Things at the House branch were hectic, largely due to the sudden storm frightening many of the children there who called it home. The staff were all running around and there weren't many heros there who could be called on for aid at that moment... in all reality there was one singular hero there and an intern who were both running around aiding the frightened children.
It was then, that Black Bear thought she saw a figure on one of the entrance cameras that were set up around the perimeter. She couldn't be sure but there were limited reasons to why this particular individual would be here at this agency.
With trepidation in her stomach, she had rushed to the door, a bad feeling coming over her as she opened the it, face to face with a hero who looked liked they were on a grave mission. Then his words of help rang through her ears.
"Blitzkrieg, report to the front door immediately"
She stated through the walky system that each of the staff had on hand before turning to the hero before here
"where?"
She would ask, as the they waited for the intern to show up and as he did, she would turn to him
"FlashFire requires aid, follow Retribution to her location and I'll randevous with you both as soon as I can"
She would tell them both. She knew Alains Quirk enough to know that they both would be able to arrive on scene faster than she if they were all to leave out at the same time and it seemed time was of the essence.
She would put her hand on the young hero, looking at him in the eyes
"Defer to Flashfires command until I get there, and be careful, understood?"
She asked, releasing them both when she got his affirmation

Understaffed, overworked... business as usual at the Bears Den. Being shipped out to Hosu for the weekend was a refreshing change of pace; there were new kids to meet and sights to see. Well... that was the plan before this storm settled in. All that thunder and lightning brought tensions to the roof, and he found himself doing his best to lighten Black Bear's load, and the other sidekicks, by distracting a significant gaggle of the younger children with games and snacks. It wasn't perfect, there was still flinching with each thunderclap, and the occasional bout of tears to calm. But he held his own pretty well.
The crackling voice of his supervisor Black Bear ripped forth from his earpiece, drawing his focus away from the kids for a moment. Whatever she needed was clearly important if it was pulling him away from his current duties. "On my way ma'am." A strong, confident smile beamed to the children before him, as he called over one of the less busy sidekicks to sit in for him. "I'll be back soon alright? Big bro's gotta go help Black Bear save the day!"
All too quickly the seriousness of the situation set in, Alain recognized Retribution almost immediately as he arrived in the orphanage's lobby. Whatever villain, or villains Flashfire was facing down, it must've been dire if Black Bear was sending him off ahead without her, time being of the essence and all. Determination set in his scowl as he acknowledged Black Bear's instructions, before turning to Retribution and motioned to the howling storm beyond. "I'm already set to go, lead the way."

Tempestas knew things were going to escalate and thatmore heroes would arrive soon. But she didn't seem too worried. There was another here who was already willing to strike. They were just biding their time. Now her aim was a bit different as she scanned the horizon for the nearest powergrid. She looked skyward then to her intended target. "Heroes are a bright light but what will they do once darkness envelops them?" An ear-splitting crack of thunder followed by a flashing bolt of lightning that aimed to cause a city-wide blackout.
"Haha! Cocky lil shite, ain'tcha?" he chastised. He kicked over a table so it faced upside-down then stood on it as the waves came along and carried it like a surfboard. He moved much faster now with bigger bodies of water rushing around the roads and byways. He raised both hands up in a claw shape which instructed the flowof the water to shoot merciless gushes of water right at the fiery hero.

Retribution lay the groundwork of the situation as he deftly kept pace with Blitzkrief. A storm quirk, and a water quirk. Two villains who could be more than they seemed... he began to lag as Farenheit's heat wore off, but the eye of the storm wasn't far now, illuminated by bursts of fire and jets of water. Blitzkrieg would know where to go.
The jets of water pushed Flashfire back, cooling her down as well as slamming her hard against a building. She growled, freeing one hand and shoving a spicy chilli biscuit into her mouth!
A sudden, intense flame sprung from her maw, evaporating the water around her and allowing Flashfire to leap into the air, grinning like a lunatic.
"Of course! What kinda hero would I be if I ain't cocky?"
She breathed in, as deep as her lungs would take... and released a white-hot wave of fire towards her opponent!

