Loguetown. An infamous town in the East Blue, not for a bad reputation or even anything outstanding. Instead, it had gained it's status through a single event. It was the execution grounds of Jol E D'Vil. As a result, pirates, or those wanting to see the execution stand that the infamous pirate died on would often pay silent tribute here, usually before heading out towards the Grand Line.
As a result of this, Loguetown was one of the largest Naval headquarters, and one of the most successful at their job of gatekeeping the Grand Line. Even now, marines could be seen patrolling the town.
It was here that a certain marine was heading towards an out of sight back alley, only stopping before a Albatross Gull with a peculiar box around it's neck. Opening it would reveal a Long Range Transponder Snail, it's eyes closed and the shell outfitted with additional antenna in order to facilitate long range communications. The dull light of the alley awoke the snail, and a voice came through, distorted slightly as the snail was also outfitted with that function.
"Any News to Report Closed Scoop?"

Loguetown, Loguetown, where the infamous D'vil was sent for his final reward. He could remember it well, the smell in the air, the murmuring of the crowds. He had been overlooking it all from the top of one of the buildings. He watched the square, observing people as they hurried past it, a patrolling marine who gave it no second glance. It did not do anyone any good to linger on the path, yet he could not help but always pay a silent tribute of his own. Maybe not, in the same way, pirates going for their fortunes in the New World would do. But then again, he was not a pirate.
The young Marine adjusted his uniform and glanced at the execution stand before ducking into the alley. The Marines were surprisingly gullible, and this was not even the first time he had impersonated one. The young soldiers were one in a million. Those on lofty heights would have been a different story. But, he was not in this to trick his way past an Admiral. He sighed when he saw the Albatross Gull; good; it was the right spot.
He opened the box, revealing the transponder snail; it was one of those fancy ones.
"I believe I do, however small it is" Scoop replied, massing his neck, a more familiar grin returning to his face, which could be heard in the tone of his voice. "The higher-ups are putting the recruitment program into overdrive. They no longer bother to do background checks on any of the recruits. They are just seeking to fatten the forces; I suspect they are for fodder purposes."
Scoop leaned slightly against the wall. "The marines have also started gathering their taskforces, sending them off as soon as they have gathered. This never happens, so I found that odd. Sadly, it is not enough to be big news, mildly interesting at best. Yet..." He made a pause as he was looking for the right words to say. "They are up to something, sadly not anything a lowly soldier like myself would be told."

"oh? Playing the choreboy again?". Morgans teased before laughing. After a bit, he coughed, "Right.... Anyways, the lack of background checks might be worth reporting in the paper. Good job Scoop.... But I do have to wonder something, why would they gather taskforces? Normally they're always out at sea hunting down pirates or patrolling specific areas...,". Morgan contemplated. While being a commadore or a commander was a big deal, Taskforces were like the elites of marines now and days. They rarely ever just consisted of grunts, but seasoned veterans, extraordinary talents, and most importantly they are rumored to have Devil Fruit Users within them.
"You're not the only one to report that. Several other members have noticed taskforces moving towards a single location in groups. In the West there several established forces have taken a trip away from their posts..... And the North Blue has suddenly seen a high amount of activity in terms of counter operations against the Coleson Brothers...... I think this is a possible trail, but I don't think it's safe for us to attempt to infiltrate the Taskforces......".
Suddenly a snap of the fingers and Morgans had an idea. "Hey.... Scoop ..... No.... Agent D.D., what's your opinion on Pirates?"

"It can be very effective, sir. The higher-ups ignore the grunts milling about the place," replied Scoop with a slight chuckle. "Yes, I did wonder myself. Even more, if you say it is happening in other parts of the world, odd movement, breaking of established patterns, not like the Marines to change their rigid habits. do we know what point all these forces are moving towards?"
So, it was not only here in East Blue that it was happening? Taskforces moving about in all the blues could only mean something big, which could potentially be big news. Of course, that was for Mr Morgans to decide, in the end, what would be in the paper.
Scoop almost missed when Morgans changed from contemplation to speaking directly to him again.
"My opinion on pirates?" asked Scoop with a slight frown before rubbing his chin. "Well..." There was a moment of silence as he contemplated the question in his head, why would his boss be asking him that? Dolion had interned at the Newspaper as a child and had known Morgans since then. Not that the boss could not small talk, but he did not do so over the Snail. "I find them an interesting force for chaos, rebels against the established order. Even during the height of D'vil, things were never on a magnitude like this, and from what I have seen, it's only growing." He had pulled out a five-berry and absentmindedly played with it, flipping the small gold coin between his fingers. "Some call them villains; others call them heroes; some call them foolish, and others would say monsters of the sea. They are a fascinating breed and more complicated than the Marine would have people believe, or that is what I think."

