Visual Appearance:
Physical Appearance: Tachikawa is short kid, only standing about 5'4 and weighing in at 140 lbs. He is considered overweight but this is due to the amount of muscle mass he packs into his tiny little frame. Interestingly enough he is not bulky by any stretch of the imagination and actually looks like he's got the build of a soccer athlete. Light brown hair swoops down and gently to the right, meeting his golden irises. Around his eyes are a distinct panda-like discoloration. He generally keeps his fingers painted either yellow, or a dark purple.
Civilian Clothes: Tachikawa likes to where oversized black and white fur coats, ushanka hats, simplistic shirts, with black jeans and dressy boots. He doesn't particularly ever get too hot or too cold, so he wears the same few outfits all years.
Hero Outfit:
Signature Pandapower, Pandahero Tracksuit
A durable and lightweight jumpsuit made in a light blue color for summer, and a chalky grey color during winter. This suit sports a waterproof and shockproof material that doesn't sacrifice the padding that most hero suit contain. For some breathability, there is zipper that comes from the belly button and can be closed at the neck. Along with this comes a fluffy Ushanka or trooper hat to wear on his head. On his back is a kanabo/spiked bat. It's got no real advantages besides being easy to swing.

Spark Point Brass Knuckles- a gift from Speed for being the first hero to join SUPER. These four-pronged knuckles have a small coil that allows for a taser-like spark at the simple press of a button
Snap Cuffs- Like the snap bracelets we all knew and loved as kids, these bands are made of a memory component that can snatch a pair of wrists into place like handcuffs before constricting tight.
Ointment, and Salve tubes- little tubes to stop bleeding, or sooth wounds.

General Personality:
Tachikawa is a bit immature and pompous, but then again he's 16 and is expected to act like the adults who surround him. Graduating so early from a prestigious school like Shiketsu, the kid is arrogant. He doesn't outwardly make any remarks to denote this, but it's easily seen in his attitude. He expects the vip treatment! He makes up for it with sincere and honest ideals to clean up the streets and earnestly challenge safety concepts. He understands that the issues in the world are bigger than him, and with that much understanding, he can put his ego to the side. With an outright ridiculous work ethic and sense of duty, he actually detests violence. In most cases, he prefers to hold back until he isn't given the option to. This idealistic sense of heroism causes him to provide a caring and cautious entity on the battlefield. Being successful so young causes him to have a lonely streak, but he was never against making friends. He was just too obsessed with become a hero that he never got the chance to make any during school.
He's very much what you see is what you get. In a way, he's a bit too idealistic. An understanding of the world will come with time and age, but he's got some superstar shades that he's always looking through. Will the real world force him to take them off, or will the world adjust to how he views things? The first world problems of a poster child...