She didn't waste any time after giving Alain the go ahead to go, speaking into the communicator one more time
"Amara, I need you to hold down the fort for a little while until help arrives."
She stated. That was her second hand here, the one who kept things running when she wasn't around. She was an orphan raised next to her, and her best friend however she never had the heart to fight. Sweet and gentle, and the best analyst and organizer she has ever known. also a bit shy but knew how to get the job done, there was none other she trusted this job to.
She got the affirmation back, and sent out another universal SOS to other surrounding orphanages but she, and everyone else here knew that there was always a chance that help may not arrive until later.
Then, suddenly the lights went out which caused a frenzy among the already frightened children. She hated to leave them in this predicament but she knew staying here would only make matters worse.
"Big sis is gonna go get the bad guys who are the cause of all this mayhem. I promise everything will be ok kids"
She stated through the intercom as a final attempt to help calm them before heading out and breaking into a run. She needed to be fast and as she was running, she had forming a drone with the support and carrier codes attached to them. Hopefully, it would get her to Flashfires aid before it was too late

Through the blistering sting of the pouring rain Alain sprinted, keeping pace with Retribution as the closed on the site of the escalating brawl. Each pounding step ticking up the passive counter of his kinetic reserves, drop by drop preparing himself for battle. Retribution's key intel was a boon, limited as it was: Fireflash's team of three, facing off against two unknown villains, one likely conjuring the very storm that assailed them, the other a wielding a water manipulation quirk. It was a match up that placed an obvious disadvantage over the fiery trio despite their power... Alain hoped he would be able to tip the scales in their favor.
Even with the sudden pitch in darkness, brought on by a sudden storm blackout, evidence of their target became all too clear. Between the skittering lightning and gilded afterglow of flame, their goal was as bright as day. As much as he was eager to throw himself into the fray a certain degree of tactical finesse was needed. They had an opportunity to flank, find an angle to get the drop on the aggressors. "Retribution! I'm gonna hit the rooftops, find a better angle. You move on ahead and regroup with Flashfire!" A skittering veil of neon coursed over Alain's body as he surged ahead, veering aside into a running leap. Two... three... four storeys cleared in a single bound to a nearby rooftop. Followed by another, each powerful leap lifting him higher above the streets below. Elevating himself to this height left him more exposed to the buffeting winds of the storm, but before too long he gained sight of the battle down below.
Down below, he could see Flashfire and another from her agency facing off against one of the villains, the water user by the looks of things. Perched on a ledge above them was another figure, by his guess this was the other villain. And now he had a choice... make a dynamic entry of epic proportions, figuratively and literally getting the drop on their target. Or... take advantage of the element of surprise and make a move on the storm conjuror. The pieces fell into place as he climbed higher, using the obstruction of the buildings for cover until he reached a ledge above Tempestas' viewing seat. Without a word he dropped down, landing a few feet behind her, bristling with gusto as he gave a charming, menacing smile and audibly cracked his knuckles. "Ello love, nice night for it eh? Shame about the weather, bit shit right now innit?" Fully intent on seizing the moment he lashed out with a burly, gorilla fist to snatch at her collar. No point getting the drop on her if she managed to slip away from him so soon.

The onslaught of the white hot flames was literally coming in hot. The man before the fire went wide-eyed for a moment as if caught in awe of the intensity the fire presented. "Feck me blind!" he cursed as he motioned for a veil of water to take the brunt of the attack. Its arrival would cancel itself and the attack in an enormous blast of steam that billowed outward in a steamy haze that was blanketing the battleground. It cloaked their assailant from view who had been thrown back a fair distance from the blast and was busy getting up on his feet again. "Bugger...that shite hit hard as a drongo..." he would mutter. He wanted to get a better look at Flashfire but the haze made that difficult. Instead, he took this chance to gather more water but instead made it surge outward to make it seem as if he were elsewhere, to throw the hero off of his exact position. The water could be seen clearly, after all.
Tempestas looked down upon the now hazy scene below whilst kicking her legs back and forth playfully. She was amused by it and the blackout now overtaking the city. Then she felt an electricity in the air. It wasn't from the storm at all. it felt powerful. Menacing, even. She heard the thud behind her and her eyes shifted to behind her the moment he spoke his greeting. "Oh..." there was clear disappointment in her tone. She had not expected one to be able to reach up here so quickly and so effectively and with such strength to boot. His reaction was quick to grab her but hers was just a tad quicker. His fingertips skated across her neck as she slipped off the ledge and let the wind carry her via her parasol. She wore a look of bewilderment and touched the spot he had intended to grab with her free hand. Her eyes looked at her hand then to Alain with a now contemptuous glare. "Oh great...an upstart. Get lost. You're gonna get sick if you stay out in the rain. " She floated a fair bit a distance away. She clearly wasn't going to get any closer. He had already demonstrated her had a good reaction time and reach. She had calculated the safest distance as she had clearly recognized his talent and wasn't going to take any chances at being cocky. "But I get the feeling you're the stubborn type." a small, condescending smirk surfaced on her lips. "Idiots can't catch colds or so the saying goes..."

