A droplet finally fell, then another, and soon came the absolute downpour following closely behind it. SSP awaited the villain's arrival, ducking hard as Edge's blade slice clean through his hat and only missing by a few hairs. He'd slide back a few feet, though the downpour barely made him visible. The easiest thing to recognize was the electricity bouncing of his knuckles and branching through the air. "As predicted by Panda doppler, an immense downpour rains down on the hero and villain." He narrated.
His storm sleeves had expanded into a dark shroud around his body. It would become even hard to see Panda, if at all. This downpour was what the hero was aiming for, and why he was being so docile during the majority of the fight. Now that Speed was out of the picture, he needed to arrest this fiend. As an all-rounder, Panda had plenty of options, but it was starting to become obvious he wouldn't top Edge in close quarters unless he had a game plan. He would need to trick the villain somehow.

Edge grunted at Panda's words. His blade had come free, and he spun to face him once again, withdrawing his weapons back underneath the robe. This Hero was annoying. It should be easy to cut him down, but this Weather Panda had a lot more tricks up his sleeve. Edge needed to get in close, but every attack seemed to be dodged. Long-range just allowed him to get struck with lightning. He scowled beneath his mask, straightening up. His robes whipped about his feet as he took a step forward.
"Pointless noise."
Even with his vision obscured, Edge wasn't worried. A blade thrust outwards, from his back. It pushed him forward, propelling him into the dark shroud. Edge wasn't aiming at Panda, but as he came to a point where he estimated the Hero would be close, he spread his arms and legs wide. Blades sprung out of his body from all angles, lunging from within the depths of his robe, lashing out in every direction. Edge needed a clean hit on the Hero. If he forced him to bleed, then that would be it. He would take his head, and then he would go for food. Storm-Surge Panda had pushed his hunger to unacceptable levels.

"HEY!"
Shiiiiiing! In a flash of metal clashing, Raiun felt his arm get stabbed, as well as a blade grazing his side, and another grazing his cheek. Sparks flew at blades grated against his knuckles. Lightning flashed overhead, giving a full view of Edge's target. He was settled in a defensive stance, and for good reason. There was no way he could block that many blades at one time. In that simple flash, Edge would see a smile in the face of danger. It was eerily close to Speed's though it was clear it was the youngster. Thunder rumbled as lighting jumped through the sky once more. "Panda doppler radar predicts lightning, a surging storm!" Electricity would actually peel off of his knuckles and dance around the dark stormy sleeves that had expanded. The rain from overhead was relentless, pressing on the two and allowing the electricity to expand even further. It was an easy pinpoint shot, SSP hopped backward while clicking both his spark point knuckles together. The lighting danced along his wet jacket as he grabbed onto his konabo bat. Thunder loudly quaked at the impact of him slamming it into the ground with a mighty swing. Lightning erupted from the impact against the ground and jumped directly toward the mass of blades that was Edge. The bolt was incredibly wild, but easily honed in the many sharp "lighting rods" in front of the hero. A secondary bolt persevered through this super move! It would surge through the many amassing puddles like an electric fence. "Storm Sleeve, VOLT Circus!"

Edge retracted his blades, but the lightning wasn't exactly slow. He felt currents leaping through the metal and into his body, and he grunted, paralyzed for a moment before the energy burst like thunder, thrusting him backwards and into an adjacent building. From Panda's point of view, the wall would collapse as Edge's body was flung through it, dust and rubble flying outwards and mixing with the rain that fell from above. As for Edge, his body was obscured at the point that it crashed into the masonry, and whether or not he was getting up from that would remain to be seen... ----------------------------------------------------------------------------------------------
Within the building, Edge rose, a bit shakily. He had brought up his blades across his back on instinct, taking the blunt force impact but still leaving him bruised, bloody and so, so hungry. He raised a hand to his mirror mask. Cracked. Anger travelled through him like the lightning that had come from Panda. This was becoming more of a chore than he had bargained for. It was supposed to be an easy kill... why did this nobody think he could stand between Edge and his dinner? Edge brushed off dust from his robes, thinking of his next move. Retreat? Annoying, but maybe necessary. Fight? That would be the favoured plan, but he felt at a disadvantage, in speed as well as against lightning powers. Could he wait the Panda out, wear him down? That would mean back-up could come, and while Edge was confident he could slaughter a whole bunch of police and nobody heroes, it would decrease his chances of escape, and eating. He frowned. Escape seemed like the best idea, but this nobody was like Speed, fast and agile. He would have to be wiley. ----------------------------------------------------------------------------------------------
From the dust came the figure of Edge, flying at a fast speed as he propelled himself forward with a blade thrusting from his back. He soared above Panda, and as he passed the mirrored mask was turned to face the nobody, so that he could see himself reflected in the surface. "Nobody heroes deserve nothing but death."
Edge struck the wall on the other side, blades sticking into the surface. He began to climb rapidly, hook-like blades produced from his hands as he slammed them into the brickwork over and over, until he reached the roof. Edge stared down at Panda. Beneath his mask, he smirked slightly. "And death... is coming for you soon enough. You, and all heroes who aren't worthy of their titles."
Then Edge was gone. He turned and began to make his way across the rooftops, aiming to leap from building to building. A fairly obvious escape route, if Panda were to follow...

