Her eyes are an honest and pure amber color, and her skin is on the fair side. She carries a womanly figure but tends to hide it in her clothes. She stands at a fairly average 5'5. She quite pretty if one takes the time to look at her, but otherwise can blend into a crowd without any effort.
Civilian Clothes: When in uniform, she'd wear the typical navy or grey uniform, a button-up blouse and a skirt or slacks depending on her mood. In the field she likes big fluffy black sweaters, capes or oversized black coats with fur rimming the hood. While it's part of her fashion it's partly to give easier access to her quirk. She isn't a huge fan of showing too much skin, and will wear stockings/leggings with her skirts and dresses. Along with that comes black gloves to keep her fingerprints off any evidence she comes across.

Many villains can get away with things do to police and government negligence. From that point going forward she swore to take things into her own hands.

Due to growing up in Hosu a fair amount of her childhood was just trying to make it another day without getting attacked or kidnapped. She's friendly to an extant but is hesitant in overextending or oversharing. There are flashes where her kindness shines through no matter what kind of front she puts up. Maybe it's because she idolized heroes in a city of villains, or maybe she'd always had hope. While she was able to maintain hope, real life has jaded her quite a bit. She isn't so sure about the police she works with, the villains villains she hustles as an informant, or even heroes for that matter. There are a few things and people that keep her grounded, but it only does so much.
A fair amount of time is spent in files, or shadowing a hero agency to get to the bottom of something that the police is "too busy" to handle. She very literally takes justice into her own hands and wants to maintain this sweet spot for as long as possible. She knows if the force or heroes catch her, she'll have to become a true vigilante, and she's fine with that. She just wants to gather as many resources and connections she can before judgment day comes. When it comes to her every day life, she's patient and reliable. She may be a bit of a liar, but in her mind it's to keep things flowing with the status quo. Sugawara could never become a hero... or at least that's what she believed. The next best thing would be to become a police officer and help sweep the streets, even help kill the guilt of some of the things she had to do to survive. There were certain things that just weren't acceptable and auctioning off one's own children... it was disgusting beyond belief. Her parents were the culprits... To put the cycle to an end she had to do what needed to be done. On top of that, she needed to figure her life out. She was just now figuring her life out. The force seemed sweet... something to look forward to. There were other things to look forward to too, like some of the brats back home. She'd try to guide them as she entered the academy. Any off time she got would be spent walking the allies, feeding them, and just making sure they had someone in their corner. She was trying to be the person... the hero she never had.
One girl in particular caught her eye. She didn't even speak when they first met. She couldn't imagine what kinds of horrors she'd seen, and she wouldn't pry, but she'd offer a helping hand, and advice. With some time she came to know the girl as Serena. After a few months spent as a traffic officer, Shuga would finally get a well-deserved promotion into a detective. She'd have to move to Tokyo to join a larger police force, but even then she'd find herself still visiting Serena back home. They'd share things here and there

A certain case came up where she was allowed to see ALL of the classified files, and there was more involvement from upper management than she would have liked to see. From shaving money off the top, to recieving bribes, and even giving unsanctioned pardons, Shuga found herself disgusted with the very badge she had to put on every day. It was frustrating... To try and make a difference, only to find out she was working under scum too. She HAD to make a change... She'd take on the job of informant and actually aid in a few busts, as well as put away some dirty cops with some assistance from internal investigations. Everything seemed to be picking up. She noticed, she was being given more and more risky jobs.

On a paid vacation, she'd escape the work drama and take a trip back home. Many of the kids, weren't kids anymore, and many weren't even around. Apparently, Serena had been adopted. She wanted to pursue the girl to continue her watching over her, but thought... maybe it was for the better than Serena was able to get a new life. She'd get a phone call after visiting a few places, she was getting promoted. She was going to be an informant for the Tokyo Bay Special forces... It mean her movements would have to be calculated if she wanted to continue her covert works. She'd just begun catching her stride with the Tokyo PD, even with people trying to put roadblocks in her way. Being in the special forces meant, she could take on informant gigs in more cities, now that her fake persona had gotten some notoriety. If she were lucky she could keep playing both sides, knocking out as many bad guys and dirty cops as possible. If she got caught, then it only meant she'd have to work harder...