As the steam disrupted their vision, Flashfire took a moment to breath. Water... it was certainly a tough counter for her, especially backed up by a rain-based quirk! She frowned, trying to strategise. Argh! She wasn't good at this. Flashfire was a brawler and a scorcher. Thinking made her angry!
She was interrupted by Retribution skidding back to the scheme. The news was good! Black Bear and a U.A. student were joining the fray! Flashfire grinned.
"Alright... Retribution! Farenheit! Let's show these bastards that our fire ain't ever gonna be quenched!"
Farenheit lay her hands on both of them, heating both of her allies up. Flashfire felt the strength pouring through her!
"Retribution, take right! Aim for the moving water! Farenheit, take point here, and be ready to lend us a hand! I'm goin' right through!"
"Yes, ma'am!"
The two dragons chimed as they leapt into action. Retribution tore towards the wave at incredible speed, his heat-strength quirk pushing him forward. He swung a kick at the wave, aiming to blast it into droplets to reveal anyone that lay inside.
Flashfire surged forward, through the steam and out the otherside. She wasn't even prepared for a counter, simply looking to find the enemy, and attack! If the villain didn't move, then he would see a face emerge from the cloud. Bright, sharp teeth bore in a wicked grin, flames licking from behind, eyes of fire and determination.
"Heeeeey, are ya done hidin'?"
If he was still there, Flashfire would spiral, sending the heel of her boot towards his head! If not, she'd simply keep hunting, scattering the fog and steam as she went.

with the drone now formed, Black bear would be able to jump onto the back of the drone in question and quickly conjure up another, one that would be more ready to aid the fellow heros in battle. given the skies, an aerial drone was out of the question but giving this next drone a combination of striker and range was well within her reach. she should be there shortly, but the storm was getting worse as was the worry of her friends well being. this type of weather wasn't one she was built to last but at the same time, she knew she was in good hands with her intern
hold on just a little bit longer flashfire
she thought to herself as she raced through the streets, dodging light posts and obstacles that presented themselves along the way. there was a silver lining to this weather, however. no body would be caught dead in such a storm as this, and as such there would be likely no collateral damage that they would need to worry about in this fight that she was about to join. she could hear the clash of battle, growing ever louder she was getting closer and closer. she would speak through her communicator to Blitzkreigh personally to let them know that she was almost on the scene and backup would just be a few moments more. with that final communication given, she would brace her mount and urge it to move even faster than it already was
"who ever dared to intrude on my shared territory better be ready"
she would murmur to herself, getting steeled for combat

A silent snarl flashed across Alain's face as he watched the young villainess slip from his grasp, the briefest touch of her collar still tingling against his fingertips... So much for his element of surprise. The sudden revelation of her ability to fly added another monkey wrench to his plan of attack, it put him at a monstrous disadvantage. Could he reach her from that distance? Absolutely. Even with the partial reserve of energy he retained he could clear the entire intersection with ease. The problem laid in the fact that he only had one shot in the chamber with a jump that big. If he missed -And he was almost certain he would-, it was a fifteen storey drop to the street below.
A signature gusto grew in his posture as he sized her up, stalking back and forth across the ledge with an goading bray. "Come oooooonn... That's no fun! How's a guy supposed to dance with a pretty girl like yourself when you're floating, what? ten, fifteen storeys out in the middle of the bloody air?" Further explosions and flashes of fire drew his gaze to the street below, and a new idea began to form. Fighting this girl was next to useless for him. He simply didn't have the energy, or the quirk for it. But that himbo Flashfire was dueling? Perfect alternative~. A flash of calculation ripped through his mind as he sized up the drop. And then, his demeanor shifted; the goading allure replaced with a cocky dismissiveness, as he calmly shooed her away. "On second thought... you just sit tight there love. We'll come up and deal with you in a minute." He shot her a sneer as he stepped up to the ledge with a preparatory limber. "I'm gonna go fuck up your boyfriend first."
The neon glow around his muscles flared as his weight rolled forwards, allowing gravity to begin his violent descent to the carnage below. "Blitz BULLRUSH!!!" At the perfect point of leverage his heels kicked against the ledge, and a deafening clap shook the stormy night air. Like a cannon shell Alain launched downwards from his perch; cracking the stonework of his ledge launchpad beneath his feet, and sending his bulky mass careening downwards, right towards Tangaroa's head. If the sudden noise managed to drag his attention away from Flashfire, he'd find a muscled berserker raining down from the sky, a meteor of violence and pain screaming down at a terrifying pace, with a wicked haymaker wound up to strike.

