Now, this was something he could classify as interesting for sure! It would seem he was not the only person pretending to be a marine to get something, and they wanted access to maps. They were not very good at whispering like this inside a cafe and complaining about only being a recent recruit. This sort of thing required time, dedication and no small amount of effort if it were to bear fruit. Scoop had spent a while in his Marine persona, and it was not something one did with the turn of a wrist.
But... the name Eugine, he was not familiar with it... but it was someone they feared. He could hear as much from how the name was spoken. He smiled at the waitress when she returned with the wooden keg and the butterfly snapper.
"Many thanks, miss," he said with a charming smile before attending to his meal.
Could they be pirates? Very brazen of them to try infiltration, and did not fit the usual pirate memo. Getting into the map room was not that big of a problem for Scoop, and having been there so long, he knew the regular duties of those working and when they were on duty. Of course, with Halbert present, the Marine was bound to be on their best behaviour to avoid losing face.
Not that he was a stranger to a gamble... as such, he grabbed his plate and keg before casually moving to take a seat on the opposite side of the sailor and the "marine".
"Now, I do not think discussing such things in the open is good for your health, gentlemen." He commented softly, squeezing some lemon over the snapper. "someone might think you're... up to something." He gave them a small smirk. "This Snapper is excellent..."

"Yer Welcome honey." She stated, smiling as she went off to tend to other customers. The meat of the fish was mildly sweet and spicy with just the right amount of moisture as it was juicy. Stepping over to the men, they instantly noticed the movement coming straight towards them, and acted like they weren't talking that much, sipping at their drinks, or looking at the menu options. When Scoop took a seat at their table, the men half glared, before suddenly freezing at the mention of what they were talking about. In this noisy environment, it'd naturally be more difficult to hear anything being said clearly, yet this man seemed to act like he knew something he wasn't suppose to. The marine glared at him after a moment, ignoring the comment about the snapper, "I don't know who you are, but you're not invited here. You best find a different table before I'm forced to detain you." The false marine stated, attempting to make a bluff.
There wasn't any reason to detain Scoop. After all, it wasn't like this was a fancy restaurant like the other on the strip. Plenty of folk who were chatting almost didn't seem to be of the same group, or were talking about various things on their travels, or tall tales. Even the marines mingled with fisher folk when they were off duty. The other man acted like he agreed, "Sorry bloke, you're just not welcomed here." The two kept their eyes on him, a subtle glare indicating they weren't going to be friendly regardless of his own demeanor unless they had no choice.... which honestly they didn't.

"I'm afraid that is not how detaining someone works. There would have to be a crime for that." Scoop replied with a small frown. "We are in a cafe, and there are no laws against talking to people, even if they are strangers." He gestured with his fork towards the crowd around them without looking away from the two individuals. "who I am is not important. In your case, maybe it would be best if you did not know who I was other than the answer to your problems, perhaps."
His piercing eyes wandered between the two,
"As luck would have it, I am intimately familiar with the ins and outs of the local marines and could perhaps have... assisted you with your little venture and made sure you did not return to your boss empty-handed?" He took a sip from his drink, letting out a small sigh. "But it is clear I'm not welcome." He began to pick up his plate and drink from the table.

The two men grimaced as Scoop clearly called their bluff, however, the seemingly green "marine" as it were wanted to snap in anger, however; the other man suddenly realized what was being said, and changed his attitude, quickly standing up to give scoop a pat on the shoulder. "Now wait a minute, maybe that was rude of us. We might not know you, but perhaps you've got a point. Not like we can't talk business or something right?" The striped shirt man stated, before calling a waiter over for another pint. "Let's Talk." He said, and the "marine" as it were simply grumbled irritably as he realized that his partner had taken the bait.
Sitting back down, the man asked something, "So, you heard us... Impressive knowing the noise in this place." He said, pointing out that Scoop had good ears, which only proved that the man likely had some reliable information. "So, when you say assist... how so exactly?" He asked, quickly getting to business rather than playing around, as a set of three pints was set for them. This gave Scoop an extra drink, but the false marine's eyes lingered on Scoop as the faker scanned Scoop, squinting slightly as he took a drink from one of the pints. It was clear that while one would handle negotiations, the other was going to keep an eye on scoop.

Of course, he knew they would bite. If anything, they seemed desperate enough. He stopped and turned back, still with the same small smile. "Of course, talking business won't cost either of us anything." He said, calmly sitting at the table again. His eyes shifted between the two men and then came the obvious question.
"If we play our cards right, I can get you into the map room and, of course, out." He took a small sip from his pint. He had ignored the comment about his hearing, and it did not seem prudent to engage with the irritable gentleman pretending to be a marine. "Naturally, you would be required to obtain what you are after on your own, and I would simply be the path in and out. In exchange, I want your help to get off this island afterwards. Suffice it to say I have overstayed my welcome for other reasons."
He paused, letting the words sink in before he finished.
"Does this seem straightforward enough?"

The two skallywags looked at each other as they considered. The striped shirt fellow looked at the reporter with an unsure expression. "That ain't something I can promise. Still.... I got a couple of favors owed here... Maybe I could pull some strings; but I can't work on empty words. How do you plan to even get into the base? Don't you know there's a commodore here?"
The one dressed in the marine uniform would carry on with what his fellow was saying. "Security has only increased. Word is that there's a traitor who leaked information or something. Even so; why would you help us when you could just hop on any old merchant ship?" The striped man frowned at his friend. "You got any better ideas smart guy? We've been here for too long; and ain't got shit done. Who knows. This might be the only time we CAN try to get that map. Otherwise we're gonna go back empty handed."
The false marine looked anxious at those words, visibly gulping. "Alright Alright..... Fine..... But you don't get the ticket out of here until we get the map, capuche?" the choreboy would state as he looked at the stranger with the snake.
The two were desperate, which was good. However there was danger to this as well. While Scoop could easily get in with his fruit, the problem was the dangers revealing his fruit could cause. The standard bounty for anyone with a devil fruit power that wasn't either highly monitored or a member of the marines was a least 1 Million berries; a price tag that could easily get anyone whatever they wanted for a peaceful and carefree life. The question now was if he had a plan he could tell them, and if he could convince them that not only did a way into the base existed; but that they couldn't access it without him.
