The main office sat nestled near the city's harbor. There was plenty of room for construction in the many yards, even enough room for a fight. One of the NJPD-owned yards was surrounded by shipping containers. They were unevenly stacked, but they were puzzle pieced in a way that there was plenty of open space in the middle. It yielded a training arena of sorts, blocking vision in but creating good seating for others to watch by sitting atop the containers. Lucky for Shinju most people were working at the community center, meaning there wouldn't be the added pressure of all those eyes. Frank stood on one end. Izumi said Shinju seemed like she needed some looking after. More than that, Frank already had an eye on her. Could she live up to her sister's accomplishments?
He cracked his knuckles. "Boss lady says we should partner up, but I dunno. You do good work around the office but what about your skills in the field? Think you can handle it?" He'd grinned big showing his sharp teeth. Stitches lined his very being, a very obvious sign of his quirk. This little scuffle would give the Vice some insight into what Shinju had to offer when it came to combat. He already was helping Kako here and there, but it seemed Shinju never got partnered up. From what he understood, Kako was going to be paired with Pun instead, not for training but to actually provide the former villain with some light. Pairing wasn't just for the kids to grow. He wondered what he could learn from Shinju as well. How would their relationship change or alter with this pairing?
With a finger pointing to the girl, he'd directed back toward himself beckoning for her to charge him with an attack.

A single bead of sweat rolls down Shinju's brow as she hesitates. He wants her to make the first move? Normally in her spars with Saionji they were the one throwing the first punch, and that was usually the case in the few real fights she got into as well. What does she do? She can't just charge at him! Or can she?
She sucks in a breath and gets into a ready stance. Calm down, Shinju, he's not going to hurt you if you mess up. Just focus on your movements. Arms up, elbows in, stand loosely so you can move at a moment's notice. Finally after a few moments of her amping herself up, she acts. She closes the distance pretty swiftly for a girl of her size, and opens with a simple jab aimed at Frank's chest. The punch is well-executed, but also... Oddly mechanical, like it was something rehearsed and repeated consciously rather than coming from muscle memory. Moreover the punch is very noncommital, with her very obviously prepared to jump back into a defensive stance in the event he tried to retaliate. It's a test punch, effectively. Overall her form is precise but tense, like she's trying to do everything perfectly by the book.

Frank's stature dwarfed her own. His movement was both minimal and fluid. As she arrived closer to him, he'd step in. His foot landed with a weighted stomp, while simultaneously turning his hips and torso. The punch would simply glide along his chest as he threw a jab of his own to land on her nose if she wasn't fast enough. The man's reach was longer, and he had reach in more than one way with his quirk. Those stitches weren't just for keep his body together. She'd learn soon enough why Frank had garnered so much respect around here.
"That all?" a taunt.
For a punch that simple, perhaps he should have let it land. He smirked as he already began a strategy to win this bout.

In stark contrast to her largely rehearsed punch the moment he went to attack her she moved in one fluid motion, avoiding his strike. Her offense was weak and ill-practiced, but her many spars with her sister and others had resulted in her refining her defensive skills to a mirror polish. Shinju, at her core, is a reactive fighter. As she goes to retaliate as she usually does, she is briefly stumped. Normally she would attempt to grapple her opponent and use her skills in throwing, joint-locks, and pressure points to subdue them. This man was far larger than her though. She's successfully grappled with people larger than her before, but this man is no mere goon. Attempting it would only--
Spending so much time trying to plot her next move would leave the very brief opportunity unused, and she wouldn't even throw an attack as she backed off instead of pressing further. She sucks in a breath. This man's presence alone is getting to her head. At least with her martial arts there were rules and she knew her sister wouldn't truly hurt her, but this man... She can't get a read on him. What does she do? Does she try her usual style of fighting anyways in spite of the risks? Or does she try to lean into her sister's teachings? Shinju was never really the brawler type and never could internalize her sister's method of combat.

The jab missed before a few centimeters and that was fine. His fist reeled back in to guard his chin just as quickly as he threw it out. From his years as an officer to years of being a vigilante, he had great fighting habits. There were subtle things his body did, giving the impression that an opening wouldn't come often unless it was on purpose or a clear mistake. There was also the unsuspected... if Shinju could create an opening, but the vigilante had some low expectations. Frank hadn't moved from his spot. His eyes were trained on the girl. He was looking for facial tells, or even subtle gives of the body. He folded his arms and stared with a rather satisfied expression.
"My mistake. I'll give you a freebie this time." He'd throw his arms behind his back and restrict them by stitching them together with his quirk.
He was offering a free hit. If she were so brave, she could go for it. If not, he'd take advantage.

"How generous..." She mutters dryly. What is this guy's deal? Is he just bored? Well she can't really blame him if he is. An experienced veteran of the NJPD being assigned some random kid is not really exciting on their part. Were it not for her being related to Saionji he probably wouldn't have given her the light of day. As always it comes back down to her sister...
That thought does light a spark of motivation to push her forward. Dashing forward she goes for a pair of punches this time, a jab and cross. She fully expects him to be lying about it being a 'freebie', so she once again holds back on fully committing to her punches in preparation to react. Ultimately though this is the worst of both worlds, her caution preventing her from inflicting any meaningful damage out of fear of retaliation.