Busying Flashfire was by no means an easy task for the up and coming Saviour. He confidently watched as his wave was dealt with by the duo and that was exactly what he wanted. By the time Flashfire and Retribution had broken through, he was no longer there. The waters surged to life at a point further away as the haze momentarily became clear enough to reveal Tangaroa with one arm up. "Just needed enough water to wash you and yer mates out, with a gnarly force of nature, bloody oath!"Above, Tempestas sighed at the advances of Alain with a flat expression. "Dance? With me? I'd ask if you're some kind of idiot but your look says it all." She floated a bit further away just to be safer and watched the brutish Alain's demeanor change. She narrowed her eyes and watched him dismiss her. She saw the idea he had in mind and smirked. "Not entirely an idiot, I see..." Her eyes widen as he preps to leap downward then notices Tangaroa down below prepping for a very special attack...and Alain was on his way to graciously put a stop to that. She sighs with a shake of her head. "He's not my type..." she'd murmur but Alain was already careening toward the target. All these stupid boorish people lately. It tired her greatly. She swung her umbrella a few times while keeping aloft then cast her gaze skyward. "And now a small but potent hurricane is arriving..." No sooner than she remark this fact did the winds pick up and the water flowed even more roughly below. The tide was rising behind Tangaroa at a distance, swelling up higher and higher until it stood roughly fifty feet tall with Tangaroa's smile plain to see. Just as he noticed Flashfire likely noticing him, he'd hear a sound and with it, the winds picked up and gave him cause to look up in time to see Alain. His eyes widened. "Fuck me dead!" He kept his focus but had to dive back to avoid the attack. He grunted with effort and seized up just as the impact of Alain sent up a widespread splash which Tangaroa used as a means of cover. He almost lost all his footing from that titanic strike and was sure that if he had stayed still, he'd be as good as dead. But now that another had joined the fray, with the wind and the waves raging, now was the perfect time to show them all his prized attack. The water foamed and the massive wall of water raged forward as Tangaroa set his arm forward to command the aqueous force of nature to wash away the opposition. "Cowaramup Bombora!"