Morgans cooed in interest. "Is that so.... I agree, though technically and on record I'm not allowed to say that. However, I think that is the answer in and of itself. I believe that the Taskforces gathering may be a consequence of our recent publication.", Morgans seemed cautious, uncharacteristically so. "Closed.... I'll be honest with you. The World Government has told me to delay any news regarding pirates. Whether they are captured, executed, or able to get away.... I would have argued, but we are basically at the edge of the Calm belt, if you get my saying. We can't afford this... Not until we get significant leverage to justify our next big publication. I knew and took the risks to publish a 'rumor'. So I bear the responsibility.... However, they are looking for you all. They know someone from inside leaked the info, and so I need you to get out of Logue Town pronto. Take a ship to a place without a naval base and relax, I'm putting you on Vacation Leave."
The fact Morgans mentioned Vacation Leave was a dire note on the state of matters for all WENP agents. It had likely been why the message had included the need for Transponder snails, as words spoken were less dangerous to ratting people out than hard documents.
"Do whatever you like, but avoid getting captured by the Marines.... And most importantly, if you hear the words CP9, run. Don't stop running. Not even when you think you got away. Run until you can't run, and then run some more. I can't tell you much, but I can say this. Even I can't talk my way out of their justice."
Immediately after this warning a click was heard. Morgans had hung up, and not only that, the snail withdrew into it's shell, it's partner effectively put to sleep. The Albatross Gull saluted, before a secret compartment opened under the box, and a drawer filled with a set of civilians clothing was there. Morgans was serious if he was willing to even pack emergency clothing for Closed Scoop. The bird also gave CS a Newspaper, before flying off after the care package was delivered.

Scoop listened as Mr Morgans spoke, and those were dire words indeed. He would not have expected his boss to take this kind of a step, but even so, maybe it was not that big of a surprise. The young reporter watched the snail, taking in every word without interrupting. There was no need for a conversation, and he noticed that quickly enough at the mention of his prompted Vacation Leave, Mr Morgans was serious. It was a message to all his agents; most likely, others like him had been given similar instructions or would be in the coming days. The call ended before Scoop had time to respond, and the snail disappeared into the shell, a clear message that calling back would yield nothing. Scoop frowned as the drawer opened, reaching out to collect the clothes, "The boss is serious, isn't he..." Scoop commented to the Albatross Gull. "Fly safe, my friend," he added as he collected the newspaper before watching the bird fly off. "The World Government has told me to delay any news regarding pirates. Whether they are captured, executed, or able to get away," He repeated the words in his mind, weighing the importance of those words carefully. It had to be something serious if they even delayed news that would make them look good. "Well, suppose this role has run its course. It was a nice run. Pity I don't get to go on that date." It did not take long for Scoop to change out of his Marine uniform into the new clothes provided by Mr Morgans. It was an experienced hand and a skill he had honed for a few years. The ability of a quick change in character had saved him many a time before. He removed his gloves, revealing sharp (almost talon-like) nails painted pale silver. With the clothes on, he unfastened the pins keeping the wig in place, pulling off the blond hair to reveal dark hair with a few white bangs underneath. A small snake came slithering from one of the shadows, and Scoop bent down to let her climb onto his arm, making her way to his shoulder. She knew how to keep herself out of the way but had a knack for knowing when it was time to leave, one such sign being her master's change of attire. Lastly, the reporter placed a pair of glasses on his nose. His first step was going to the port and finding a convenient vessel leaving Logue town. Taking a ship to a place without a naval base, he said? And just relax... he said. "Vacation was never my thing. We'll just have to be a little more... creative, won't we, Precilla?" He whispered as he scratched the snake's chin. " Besides, even If I can't publish anything I write now, it would be amiss of me not to make sure I have Big News when Mr Morgans do contact me again."

Scoop would exit the alleyway but noticed that the newspaper he had been given was a slight bit thicker than normal. Enough to be noticable to him who knew exactly how many pages were often in the paper. Heading towards the port, Scoop would notice a group of marines passing by, they seemed to be actively searching for something as they moved with seemingly intended purpose to their step. Most others wouldn't notice this, but their pace was hurried to a speed walk, and they weren't patrolling as most marines usually did.
A moment later, they would ask a store owner something before heading into the same alleyway he had exited.

