Physical Appearance: Izumi is a short woman standing only at 5'1 and only weighing roughly 120 pounds. Her body is trained for agility and high speed maneuvers. With all white hair, pale skin and bloodlusting red eyes, she's quite easy to spot in a crowd. None the less she's a beauty, showing off big eyes and long eyelashes. Her bust is on the smaller end of the spectrum due to her petite frame. Her only noticable scar is her right eye, but that's covered by a patch.
Civilian Clothes: She wears gowns and dresses in a more formal manner, heels, gloves, expensive jewelry etc.

Back in the day she used to think destruction was the way to go, but nowadays protecting japan has proven much more fun. In order for the show to go on, she needs the world as she knows it to stay in tact, and in working balance(villains and heroes duking it out.)

Izumi is kind and a bit on the calm side. Nonchalant to most situations, she acts with precision and authority. She catches herself doing things for people's best interest and the "greater good." The cruelest of deeds can be seen as necessary evils. Things like killing, and blood don't phase her... she's the offspring of two evil scientists after all. In the grand scheme of things, the world is her plaything, but in every day life she enjoys the same things an average joe would. Her hobbies include cooking, watching sports, and napping. With all she's seen, it's a bit hard to catch her off guard, and her humor is rather uninspired.
While very aware of her status and actions, she humbly acts as if she is just a regular citizen; as if these things would have been done if other people were in her shoes. It's not quite understood how she maintains such a magnetic pull with her team, but she effortlessly keeps morale high in her own way. As mundane as she comes off, she is a villain at the end of the day...

In jail by the hand of the number 1 hero, Quirk: Ramus Cell, a transformer quirk, that allowed him to branches multiple limbs off of himself, at various sizes and lengths and even duplicate organs to save himself from life threatening injuries. The drawback is that he'll age exponentially if it is overused.)

Hack Research facility, a lab run by one Eliza Hack and her family. She was a devious one, experimenting on any and all subjects, even her own husband. The man would pull in as many subjects as he could while his children served as security. Izumi, the strongest, was given a very simple task. "Protect the children, protect the grounds, and above all else, if you feel like your life is in danger PROTECT YOURSELF." Things were going smoothly for some time, and Izumi only had a few scuffles to keep the subjects in line. There was no thought of right and wrong, she was to only do as she was taught like an obedient daughter. Her siblings on the other hand were taught to fight in case Izumi went on a rampage, or if the lab was under attack.
There came a time when she had to intercept some heroes with her sister along the mountainside, but something resonated with her as she fought. While these heroes were her enemies, their words were making too much sense. These feelings sat with her, until a certain hero and her agency raided the lab. The family was blind-sided, and saving the kids took priority. In a lull in the battle, she wound up in a hero's arms. By luck perhaps, the hero didn't realize she too was a part of the family, but the simple words "you're not safe here" resonated more than anything. She never felt safe, and it took an enemy to say for it to finally click. Fighting a hero of that caliber would be idiotic at best, so she waited for the right moment. Hero's were supposed to protect right? Surely they didn't kill any of her family members. Surely, everyone involved would simply go to jail. Wrong, wrong, wrong; the ones who fought the hardest in the raid were her siblings, and sadly both of them didn't make it.
Able to keep a low profile, Necro was able to stay out of trouble. This was because she joined a group known as Omnes, a small and loosely connected band of intellectuals. The group originally started as a school club known as Uproot, it comprised of students who took a hard look at society and did projects on trying to understand or uproot the many different kinds of government. With time this grew into Omnes, a group that allow people from all walks of life to join in on the conversation. There was a radical division, as there is with any group. It consist of three main characters known as Cerberus. The only group who made specific theories on Hero Society and Quirks specifically. The three-headed group wouldn't last long as the scientist of the group was the first to split. That left Izumi, and a certain chess master. They would disappear from Omnes as that too would be disbanded. This left the two, and anyone brave enough to follow their upcoming wave of villainy. They'd remain hidden, until a certain U.A. thorn in their side would show up and confront Necro directly. The boy was from the best generation, whatever that means. If he was confronting her, then did that make her a part of the worst generation?
"So a hero is just as dangerous as a villain, and it's okay so long as their deeds are for the right cause?
No that's not right either. My cause was just as just. What greater responsibility was there than protecting one's own home? "
Years later she'd find herself solo, and creating the foundation for the future. She already compiled a group of adults, but an idea came. What if she infiltrated new generations with a bug of positivity? A feeling so strong, that it would echo the same beliefs she was taught as a kid. The woman approached with an astonishing amount of honesty, and interestingly enough the people of Osaka took to her. The echoes of her feelings would transform into heroes who were viewed as villains by the police... vigilantes who worked under the thumb of a community outreach and neighborhood watch. This would create a community that only funded dollars and investment within itself. As time went on, this orgnization would blossom into the entity NJPD of today, and her underlings would fight crime to protect themselves, their loved ones, and their homes.

Name: Ramus Spine
Quirk Type: Emitter
Power: It seems as though she can always see her breath when her quirk is activated, but this is not condensation. It is a calcium powder is controlled and can be expanded into incredibly dense bone constructs. From simple finger projectiles, to large hands to lift heavy objects, to a spine to lance through enemy defenses, etc.
Supermoves:
Overlay - Creating skeletal limbs that float about her body like armor. It's great in a pinch, and grants some nice strength and durability.
Calcium-Glue - Amassing a enough calcium powder to harden her foe to any surface they stand on, leaving them glued in place.
Graveyard Bloom - Razor sharp ribs that protrude upward to form a cage or shield, and with a bloom command spiral outward from the center to slice up enemies.
Ancient - These are giant skeletal constructs that are meant to do some serious damage. A single finger can be launch like a missile, It's ribs can be used as a sheild, hands as a cage, etc etc. She can indeed create the full skeleton, but it takes quite some time. She can accomplish some unnatural feats with this super move alone.
Ancient Meteor- From a high descent, she will construct something BIG, to decimate anything beneath her with power and weight.
Drawbacks:
Fire-based/Lightning-based quirks essentially cremate her quirk
Bone structures return to calcium powder and ash, if she leaves a 25 meter radius from it.
The larger the creation the longer it takes to create, and Constructs are at their weakest just before fully hardening.
Overuse- Much like the drawbacks of Ramus Cell (her father's quirk), Ramus Spine seems play with age if overuse. In her case it will revert her back to a child-like form. This doesn't last forever, only a few hours, but if she continues use her quirk in that child form she will completely collapse for 4-10 days.
Fighting Style: She is athletic enough to maneuver around to evade, but does not have much physical power. Her quirk does the bulk of the fighting, and defending. That being said her quirk alone makes her considered a power house. She is a defensive combatant, who generally will use her quirk to protect herself, but when it is pointed at someone, she aims to kill or brutally injure. She holds survival above all else, and if there is a way out of a situation she will take it. Fighting for survival leads to tactics that are chaotic, frantic, irrational and DANGEROUS. Her fear and rage are her biggest asset, which is why she is such a threat in combat. You cannot overwhelm a foe who is already in desperation.