Frank's posture bowed a bit as if he were loading up to do something, but what? Was he bracing to be hit? That would make the most logical sense since he gave her the open invite. Of all the things he could read about the opponent in front of him, she couldn't commit. In a shorter presumption, she was afraid of a real fight. If she couldn't get out of her head, he'd won already. He had nothing to worry about if she never was going to strike him in earnest. She fell for it... From the time he planted his foot down, from her very first punch As she closed in the distance, he tensed even more.
The jab landed, and he was completely solid. Upon the incoming his knee flew up exposing black tendrils extending from out of his foot and into the ground beneath them. Erupting from where she was standing more threads jutted out and aimed to enclose on her. "Police Knot." He'd admit his trap, the knee blocking the second punch. His police knot was a quick tying maneuver to wrangle up foes in almost in instant, a super move he devised back in the day. It was the same move, that exposed him using his quirk on the police force, subsequently getting him fired back then.

Her punch impacted with about as much effectiveness as a chihuaha trying to fell a grizzly bear. She didn't even get the chance to attempt another move when he activated his quirk and she was beset on all sides by threads. Her instincts immediately demanded she defend, but this isn't an attack you can block or avoid, she was already in the thick of it. She attempted to leap out of range in a last ditch effort, but she was quickly caught in mid-air. She grits her teeth, struggling and straining against her binds but it only caused them to grow tighter. Damn it! Using his quirk right off the bat? Does this guy not understand the concept of a warm-up?
She sighs and stops struggling, preparing for whatever lecture he was no doubt about to give her. Simple fact of the matter is she walked right into a trap. She was expecting a trick, but not one of this magnitude...

"Pffffff. Was that only 2 and half minutes?" He chuckled. The threads will pull tighter into the ground the higher he raises his foot. Fortunately for her, he'd give a bit of slack, before finally reeling the threads back into his body. She was free to go but only if she was willing to fight more. He wasn't done. In fact, he hadn't even started sweating yet. With very little patience, he- "Up. We ain't done yet. If you're gonna embarrass yourself, at least give it your all." He took a few steps back to give her some space. Crouching down he'd poke his pec where her first jab landed. What was she doing all this time? He couldn't even compare her to a UA student... what would she be considered at this age, - a freshman? Maybe sophomore? There were other aspects of the NJPD that Shinju could shine in. She could have helped with outreach like feeding the homeless, toy drives for kids, or maybe even help on construction sites. Fighting... if this was his measure... maybe she could just be on the neighborhood watch with the overprotective dads and stickler-for-rules grannies. Surely, this girl couldn't be brought onto a mission. He gave her a flat expression, as he held his hand out. His skin unraveled, the fingers extending tendrils writhed where his hand used to be. In a quick twitch movement, the hand reassembled itself and stitched itself right back into form. "If that gives you a better ideas of how my quirk works. It's a mutant quirk, my body still has organs, but it's mostly made up of these tendrils that I can manipulate and shift to my command." He said, clutching the hand tight and opening it back. He'd repeat the process a few times. He wouldn't give away all the details, or even relay the fact that the majority of the hand... and other body parts weren't even his. She didn't need to know about his war wounds. Maybe he could share that later. They fill up majority of his body in fact, to the point that the tendrils are more likely to spill out than blood. He can do some pretty gross things like detatch and reassemble his body, and even stitch up things outside of his body. (Think Kakuza from naruto, without all the fancy jutsu.) As she is released Shinju silently stands back up and watches attentively as he explains the basic gist of his quirk. Knowing quirks are fair game now helps her... A little, anyways. She's not stupid, she can tell this man looks down on her. He's probably thinking about how pathetic she is, after only seeing her first two attacks. She clenches her fists. This guy is starting to get on her nerves.
She activates her quirk, turning the gloves on her right hand as hard (And rigid) as steel. Then she dashes forward, leading with a punch to the chest that she actually commits to this time. His police knot is something she can't really defend against, so if he does it again she would probably end up right where she was before. That is, assuming she doesn't have a new strategy in mind.

"Now we're talkin." He said beckoning for another hit. He'd stand up with some bend his knees with his guard up. She was too textbook and easy to read. He'd take the blow to his left guard, his forearm giving way, but he was already shift his weight. The balance being moved to his back for would allow for a tight and fast pivot, unleashing a right hook to the girl's rib cage. In a half step back, his injured forearm would unravel as he pulled back to throw a punch of some kind with it. He'd take this secondary blow a bit slower than the first one, so Shinju could really get some moves in. It'd be no fun if it were a one-sided fight. A crunch could be heard before he threw it, likely the tendrils realigning his bone into place. He winced with pain as he did so. The hand would open up wide before being propelled forward toward the girl as a projectile.
"Undone!" If he missed, he'd reel it back in and stitch it back to his body.

The man retaliates swiftly, his punch finding its mark right into her ribs. "Gah!" She exclaims from the pain, but despite it clearly affecting her she seems to recover quickly as she retaliates with a fierce uppercut aimed at his chin, followed by another punch toward his solar plexus. She'd see him readying some kind of tendril-y punch with his other arm, inciting her to duck to the side to avoid the propelled hand strike. She decides to do something bold though, avoiding the attack just barely as she then attempts to grab the tendrils while he reels them back in. If she can get a grasp on them maybe she can use it to yank him forward to send him off balance. Her martial arts training was just as much about throws and grappling as it was about punches and kicks, so she knew how to leverage her weight even against a larger and unusual opponent. She'd be damned if she didn't use everything at her disposal to try and prove herself. She was so close to finally being able to make a difference, so close to finally being out of her sister's shadow. She couldn't afford to get denied here...