Scoop walked at a casual, brisk pace, not looking any different from many others moving the streets at that time of day. He knew what he had done, and he had done this before. The best way to change one's identity always needs a new silhouette, walk and posture. Before, he walked like a soldier. Now, he walked like a gentleman out on a stroll. He did not give the passing marine more than a small glance as they passed by, instead keeping his focus on the port.
"Mr Morgans' orders had not arrived a moment too soon, it seems," Scoop thought to himself as he walked down a flight of stairs. "How exciting."
He gently examined the newspaper, seeing what would cause the extra weight. This was becoming more and more intriguing.

Soon enough, Scoop was already out of sight, lost in the crowd of spectators and residents who were within the execution grounds before heading towards port. Checking the newspaper, Scoop would spot the "exclusive" addition to it. A map of the East blue, as well as a number of islands that were crossed out. Considering that Loguetown was crossed out, it was clear that this was a map of islands that didn't have a Marine Force that could possibly catch Scoop if not get him in trouble. Morgans had made an extra risk to deliver this; but all anyone could know or decipher, it was simply a map with X's marking off random islands. There was a few places that seemed to be promising. Since all of the islands were named, perhaps Scoop could learn a bit more about those that were unmarked. Maybe even hear a few rumors if there were sailors who had recently been to those places. The question was where Scoop would go within the town to gather intel first, or if he would decide to head straight to the Port.

"A map?" Muttered Scoop to himself as he examined the chart of the east blue inside the newspaper. He could not remember visiting many of these places, he was not originally from the East Blue after all, but it did have some promise, and it would be an insult not to appreciate the effort put behind getting him this chart. His slender finger lingered on Loguetown momentarily as he contemplated his options. He did not want to linger on the island more than necessary, but going off without knowing what to expect was even worse.
"Perhaps, a quick bite to eat will yield some interesting information?"
He decided to continue his path, finding his way to one of the local establishments closer to the port, one of those frequented by the local and visiting sailors. There was nothing like a travelworn sailor to get some interesting rumours.

Scoop's decision to head to the port had been accurate. Marines were quickly making an attempt to watch out for suspicious people, as Scoop had left his marine uniform in a trashcan, indicating that they indeed did have a mole, but his focus on changing his silhouette as opposed to just changing clothing had given him a quick pass as opposed to being stopped by the numerous marines that were attempting to search for him.
The agent would enter the port area, and would spot three local eateries. The first being the "Golden Grog Tavern", a local place that was pricey and usually frequented by traders and merchants spending some of their hard earned berries. Then there was the "Happy Gull Cafe" a sizable restaurant that was more for the taste of your average sailor or marine; with many of it's patrons usually willing to tell tall tales or rumors. Then there was a run down place, the sign barely maintained called the "Devil's Drink". It was infamous as being a former place where pirates hid or drank at. While marines kept an eye out for those who entered such a place, they often didn't question those who entered it, as if they didn't have a wanted poster they weren't worth the time or paperwork. Those who didn't have much coin, or were looking for a less crowded place would prefer that pub without a doubt.

Scoop took a moment to look out over the ocean as he arrived at the port, taking in the air and the sounds of the people milling about the place. He did feel a little melancholic about leaving, and this place had been his home for the last weeks. Oh well, parting was such sweet sorrow, as the saying went. He raised a finger to scratch his pet snake, contemplating his immediate options. Devil's Tank was a big no, even if it was a seedy place. He had already escaped the Marines, and he did not want to enter their radar right after by going into a place famous for attracting pirates. The Golden Grog had excellent service but was also pricy and not the clientele he would have much use of at this time.
"It will have to be the Happy Gull, Precilla," he muttered to the snake. "What I need now are some average sailors fresh from the sea. We will just have to weed out the tall tales from the rumours."
As such, with the purpose behind his steps, the reporter moved to enter the Happy Gull Cafe.

