with others on the basis that such an interaction will prove fruitless in helping him conduct his work, especially when whatever exchange is necessary may simply be done remotely or through a proxy. He has no friends, in the Menagerie or otherwise, something that holds no bearing to a man who never wanted friends, and never will.

Rina Kumo, Botanist. Her Quirk, Aromatherapy, allows her to manipulate the various extracts within plants to instill similar effects within organic matter through physical contact.

Makoto Kumo, Farmer. His Quirk, Tunnel Vision, allows him to perceive the details of any object with microscopic intensity, as well as a heightened intuition for how these details work together with computer-like precision.

History:
Satoshi was gifted from an early age, signs that his lower-class parents took to chagrin. Though their life was difficult, it was simple, and uncomplicated. The promise of a brighter future meant unnecessary hardships, and one less pair of working hands in the family business. He was discouraged from the sciences which fascinated him, urged instead to invest in “life skills” in favor of his parents’ agricultural background. He quickly fostered a deep resentment for those who “could not even see the web they were tangled in”.
As a child prodigy, Satoshi drove himself to learn many things far ahead of anyone else. This was not limited to the advanced sciences and mathematics he took after, but also how to build credit, how to cook, internet identity, and many other complex subjects that most did not even think about until their young adulthood. As Satoshi grew increasingly distant from his backwards parents, he took advantage of digital anonymity to apply himself to collegiate-level courses in genetics and biology, the sciences that appealed to him most. Though Satoshi’s parents did everything they could to kill their son’s dreams and bring him into the farm life, it ultimately failed when he ran from home at the spry age of seventeen.
Satoshi easily eluded the police and Child Protective Services, already having outgrown the typical modus operandi of runaway children and would-be criminals. He used the resources he had been accumulating to make a name for himself on the black market, wasting no time in beginning to dabble in morally dubious experiments. After a couple years of establishing his reputation as an enigmatic geneticist in Musutafu’s underbelly, the young man’s underlying Quirk, Gene Spider, manifested itself. Satoshi’s already frail physique intensified, in turn transforming his genetic pursuits to a troubling extreme.
Now calling himself Weaver, for his name as well as the nature of his Quirk, he has operated in the greater Musutafu area and Japan at large for over ten years. Weaver casts a broad web, responsible for many crimes against Quirkless as well as the Quirked. As someone obsessed with unraveling the mysteries of Quirks and creating artificial strains, Weaver’s ambition represents a grave threat to heroes and their very way of life.

The user can repurpose genetic material at a touch, “spinning” DNA into new strands to produce an infinite number of new combinations to shape life. This Quirk cannot create life from nothing, as it requires intact genetic material to work upon. The user also gleans all information inherent about the subject to whom the genetic material belongs. The scale for which this Quirk can create new DNA or organic substances is dependent on the amount of genetic material available; for instance, a bloodstain may be used to create a miniature device capable of absorbing a single kinetic impact, a “blood grenade”, or a drug designed to bolster one’s vitals upon use. An entire human body, however, would allow their entire genetic code to be rewritten, including changes such as transmogrifying their skin into fur or hide, causing them to manifest physical attributes comparable to Mutants or Artificial Humans, changing one’s instincts or behavioral patterns, and much more. In addition to modifying other bodies, Gene Spider may modify the user's body.

Drawbacks:
The user must maintain physical contact with genetic material in order to reshape it accordingly. He must also be able to concentrate for a period of time proportionate to the intensity of the transformation, as well as the volume of mass being manipulated. As a result of the Quirk’s extreme focus on biological faculties, the user himself is physically frail, and drastically prone to harm, more so than an ordinary human his age; a well-adjusted physical combatant could lay him out with one punch. The user can only use Gene Spider to manipulate his DNA in a way that does not support his frail system (any attempts to support his vitals directly will fail at best, or cripple him at worst).
Fighting Style:
Weaver is not a combatant whatsoever. He is first and foremost a man of science, who has no appetite for violence. If he needs to defend himself, Weaver will call upon any number of his associates that never leave his side. Even with this insurance, he is likely to flee at the first sign of trouble. His frail nature leaves him at a gross disadvantage in open combat, something he aims to avoid entirely.
