Hosu City was quiet as the day leaned into evening, the already overcast sky growing darker while the sun slipped slowly towards the horizon. Flashfire was on patrol, flanked by Fahrenheit and Retribution, and felt unease in her bones. Something was up tonight on the streets of her city. There was a tension in the air, a feeling of holding one's breath before the plunge.
She stopped at a stand selling spicy fried eels, flagged down by a grateful owner who she had helped a few months before. Eels on the house, extra chilli! Flashfire grinned and wolfed them down, before turning to her Sidekicks with a dark expression.
"Can ya feel it too? I ain't superstitious but I feel somethin'... this is gonna be a rough night!"
Retribution nodded, silent and grave as usual. Fahrenheit cocked her head with a faint smile.
"Nothing will go wrong. Not with Flashfire on the scene."
Flashfire chuckled at this. Fahrenheit was always the optimist! They started off again, moving further out from the centre of Hosu, their dragon instincts leading them to trouble.

What feels like an eternity since the last incident, Damascus Order had finally decided to rear their heads once more. Though them appearing was much too soon for the heroes that had to deal with them. It made him uneasy to be about right now but this mission was a test for Tangaroa who was slated to take the place of Behemoth as Savior for the Australian Branch. They needed one in lieu of his absence. he had been asked to take one other and he absolutely refused to take Asterios with him. They might have been from the same branch but he just rubbed him the wrong way and just straight up pissed him off.
He arched his brow at the sight of Tempestas who calmly sipped tea with her umbrella open above her.
"Ye ain't got ta be clucky wit' me. I could handle this all by me lonesome, bloody oath."
"On the contrary; your quirk combined with mine make for a more debilitating combination than our former leader."
Tangaroa smirked and shrugged "Ye act like the poor drongo's kicked the bucket or somethin'."
"Oh, I know he is not dead. The upkeep for him will not be missed. Carrying around that heavy briefcase was more trouble than what it was worth in the end." she pointed skyward as clouds formed and thunder echoed above. "With you around, it will be much easier as all you need is more water to work with, yes? I have a feeling rain will be coming soon...a perfect chance to prove yourself."

"A storm?"
Fahrenheit frowned as she looked up, thunder splitting the sky with a rolling groan. Flashfire was frowning hard as they moved through the streets. This wasn't normal, not for Hosu. The forecast had been a clear night... was this a villain, ready to strike? Retribution had the same idea by his expression, usually cold and distant, now firm and determined.
"Stay on alert, Dragons! We could have trouble..."
Flashfire was glad she brought these two. A storm-based quirk would spell trouble for a lot of her Sidekicks, but these two had ways to mitigate it. Farenheit's Superheat Quirk would come in handy if yrouble happened.
They found themselves a bit far out of the centre now. Flashfire paused by a quiet sidestreet. Was that... voices? Over the roar of the thunder, she was sure she heard some unfamiliar accents and words.

Tempestas took another sip of tea and casually looked off to her side to witness the sight of Flashfire as the reports indicated. She seemed to be uncaring but it was Tangaroa who was put on alert as he seized up and balled his fists. He looked quite nervous despite his statuesque figure.
"Calm yourself. As a branch leader, you should get used to facing heroes more often." advised the midnight blue colored individual who finally turned to look at Flashffire. "Greetings, hero. Do have quarrel with us? We are doing nothing wrong."
She stated as much rather bluntly, tilting her head. Tangaroa meanwhile calmed himself and folded his arms as if to look intimidating. Tempestas meanwhile looked quite innocent and wore a confused expression. She put it on to intentionally rile the heroes up or totally throw them off their game. Or both. No way they would buy such an obvious act as Tempestas had been seen before and likely had a record of her face on file.

The hell is a quarrel? Flashfire grinned, her characteristic sharp-toothed smile. She thought she recognised the blue individual, but couldn't be certain. Hosu had too many villains, and while her presence had bitten chunks out of their number, it still left a lot remaining. Fact was, these two set off her dragon senses. That is to say, she smelt bullshit.
"I'd get inside, civilians. This storm ain't a natural one! Myself, and both Farenheit and Retribution here, are on the lookout for Villains who might be causing it!"
Flashfire maintained that sharp-toothed grin, hands on her hips as she stared towards the two. The girl was cool as a cucumber, but the other... they were on edge, alright.
"Name's Flashfire, if you didn't already know! Tell me, have either of you seen villain activity around here?"