Precilla only flicked her tongue out in silent agreement, as she laid against the inside of his collar around him. The Laughing Gull was what you'd imagine a home town restaurant to be like. Plenty of tables, patrons, and the smell of food lingering in the area like a fog. Scoop's stomach would growl a bit at this. While the marines did cook okay meals, they were nutritionally focused more than flavorfully. At best, they tasted nice. At worse, the meals were edible if not too salty. There was plenty of salt in the sea, and they wanted to add more. Madness some would say.
Still, Scoop would find an empty table as he listened into various conversations.
"Heard Ol' Henry Hardtack was sailing a bit below Argistine island. Been roaming around there, so best to avoid it." "Ol' Henry? He's a relic compared to some of the newer pirates. I heard that Hook Island is a nest of them, and if Henry ever stepped foot on there he'd lose half his ship if not all his clothes before he took ten steps on land. There's no Marine presence, but hell if they need any there." "Flamel Island has been sending a lot of goods lately. Makes you wonder where they're getting all of that stuff." "I heard of stories of a haunted forest; where monsters roam and a spire rises in the center of the island." "Albert's raised his prices on apples again. Something about supply having crashed with a recent orchard island being raided?" "No way. Commadore Halbert is here at base?" "Yeah. The guys are worried it's an inspection thanks to the Newspaper. Something about spies?"
The sentences blended in together, but it was clear that the longer he sat there the more details he could get if he stopped listening in on every conversation and focused on one point of interest. A waitress in a dress and apron walked up to Scoop, "Anything I can get you handsome?" She said with a smile.

Scoop had to admit these small places had a charm that could not be found in more... luxurious accommodations. It smelled of home in a way, and he remembered many times when he, as a kid, could go to a place like this when it was something extra special, like a birthday. He leaned back in his chair, taking in the atmosphere and listening to the patron's conversations.
He did not have to wait long and had mastered the art of listening without appearing to be doing so. Instead, he picked up a menu and examined it "intently". Ol'Henry, a relic of the past? Now, that could be interesting if it was true. With a strong presence of pirates at Hook Island, nesting, did they? No Marines... was that not curious. An unusual amount of wares from another Island could also be worth looking into. He could not say he was one to put much stock behind haunted places; those were mostly there to frighten children. All this seemed like rumours more than anything else, so he was not one to trust them at face value. He would need something more... than again; it would not be the first time he went for his gut feeling.
"Commadore Halbert is here at the base?" This did catch his attention more, inspection due to the newspaper... spies. Well, it might have been good that he left when he did. Scoop would hate to draw the attention of someone like Halbert. It would make life... complicated.
He looked at the waitress and gave her one of his most charming smiles. "Yes, I was thinking of trying the day's fish." He replied, "And a beer with that."

"Our special today is Grilled Butterfly Snapper with chips, and spinach dip." the waitress stated, before smiling and heading to the back to grab his food.
Considering that the news of the Commadore Halbert was what he chose to pay more attention to, he'd continue to listen to the conversation. The ones talking were marines, though who they were speaking to was a different matter. It was a man who was clearly a sailor. While at first glance he seemed to blend in with every other patron, it was clear from the calluses on his hands, the constant sunburn, as well as the few cuts on his arm and face, he wasn't your average sailor. He seemed like he was possibly a former marine, or if not, the someone who had seen plenty of fights. What's more, his choice of clothing wasn't exactly local. There was even stitch work to repair what seemed like cuts along his stripped shirt.
"Just what we need... Look, we can't keep staying here forever. Our deal was that you get our item, and we pay you. Can't you just make a copy of it or something?" The striped sailor seemed more like he was demanding in his whispers rather than asking.
The marine frowned with his entire face, clearly trying to think as he covered his mouth. "Maybe if I could get some sort of access to the map rooms, but the problem is that no one is allowed in there normally. Only archivists, mapmakers, geologists, and navigators are allowed in there; and even then they can only take things with a commander's approval. I'm only a recently recruited marine. I barely get enough time to myself like this when I'm on duty. With Halbert here, we can't even dream of it." The Marine said as he was clearly frustrated at whatever was happening. "Honestly, it's probably better if we skip town."
The striped fella seemed to be discontent with this, "And leave without even anything to gain? You might as well ask me to jump off the plank myself. If we leave without anything to bring back to Eugine, we'll both be killed on the spot!" The man whispered, seeming to fear someone by the name of Eugine, despite Scoop never hearing about them.
The waitress would return by now with a wooden keg, and a platter. The butterfly snapper was a blend of a red snapper and butterfly fish, with the red black and pink coloration now made a golden brown due to being grilled with lines crossed along it. It had been descaled properly, as well as gutted, so eating it would be akin to eating chicken. the chips being fried potato pieces were a golden color with plenty of salt and spices atop them, with the spinach and cheese dip on the side for extra flavor for either. A garnish of lemons finished the entire dish out as the waitress smiled, "Alright honey. Just flag me down when you need the check. Toodle." she stated, leaving Scoop with a meal for him to eat while listening and drawing his own conclusion.