History:
Tachikawa had an interesting upbringing. He was a kid who excelled at anything he tried: soccer, basketball, video games, and even drawing. Despite his mother being a hero, it never occurred to him to strive for that until one day he was saved by one. That same day he begged for his mother to train him. It seemed like an unreasonable request coming from a 5-year-old, but Tanya would humor the boy with a few training drills. She made it a point to think of ways to make things fun, but her protégé son was a demanding pupil. He'd ask for harder exercises and more strenuous tasks. Around this time his quirk began manifesting, and it would be up to his father to show him the ropes. Sadly, Suchikawa never used his quirk in that fashion. In fact, he only used his quirk to gift himself some shade, or some moisture on a hot day. This left Tachikawa to beg for lessons. Finding a teacher was hard. People were calling them insane, but it wasn't the parents demanding this training. It was their passionate son! They were only entertaining him because he'd never stuck to one activity for this long, nor did he ever push so hard to become greater. They'd have to feed his hunger or else, it would fizzle out.
At age 10, the boy found himself in a gifted program for youth interested in becoming a hero. Kids in these programs often would learn to use their powers in constructive ways, and even find someone to shadow. At the time he was lucky enough to stumble upon Speed. At the time, he was ranked so high. Only 150, but he was seen on the new several times working side by side with Stride. While most kids ignored him for someone with a better rank, Tachikawa stuck to the man like glue for those few months. At the end of the program term, Speed- "I hate this kid...r-respectfully, I mean..." Tanya would burst into laughter. "He's got quite the appetite for growth. I'm sorry if he can be a headache sometimes. I'm grateful that you could give him some pointers. A retired old lady like me just couldn't teach him and get housework done." The hero recoiled, wanting to take his statement back. Sadly, he meant every word. He found Tachikawa to be a menace, a clingy child who asked too many questions and didn't give much breathing room to even eat lunch during breaks. Speed would write up a few regimens, and even some study plans to prep for middle school. For Speed, this was a forgetful experience, but for a young Tachikawa, this experience was EVERYTHING.
He not only took these regiments to heart, but the study plans as well. As he got older, he came to understand hero school to be a rather simplistic formula. If he could accel at all the right things, and get stellar grades, he could expedite the process to becoming a hero. While his classmates savored their failures and learned valuable lessons, Tachikawa grinded with his head down, strictly focusing on his successes. He knew failures would come, but put less effort in fixing them, and more effort into skewing his performance into whatever was deemed most "passable." In a way by pushing himself so hard, and moving so quickly, he never really got the real student experience, nor did he really focus on enjoying his youth like other kids. While it put him behind in different ways, he was leaps and bounds ahead of everyone around him. It would be impossible to hold him back, especially with how well he did on his final exams. For Shiketsu, it was a win being able to procure such a valuable youth and push them into hero society. For Tachikawa, it was a win because while he couldn't get into UA, he was able to surpass even the kids his own age across all japanese hero schools. This launched him into popularity, alongside many citizens just finding a hero that young to be adorable. For quite some time he'd find himself unranked as no agency was willing to accept such a young kid. An intern was one thing, but a full hero at such a young age was different. People weren't sure how to gauge bringing some wonder kid onto their team.
With a bit of luck, he'd stumble onto Speed building an agency. It was an unofficial group, known as "The Hundreds," a play on all of them being ranked somewhere in the hundreds. Funny enough, neither Speed, nor Tachikawa recognized each other. They'd be reintroducing themselves to one another. "So you know this dream of yours might require you to actually work hard, right?" Strive sat at his desk, eyeing the boy's resume. "I'm supposed to take some punk early graduate seriously?" He'd slap the paper onto the desk and scoff. "I think we should give em a shot." A remark from, MangaMan. Veil would nod. Even some of the support agents would give some approval. They hadn't even become an official agency. Strategically speaking, it would be best for the group if they snagged some success story. The worst that could happen, was they had to give him real-world training and turn him into a polished hero. They'd do exactly that.
In about a year, the agency was able to hire a new marketing team, as well new management and support agents while sticking to the four core members. They didn't want to ruin their winning formula, so they waited until the time was right to debut SPR. With the ridiculous rise in crime, and Tachikawa getting more exposure, his story was an easy pick for newspapers to scoop up. While it was Speed's agency, it seemed like the media kept their focus on the young heroes he'd recruited. Naturally the new and improved management team would take advantage and make some calls with the billboard chart.
Staring at the newspaper, Speed- "I fucking hate this kid..." He'd chuck the newspaper to his sidekicks who'd burst out into laughter.
"Looks like you moved up quite a lot. 75 to 49 is a big deal."
"Going from unranked to 13 is a bigger deal." Surge Storm Panda smiled in Speed's face. Their competitive natures clashed hard, but he was the agency's shining star. As petty as Speed was, he did actually enjoy having Tachikawa on the team. He listened well on missions, knowing when to pitch in and when to fall back. He was a great asset, and honestly a good kid.
Quirk
Name: Weather Bear
Quirk Type: Emitter
Power: This quirk gives the user the ability to control water vapor to the point they can create, and control clouds. This can be as simple as creating a fluffy cloud for or as complicated as manipulating atmospheric pressure to create temporary weather effects. While it's a carbon copy of his father's quirk "Cumulocast", he treats it like a transformer quirk like that of his hero mother, "Panda Ma'am." Since accumulating water vapor is a rather hard task, Tachikawa takes the initiative by quickly harnessing clouds from his person via specific weather coats and equips.
Supermoves:
Weather Coat (Nimbus Backpack)- He can create a solid cloud that can be ridden on or used as a cushion to catch falling allies or civilians. When not in use he can accumulate the cloud onto his back to allow for some floaty jumps, and slower flight than outright riding the cloud. This weather coat is primarily for travel and getting the environment in his favor. For efficiency's sake, he will almost always use this first as it's the easiest to conjure, or he could risk taking longer for a different weather coat.
Cloudburst Nimbus- Launching the nimbus at a foe like a projectile, the cloud will burst like a grenade releasing air pressure and water. While shape doesn't really affect anything, this attack shapes the cloud into a paw print and releases a rainbow as it soars toward an enemy.
Cloud Cast Sqaul- By sacrificing his nimbus backpack outright, Storm Surge Panda can launch the cloud into the air and create, an immediate downpour. The cloud is incredibly dark and shaped like a bear's head. This downpour can kill visibility and last about 2 posts.
Nimbus Storm Surge- Another nimbus cloud launch that harnesses hail needles, and a fast moving cloud to waft over a foe to skewer and prick them.
Cloud Cast Sqaul- By sacrificing his nimbus backpack outright, Storm Surge Panda can launch the cloud into the air and create, an immediate downpour. The cloud is incredibly dark and shaped like a bear's head. This downpour can kill visibility and last about 2 posts.
Nimbus Storm Surge- Another nimbus cloud launch that harnesses hail needles, and a fast moving cloud to waft over a foe to skewer and prick them.
Weather Coat (Panda Gaurd)- A creation and accumulation of solid clouds to create a puffy jacket and bear eared hood. This coat sports the typical black and white colorations, the clouds shifting from black stormy clouds to white ones and back again. While this coat is the most balanced, it highly favors defense. This coat is pillowy and soft, and offers great amounts of clouds to utilize. He can technically use any super move from this weather coat, but it takes more prep since specific weather coats specialize in specific things.
Cloudburst Pawm- A dwarfed version of cloud Cloudburst Nimbus. This pawprint cloud will be thrust into a foe with a palm strike for a violent burst strike of air and water vapor. He can modulate the size and stretch of this attack as he pleases.
Atmospheric Pawm- A stun attack with the same paw/palm strike methodology as the other pawm strike. The difference is the cloud type. While it's infinitely more soft and squishy than a cloudburst pawm, the vapor mimics the super-cooled water in atmospheric clouds to apply an excruciating frost effect upon impact. Even just getting graze is hazardous. This frost can be shaken off, but the lingering frostbite can leave limbs difficult to use for a post or two.
Rainy Fur- A colorful and misty jacket. This is the thinnest iteration of the Panda weather coat, and the light distortion from the water vapor makes it hard to determine depth perception. This can also create after images, so the the user can flee or reset.
Atmospheric Fur- A puffy defense that applies harsh frostbite to physical combatants who try to pummel him with punches kicks and grabs. He cannot maintain this forever as he will slowly feel those frost bite effects.
Storm Surge Fur- With his spark point gloves, the user can turn his pillowy guard into a taser guard, or even send heavy haymakers to zap a foe. He cannot maintain this forever as he will slowly feel the effects of being shocked.