Tempestas answered earnestly with a rather happy smile and tilt of her head. The thunder grew louder, sounds of rain pattering in the distance. "I tend to ignore them, knowing how good a job heroes do." Tangaroa, otherwise known by his close friends as Bernard...or rather Bernie, looked very perturbed and gave a disagreeable grunt at her response. She propped up her umbrella casual as can be. "Flashfire. Sounds like flashflood. Sounds like a storm is approaching. Should you be out in the rain with such a name as that?"
Bernie flashed her a stern, short shake of the head. She was saying alot. Too much, in fact. These heroes weren't dumb! They've seen her face! She caused a ruckus with Behemoth back in Yokohama but didn't necessarily do much besides support Behemoth who wrecked the place and was stopped by heroes. Bernie had been under the radar, however, but knew the events to follow would definitely make him a recognizable figure.
But he wasn't sure if this hero knew or not. And he also wasn't certain whether or not Tempestas was pressing her luck or genuinely unafraid of heroes knowing what her own quirk did. Her smile made Bernie shudder. Crazy. She was crazy. Either way, they were gonna catch on.

Flashfire's grin widened. She seemed unphased by the rain, coming down in slow, heavy drops that heralded the beginning of a downpour. Retribution looked unphased (his default expression) and Farenheit was tense, but Flashfire stood larger than life before the two.
"Hah... no true dragon is scared of a little rain. My flames burn hot enough to deal with a little downpour."
She felt her heart begin to beat harder. A real provocation... Flashfire hadn't had such a thing in a while. Most villains were fearful of her these days... it was refreshing to meet one who wasn't.
"It's gonna be a bad one, alright. Are ya two gonna hit the road? That umbrella ain't gonna protect ya much, not when the real storm hits."
Flashfire wouldn't strike first, not without reason. If these two were villains... they'd have to do something that would illicit a response.

Bernie looked concerned. These heroes were intense but Tempestas? This woman was like a child staring into the jaws of a dragon. Then again, she had dealt with Behemoth before; a man whose fuse was much shorter than what he assumed this hero had on them. If she stood up to him without fear, he was convinced this woman was scared of nothing! His eyes darted between the two and their sidekicks.
A sudden gust of wind blew behind Tempestas, raising up her dress a bit and bringing with it a sudden curtain of rain to which Bernie clicked his tongue at. He covered his head with his arm as best he could.
"I've weathered more dangerous storms than these with it." she said without batting an eye. The ground was getting doused with rain now and Bernie was looking to get a move on. But not the woman. She simply looked Flashfire up and down. As if nonverbally challenging them. "I am rather curious to see how hot those flames burn, if you don't mind." She daintily approached a seat, crossed one leg over the other as she sat and looked at Flashfire with a tilt of her head which seemed to raise the concern of Bernie quite considerably with him putting both arms out and wringing his fingers in frustration.

Flashfire felt a burning ferocity growing inside of her, but a gentle hand on her arm stopped her for a moment. Retribution wasn't looking at her, instead staring with a grave face towards the girl and her ally.
"If this is her quirk," he said quietly, "then this could have the potential to put the whole city to ruins."
Flashfire nodded gravely. These two definitely weren't run-of-the-mill villains, and they had yet to make a move, but... if this girl was more than bark, then her bite would be disastrous for Hosu.
"Yeah. Step back, both of ya. If things go south, then ya know who to call. These two might be a handful."
The two Dragons nodded, and Farenheit placed a hand on Flashfire's back before the two retreated. Through her Sidekick's quirk, Flashfire felt her whole body heating up! Flames leapt between her teeth as her body glowed with a burning energy.
"Alright, then! I can show ya both the power of a dragon! Step up, ya been awful quiet. Are ya gonna do somethin', or what?"
With each word, fire spewed out of her mouth, teeth flashing, eyes dancing with a ferocious light.

Her eyes narrowed as she noticed Flashfire was heating up quite unapologetically at that. "Hoooo? A dragon, is it? A living force of nature." She showed off that she wore no shoes and simply stood up and did a quick turn, using the slickness of the ground to skate. Bernie sighed and gripped his forehead. She playfully mused and gave Flashfire another smile just as a ferocious gust blew past and the curtain of rain started to turn into a downpour. "Shall we see how a dragon faces an actual force of nature?"
The thunder pealed and a gust of wind casually picked up Tempestas into the air while Bernie groaned and took a more aggressive stance. "Guess we're doing this then..." he stated with rising conviction.