Raiun gritted his teeth as electricity ran through his own body as he unleashed the attack. He'd take a deep breath as his foe crashed through the wall. The rain would dull, and the moon's light would slowly breach through the clouds that broke apart. Now resting his kanabo on his shoulder, he scanned for the villain. Clouds would accumulate into a puffy backpack. "Roger...We've not left the block yet. Mmm... no... His aim is for heroes, it seems. 3 seconds is enough time." He muttered into his comms. In his ear, there was quite a bit of chatter, but it was just typical protocol. Almost instinctively, SSP ducked down as Edge rushed overhead, only to realize he wasn't the target this time. A chuckle came from the youngster. Regardless of his wounds, he'd pose and smile even wider. "This nobody is number 13~!" Not particularly the time to go about boasting, but if went further than that. He wanted to be the pillar of justice to snuff evil from existence... -everyone in the agency did. He'd tap his earpiece. "Rooftops, he's trying to flee, but let's be sure he actually leaves. Formation Delta!"#13 The Stormy Hero, Storm Surge Panda! A thud could be heard on an adjacent roof. In a flash of purple, Crest revealed himself from under his flowing cape. would tap his earpiece. "Crest here... ,I have eyes." Notably, he didn't engage at all. Panda would appear kneeling on his cloud as it rose up. From the looks of it Edge was fleeing. "If Tokyo is somewhere you come often, you'll have plenty of chances to get acquainted!" SSP called out. His cloud would fly at a slower speed, making sure to keep a safe distance from behind. Kiting from the left was another youngster who was high in the sky from the super jump of his clad legs. He wasn't really chasing... -only matching speed. Crest, The Shining Example "Veil here, he's heading toward you Tigre... Manga Man!" Another person, a glow found itself coursing through a young lady's hair floated down from a tall skyscraper. She too held no aggression for the fleeing villain. Her iridescent hair held powerful flaming heat, but she'd only use it to keep herself afloat. Watching the other chase from a birds-eye view. Veil, Forever Stylish "HEY! Yeah, definitely running. " the booming voice of Roaring Tigre could be heard as he stood on squad car that was leading a pack of other police vehicles with sirens blaring. Out of all the agency members, he didn't have that great of a view. He could catch him just about every gap between rooftops. These cars trailed from the left side. The announcer hero, Roaring Tigre "Eyes from Mangaman.. still on track for departure." A model-looking boy pulled his phone out almost instinctively when he heard Tigre's voice from down the block. If he were going by rooftops... The boy looked up and carefully readied himself. A black cloaked man with a reflective mask would get snapped in mid air by his phone. Unlike the other heroes, this person didn't trail. He didn't exactly need to. More cops cars roared passed him, as the hero began walking back toward the SPR base. These cars would situate themselves on the opposite street, trailing Edge from the right. Local Mangaka, Manga Man The group was kiting the villain to follow a specific path, but that's was the D in Formation Delta stood for... a defeated or deterred villain. While Speed was always aggressive in defeating a villain as an individual, he was very clear about making procedures and protocols to follow as a team. The people came first. If letting a villain go meant more saved lives, then kiting a villain away made more sense. All the street lamps were set to red, and most of the streets down below were cleared. It seemed like the agency were creating a runway for the villain to follow while the police were the ones doing the actual chase. No SPR member would even attempt to engage unless he made himself a threat. If he did, they'd ALL jump on him. If he didn't, they'd slowly back off one by one. It wouldn't take long but the members of SUPER came to a complete halt allowing the police convoys to chase. " Let's head back, folks. Speed's safe, but let's head to the hospital to see how he'd doing." Panda said through comms. Edge could likely dodge the police with some evasive maneuvers, but it was very apparent SPR was satisfied with their results. Speed was safe, and the villain cared about fleeing more than his mission at hand. The runway they created would lead Edge to neighboring agencies. At that point, he was out of SPR jurisdiction.

Edge flowed from roof to roof, evading other Heroes as they appeared in the night, leaving around police sirens and leaping down into an alley. There was a crunch as a silver mask fell to the floor, a rustling as a torn cape was discarded into shadows.
Kengouro stepped out onto a main street, glancing around before he slipped into a crowd. Fresh clothes, simple and black. He had stashed waterproof bags across alleys in this city, as his quirk wasn't exactly tailor friendly. His expression was blank, a void of nothing.
He pulled up a stool at a food stand, and ordered. He sat, staring into nothing while the chef cooked for him, and when the unagi was placed before him, Kengouro only smiled slightly before he started to eat.
"Number Thirteen, huh..."