Flashfire missed her words for a heartbeat. The wall of water rose and surged above them. This was all within that guy's quirk? She gritted her teeth, swinging her head around to look behind her. The city spread out for miles, and a wall this tall... there would be casualties, deaths in multitudes. She swung her head back, gritting her teeth, as the water rose higher and higher, before the villain swung his arm down. "Farenheit! Give me all ya got! Retribution, be ready to take her if this doesn't work! Blitzkrieg... ya better get outta the way, kid! Things are gonna get spicy!" The two Dragons leapt to Flashfire's side. Farenheit laid her hands on Flashfire. She was about to ask, are you totally sure?, but she saw the burning ferocity contained behind the hero's eyes. Flashfire was full of determination, anger, resolve. She would not let this wave pass! The Dragon engaged her quirk, and began to heat Flashfire's body up, and up, and up. Flashfire grabbed a handful of concentrated chilli cakes, cramming them all into her mouth at once. Her internal temperature was burning, hotter and hotter, and she felt every pore of her body sweating pure heat and spice. Fire came from behind her clenched teeth in white-hot bursts, uncontrollable, untamed. Flashfire's eyes seemed to glow, like molten rock. "Ain't nothing I can't burn away... ain't no villain that I can't turn to ash... ain't no way I can't stop somethin' like this!!!" "Carolina Heat, 1,500,000 SHU!"
Flames erupted from Flashfire's mouth. Retribution grabbed Farenheit, dragging her away, as the earth beneath the Hero's feet began to bubble and melt away. The rain in a large radius suddenly hissed, becoming steam, the air drying out almost immediately. The fire that was blasting out was white-hot, wild and raging. Not many had seen Flashfire's ultimate flames in battle. They were kept back for the most adverse foe or dire situation. Carolina Heat was scorching away at Flashfire's iron insides, burning her skin, melting glass in the buildings nearby.
The wall of fire struck the wave. It was like a bomb going off, an explosion that shook the ground beneath their feet as a large amount of water suddenly superheated and turned into steam. The shockwave rippled through the air, and anyone close to it would be thrown off their feet. Flashfire certainly was, her flames snuffing out as she clenched her jaw shut, flying backwards through the air. Retribution caught her before she hit the ground, and she grunted in pain.
"Gah! Shit, that worked. For a second, I thought it might not... my insides are all burnt up though. How's the kid? Did he get out in time?"
Retribution looked across at the now expanding cloud of steam that was filling the area. He grunted, neither a yes or a no, but it had a level of confidence in it. Flashfire got to her feet, shakily, burns around her lips and blackened ash across her face. She was grinning.
"I ain't tried that move in ages... seems like I still got it, though!"

Black bear zipped through the streets, the waters getting higher and higher as she got closer to the scene. Upon her flying mount, she took to the skies but even up here there were walls and walls of water to evade. Internally she cursed herself, this was a perfect environment for her but for FlashFire, this had to be a nightmare...
Though it would seem that she was just hanging on, having finally arrived on scene and getting a good look at what was going on, she walked into the immediate aftermath of Flashfires move. The villains, she was unfamiliar with but given they were all already heading off against the male, the other Arial opponent, the one that was left unchecked, was the clear target for Black Bear.
And, with her attention captured by the scene below, she had the element of surprise on her hand. From the above girl, the shadow drone would approach, and Black bear would dive down, attempt to grab her from behind slamming her against the wall of a near by building, jumping off said building and landing back on her drone
"you should never keep your back exposed"
She mused as she stood upon her drone, awaiting on how her opponent might counter her. It appeared she arrived in the nick of time

The thunderous impact of Alain's landing crushed asphalt beneath his fist, sending a spray of muddy water and rubble in all directions, leaving him to pick himself up and brush himself off in a tidy, thigh deep crater in the road. "Fuck... Missed the bastard." He'd been warned in hero classes about the risks of collateral damage during battles with villains, especially for someone with a quirk as destructive as his. He'd seen his fair share too, though only ever caused by his foes, not by his own hand. Given how much chaos had unfolded so far, he was sure his little dent would be glossed over.
As he stepped out, and turned to face his watery opponent, Alain was struck dumb by the imminence of a towering monolith of water rising up before them, a veritable tsunami that seemed to manifest from thin air. Despite the confidence in the durability of his quirk, he couldn't help the adrenaline fueled chill that arced up his spine at the sight of it. "Fuck..." His first instinct was to turn, regroup with Flashfire and the others to batten down the hatches. Only when his gaze shifted he faced an equally monstrous danger; Flashfire aglow with a positively radioactive heat, clearly planning on countering the villains mighty blow. "Oh shit... Shit, shitshitshit Bloody hell!" No amount of Recoil's power could defend him from that kind of inferno.
With seconds to spare before being boiled alive Alain's eyes blitzed the street around them, quickly locking onto an overturned car, abandoned and pushed onto the pavement. Running on gut instinct he bolted to it, muscles pulsing with renewed kinetic power, he vaulted the wreck and flipped it with a single hand, bracing it against his shoulder mere moments before the two elemental furies collided. The shockwave was titanic, he barely heard himself roar as the car instantly crumpled around his shoulder... barely heard the panicked alarm of his gauntlet screaming in his ear as his body was flooded with kinetic energy from the immense shockwave. Through it all, he felt his skin sizzle and the twisted metal begin to heat against his skin from the dizzying cloud of boiling steam that enveloped him. It hurt to breathe, to even exist in that hellish mire. Yet he grit his teeth through it, forcing heavy breaths to keep himself conscious as the heat battered his senses.
When Flashfire called him out, his silhouette appeared through the swirling haze, wandering back into view with the crumpled mass of his impromptu shield balanced on one shoulder. His pale skin thoroughly pinked by the heat, dripping with sweat and fresh rain water, and coils of steam rising from his drenched costume. The static across his skin lit up his glistening, scarred muscles like starlight; the immense bounty of kinetic energy forcing a cerulean glow in his wavering hair. For such a young man, only a hero in training, he carried a menacing aura about him. "I'm alright... just." He placed himself before the trio, the bulk of his towering figure silhouetted in flashes of lightning. "Get yourself back on your feet, I'll take point. Jump in whenever you see an opening." Scanning the haze before him, Alain braced himself and gripped the smoldering mass of steel on his shoulder. "Time to put this punk's money where his mouth is~."
The moment Tangaroa's shape came into view Alain lunged with a growl, shotputting the wrecked car through the steam cloud in Tangaroa's direction; a distracting attack to catch the villain off guard as Alain bolted into the haze in an arc, aiming to catch him in the crossfire with a sweeping clothesline punch, driven by the full force of his heroic muscle.