After a giant explosion, Shuga limped down a dimly lit alleyway. She'd only barely escaped the blast. All the villains involved were surely dead... She just had to get out of dodge! A trail of blood followed her as she took hobbled steps to her car. The world around her grew dark and blurred the more she moved around. Stumbling to the ground, she'd blink trying to shake herself out of the cold daze of unconsciousness. Another blink, she noticed... -feet? Black... Waking up in a hospital bed, a hero sat beside her eager to tell her how brave she was. "Wha...?"
"It was too late by the time we arrived. The officers were able to ID luckily. I'm glad you're okay."
~So no one saw my quirk~ She had a sigh of relief. The biggest secret of her life was her quirk. The only people that knew about it were the people she had killed. As long as that was safe, it meant she could continue on with her covert mission. Dancing this line between a proper informant and a true vigilante... it was the sweet spot for her. She hoped nothing, or nobody would get in her way.

Power: The user is able to summon a large Fujitora from their shadow. It's coloration slow shifts from different hues of purples and blues, and it has lightning for whiskers. This creature has a command over lightning, and the user has a command over it, whether channeling it or summoning it directly. Rather than call this summon by the full quirk name, she calls it "Neon Tiger," because it's fur dances in the dark like neon.(it's a bit more muted in the daytime) The beast can move around independently from her and can traverse height and distance by pouncing from small solid clouds at its feet. It's fully tangible once summoned, it cannot phase through walls or anything like that. It can manage about 30 meters from its summoner, any further and it will revert back into a shadow. It can be controlled remotely, or pair with the user. It truly depends on the circumstance.
Supermoves:
Channeling: Whenever she channels Neon Tiger, she gains the same lightning, zig zag whiskers as her quirk beast. These are great substitutions for summoning the entire creature.
BITE- Thrust two hands out in the shape of a mouth, Shuga can conjure the tiger's electrifying maw to bite down on whatever her hands are aimed to clamp down at.
CLAW- A zig-zagged-shaped slash wave made purely out of electricity to be launched at a foe with impressive speeds.
POUNCE- A lightning-fast lunge, to thrust her hand into someone. (Imagine a chidori-like lunge and jab)
Summoning: The standard usage of this quirk.
Attack Order- Launching the tiger itself as projectile, the bottom half becomes a lightning bolt while it blares forward to bite/claw and electrocute a foe.
Defend Order- Exactly how it sounds, the large body will shield the user. While damage is still received, it's far more manageable.
Rush Order- Jumping atop the beast, Shuga will ride Neon Tiger to increase her mobility.
Sense Order- If sent far, she can receive what the tiger see hears, and smells so she can control it remotely. This leaves her body a sitting duck though, until she cancels the order.
Drawbacks:
She cannot use electricity whilst Neon tiger is summoned. She can use its powers through channeling it, but it'd still have to be in her shadow to do so.
The beast is directly linked to her. Despite how sturdy it may seem, she does feel the damage that the beast endures on her behalf although in a dwarfed manner.
This creature allows her the ability to channel its power, but this also means water is her counter. Water is a handy tool to spread electricity, but it shocks her right back.

It's a bit impossible not to see this bluish-purple-hued tiger with glowing stripes and lightning for whiskers at night. It's as impressive as a downtown street, and how it gets its newer name.

Shuga likes to keep Neon Tiger close by so she can gang up on a foe. If she feels like she can handle things herself, she is a skilled striker, who can channel the beast's electricity to boost her effectiveness. While she can fight just fine without it, she relies on her quirk quite a bit as it's the easiest way to secure a kill. Oh... forgot to mention, she is the type of vigilante who thinks villains should die. Against heroes, she will fight to incapacitate, while against villains she fights to kill.
