Physical Appearance: Rita is a lean girl of average height with a petite figure. She's notably toned with rather thick, black hair that is often well past her hips. She likes to keep bangs, when she can it being straight across her forehead. She has sharp, bright blue eyes that gaze upon others with confidence. Her skin is notably pale, almost ghost-white in tone which tends to make a stark contrast with her jet black hair and darker clothing.
Civilian Clothes: Rita isn't one for fashion, preferring to wear simple clothing that is as functional as it is comfortable. She has a tendency towards darker colors and edgier styles but none of those choices are more happenstance over it being a choice chosen consciously
Hero Outfit:
In contrast to her usual wear, her hero outfit is rather bright and extremely feminine. It flows with her body and has some of her hair fibers woven into it so that she may be able manipulate it as she does her own keratin cells.
On her person, she carries a large pair of barber scissors so that she can cut her hair as needed.
Included in her uniform is her weapon of choice, detachable baton that is, in total, 3 feet in length. At the end of the batons in both sides is purple colored tassels made of barbed leather similar to a cat-o-nine tails
Personality
Bad Habits: Rita is very nosy. She dopes on all her friends and anyone who comes in her life. She doesn't understand the concept of personal space seemingly and she is always willing to go above and beyond to help anybody who needs it to her detriment most of the time. She tends to overcompensate to accommodate everyone.
Goal:her goal is to be the best hero she can be, and to help whoever needs it.
General Personality: Rita has a very upbeat personality she's optimistic outgoing and always involves everyone and what's going on. Nobody is left out when she's around. She is just about the sweetest girl anyone could meet and is the person that everybody knows that they can come to when they need help.
Despite how cheerful and how much she gets into other people's personal space Rita has a dark side to her. She is very insecure about herself and she buries her problems into other people by helping them with theirs. She feels most fulfilled with helping other people but at the same time she doesn't deal with her own problems and she is very private about what's going on in her life. When asked she brushes it off and deflects to opting to work on the issues the other person has.
She is very much a no-nonsense person. She likes to keep things honest when it comes to her opinions about other people while skirting around her personal life. Sshe is very independent both edgy and sweet simultaneously. She, as she calls it, stays 100'd. She keeps people accountable for their actions and weaknesses and she does not like to dice words keeping things on us but that is not to say she isn't tactful as well. History:
The circumstances that surround her birth are far more nefarious than she believes. She grew up believing her father died a vigilante but in truth, her father was part of a quirk breeding cult.
Ritas mother knew her daughters fate and ran when she was just a toddler, yet unaware of another child growing within her at the time. She wanted a better life for her child even if it meant struggling to make it happen.
As a child, Rita was largely unaware of the struggles until she was considerably older. She was regaled by the stories of her heroic father and had always wanted to follow in her footsteps. She took to dance and gymnastics as a young girl, her sister being the stark opposite to her as she grew, being more introverted. More observant of her surroundings. Both excelled in school and, even though she came from a school that was considered substandard, she had been picked to go to MHA when she graduated. At a young age of 15, she was excited and she couldn't wait to become a hero herself. Her competition was stiffer than she expected in her. Entrance exams. She did well, or so she thought but was still placed in B class. She wasn't going to let that deter her though! From the beginning of her MHA career, she aimed to prove that the Bs were as good, and maybe even better than the A. Just because they had flashier quirks didnt mean that her classmates should be down for the count.

I whip my hair back and forth: with elasticity and durability enhanced, she swings her hardened and stretchy hair around hitting all within her radius... While singing
TMNT: with durability and elasticity of her hair and durability her clothes increased, she wraps her hair into a massive bun that is situated on her back encasing her in a kind of shell. It allows her mobility to fight and the bun behind her may at times move like a pendulum but mostly stays in place
Whip it good!: elasticity and tensile strength manipulated, she flings her hair in a single chosen direction and uses it to either attack or attempt to bind the enemy
Scratch your back: she hardens her nails to metal like in durability and frantically attacks the enemy stating the familiar phrase as she does so
Drawbacks:
Rapid growth: the keratin cells, when exposed to solar radiation, grows at a near uncontrollable pace
Weakness to heat and fire: it's hair at the end of the day! And even her nails dont do well when burned. Not only that but heat affects the composition of her keratin cells leaving them unable to activate at all.
Pain and breakage: hairs and nails break and can be pulled, even when hardened. Keeping it healthy is key to reducing how often broken nails and hairs being pulled out occurs but it doesn't stop it entirely.
Solar powered: the keratin cells dont reproduce at a rapid pace during the night time and limits its usage at night even the transformation seems to be less durable than usual
Fighting Style: Rita is an acrobatic, close to mid-range fighter. She fights reactivrly just as well as she fights proactively. Generally she is known to just aggressive enough for what s situation calls for