Two forces of nature collided as one would see in nature. Heat and water meeting aggressively to bring about a torrential reaction that carried with it no short amount of gravitas. It was a sobering sight to behold, even in this day and age of heroes and villains. The forces of nature going against each other was just as impressive today as it was millions of years ago. The massive amount of steam and force that was exuding from the point of impact had not only slowed the wave's progress but massively reduced the size of it.
The hero had done it. Through their efforts, mass destruction had been greatly diminished as the wave came with a broken force that was only a shadow of its former self. Not strong enough, however, to keep Alain from powering through it to reach where Tangaroa was. The Saviour arose, clearly drained from performing that massive feat. Getting his bearings together, he'd soon realize another force was careening toward his location. He raised his arm and caused a miniature geyser to deflect the vehicle aimed at him. Was that it? No! "BUGGER!" His eyes contracted as he hadn't had the time to react properly to the resounding THUD! from Alain's arm to collide full stop with his chin. The strike itself had sent him hurtling into the ocean waters, skipping at least twice before creating a wake as his sliding form made contact with the water's surface.
Meanwhile, engrossed with the spectacle, Tempestas regrettably fell prey to the sudden strike of Black Bear that forced her into a building. She had gone this entire time without being touched and doing so caused no short amount of shock upon her visage. She remained in the impact zone from Black Bear's attack. She, like Tangaroa, had suffered a rather fierce strike and was getting her bearings back. She assessed the situation, eyes darting from the scene below to the one above then to Black Bear herself. She turned herself around and looked back at Black Bear with a deadpan expression. She was injured, Clearly. But that didn't seem to keep her tone from being any less smug or confident.
"You seem to misunderstand." she stated, crossing her legs as she folded her arms. Her brows arched as her eyes inspected the storm above. "...you can take me out if you wish but the storm will persist regardless. If I were a hero, I'd ensure to evacuate more people...if I knew a hurricane was on its way." She tilted her head. "But then again, you didn't know that...til now." She looked down below as she gingerly began to detach herself from the building with parasol to her side. "If you think I am the cause of this weather, you are only half right. My Quirk...merely guides weather patterns and under the right conditions to places within a suitable distance...and unfortunately, Japan is subjected to nasty hurricanes...sorry...typhoons year round." The winds whipped violently around them and the rains refused to cease. The waters below still swept back and forth. "Please think rationally. You either deal with me to pointlessly try to avert a crisis already underway...or you delegate your efforts to helping others find shelter, prepare for what is to shortly arrive." Thunder rumbled heavily in the distance. The skies were darkened to a sickly dark grey. She raised her brows and tilted her head. "Do you dare to take your chances against a force of nature? I wouldn't."
As she said this, she leapt off down below into a nosedive straight toward the steamy scene below. She kept her dive going then released her parasol as the heat and steam combined to create a strong updraft that carried her much higher than she was before. It gave her a rather unsightly display of Tangaroa falling prey to the clothesline and skating across the waters. She grimaced and rolled her eyes but made sure she was aware of the other hero and what they would do next.