Weather Coat (Storm Sleeve)- A creation and accumulation of clouds that create a thin vest, while most of the clouds are condensed into whirling columns around his arms and legs. These clouds are dark and stormy, and this specific coat is strictly used for offensive.
Cirrus Bear Trap- Whipping a thin stretch off clouds from his storm sleeves, Tachikawa will bunch the clouds as soon as the whip makes impact... or lack there of. This technique actually doesn't hurt at all. In fact, it is faint to clutch enemies into their own personal and puffy cloud trap. These clouds feel pretty cool, and squishy, and whatever gets touched gets coated. The encroaching cloud is persistent but CAN be brushed off after 1 post. Ex; If someone get hit in the torso, they'll be stuck in a cloud with their arms and legs poking out. The person will have to risk not being able to move for one turn, but should be able to brush the clouds off after. Another Ex: If someone gets hit in the arm, their entire arm will be coated in a cloud. This makes that limb useless for one turn, and can be brushed off after.
Turbulence Sleeve- A palm thrust of kick that ejects the spiraling column to hit the enemy with a spiraling impact with a vortex-like expression of wind the follows.
Storm Sleeve, Rolling Thunder- An onslaught of sparking punches. The clouds only create vapor for offshoot electricity to travel, and shock a foe even if a punch misses. This technique usually leaves enemy's with the same symptoms as being tased. (twitchy/seizing muscles, and shooting pain sensation)
Storm Sleeve, Volt Circus- Expelling the dark stormy column into the air, Tachikawa can emit one to two lightning bolts. This lightning strike generally follows what he points to with some branching reverberations and thunder to increase range. This technique is not flawless though. While much of the electricity is mitigated by his cloud-controlling quirk, he too gets shocked by this move. That fact makes it a double-edged sword and risky to use. It's best used after a downpour to establish an all-directional shock.

Drawbacks:
While the effects are channeled through his clouds and quirk, Tachikawa is not fully immune to the temporary weather effects he can conjure up. He very well could get shocked or frosted by his own super moves if he's not careful.
Slow starter, accumulating vapor is rather difficult to do instantaneously. This makes strategy, and prep uber important.
Lightning users are a direct counter. While he can redirect lightning with clouds and water vapor to minimize and mitigate damage, lighting is almost always an instant hit against his weather coats when equipped. His only options are to ditch the weather coats and establish the weather effects and super moves the long way, or deal with the mismatch with the weather coat equipped.
Because they both need the same exact resources, fights with Water Users can sometimes lead to a stalemate. This causes both sides to fight over water vapor in the air or surrounding water for utility. These kinds of battles are left up to whoever is more clever or the better overall fighter.
Fighting Style:
Ultimately pandas are rather peaceful bear, if he can use "talk no jutsu", he'd prefer that, but it's never that simple. Calling him slow and steady isn't quite right, but he generally chooses caution over diving headfirst into a situation. With how his quirks work, it benefits him to draw battles out as he knows he can outlast most foes, and practically bully them into submission after studying their habits. With a mix of crowd control efficiency and hand-to-hand skills, he's a very tricky opponent to fight. He will punish you for getting away from him, but it's never exactly a good idea to get too close either. As a jack of all trades, he's not exceptionally great at one specific thing, but having so many tools makes it a real head-scratcher on how to deal with him. He puts a very deep amount of care into attacks to disable a foe and methods to save an ally or civilian. He's very against killing and prefers outlasting a foe to take away their will to fight or patiently whittle them down into submission. Paired with a direct striker, he's the ultimate ally.