As the rain turned from a warning to a true threat, Flashfire clenched her fists. Her whole body began to steam as drops evaporated before even hitting her. Her body was running hot from Fahrenheit's quirk, and she winked at the villain before her. Fire escaped from between her teeth, smoke rising and billowing around her.
"Ah, don't play coy! It's not like ya weren't asking fer it... ya had plenty of time to walk away! An' don't worry, miss! There ain't a more true force of nature than the Dragon Hero, Flashfire!"
Retribution and Farenheit looked on as she clenched her fists, then burst forward with serious speed, blink-of-an-eye stuff. Suddenly she was before Tangaroa, swinging a fierce thrusting jab towards the man's stomach!

The man's eyes grew wide as the attack came at him. Fast. A stray wind blew from Bernie's left, pushing him and allowing him time to move thanks in also to the slick ground. He could still feel the heat.
"Chrissake, that's hot!" he exclaimed. "Ah think ye need to cool off a bit!"
He outstretched his hand and a stream of water from the rain that was coming down the road suddenly made a turn and then a hefty swath of water came bursting toward Flashfire.
Lightning spiderwebbed across the skies, bringing an eerie light upon Hosu followed by rolling thunder.The clear skies had turned grayish black, swollen with rain that poured mercilessly from the sky. Amidst the sky was Tempestas holding unto her umbrella, looking down at the start of the battle below.
Her gaze narrowed as she witnessed Tangaroa fighting much to her amusement. "Water quenches fire, fire evaporates water. Always conflicting. Sadly, there is more water than fire in this world."

Flashfire grunted as her blow failed to connect, Tangaroa aided by a fierce gust iof wind. The girl... she grinned ferociously. This guy wasn't the one to be worried about, but she was going to struggle against the both of then. She tensed both of her legs as the man summoned a great jet of water, springing into the air with such force that the ground cracked below her feet.
"Retribution!" she roared over the howling storm, "Operation Dragon Wing Contact! Priority #2 and #3, see it done!"
Retribution nodded, gripped an extended hand from Farenheit and felt himself get superheated by her quirk. His own quirk, Heat Strength, engaged with speed. Retribution was gone, muscles bulging with power, putting them to good use in moving far from this fight. He send contact to one, and headed for the other... an agency across the city. Retribution would be there in minutes.
Back at the fight, and Flashfire was still soaring through the air in an arc. She still had a lot of Farenheit's heat, and against the pair was at a disadvantage. Still... she felt her belly warm up as flames licked through her lips.
"Try this on for size!"
She opened her mouth, releasing a fierce jet of flame that fell to Earth towards Tangaroa. Flashfire expected him to dodge or block it with water, but it was to save time more than anything. If help was to come, it wouldn't be here just yet. She needed to keep these two on their toes!

"Bugger!" exclaimed the man from down under. He waved his arm in an arc as a cascading curtain of water cameover above him and took the brunt of the fiery assault, eventually boiling the longer it persisted. He then crouched low to the ground, held both hands out then spun in a circle to gather the flowing rainwater. The flow of water followed his motions like a dance until he thrust his arms upward toward the boiling aqua barrier. The water formed violently into a geyser that shot upward to combat the gout of flame. "Right back atcha, ya drongo!"
The rain refused to cease as tempestas casually floated along the high winds. She would find the lip of a building and sit upon it, retracting her umbrella and watching the light show. SHe eyed the retreating sidekicks were already far ahead in the distance. She narrowed her eyes. "That could be trouble." she sighed. "Looks like they get to appear after all. Makes our job much easier." she muttered with her right cheek resting on her respective hand. Lightning once more lit up the sky for shadows to play upon the scenery below.

Flashfire grunted as the geyser swallowed her, pressing her upwards into the sky. It cooled her down rapidly and she had to quickly pop a dried chilli into her mouth, feeling strength flow through her as she used her power to make a heavy landing. Flashfire winced, but struck a fighting pose, grinning. She knew that the real danger was the girl with the storm quirk... but for now, that villain didn't seem to be doing much at all. No, she'd keep her attention here, on the Captain before her! Geysers, rain, surging waves... as long as she could keep her temperature up, she would turn it all to steam!
"That all ya got, huh? C'mon, I was hopin' for a real challenge!"
Elsewhere, at the Hosu branch of the Bear's Den agency...
Retribution landed from a springing leap, one that took him hundreds of metres in one go. The ground cracked beneath him and shock ran through his heat-enhanced muscles, but he kept moving. A few more metres...
He wrenched back the door to the agency, face hard and fierce. Those who knew the Dragon Hero knew too that she did not ask for help lightly. She must already realise the seriousness of the situation!
"I bring word from Flashfire... she needs assistance against a strong villain."
