Night in Tokyo. The streets shone with a thousand lights, flashing neon, dancing electrics. People were laughing, drinking, dancing, singing. Completely unaware that a killer stalked through the shadows. Standing firm atop a two-story building, in an area known more for Hero agencies than stores or bars, was a figure. Robed, sheathed in ragged dark cloth that fell to his knees, and wearing a silver, mirrored mask beneath a hood. The figure had been standing almost dead-still for a while now, hidden within shadows. It was watching, waiting for something, or perhaps deep in thought.
I really want some Unagi.
It, or he, was well-known in the underworld of Tokyo and Japan. A villain who had never been caught, but who had murdered dozens of Heroes in his short time. Edge, the Hero Hunter. He crouched low on the rooftop, watching a building that lay opposite. Only one light was on now, whereas before it had been lit up like a Christmas tree, just as the rest of them.
After this, I'll get some Unagi. And ramen, maybe. Chicken broth. Shit, I'm hungry.
Edge had been hired to do a job. Paid a lot of money up-front, with a lot more promised to come once it was complete. It was simple, really. Kill the pro-hero Speed, now retired, and everyone who gets in his way. Edge stepped to the edge of the ledge. Speed was somewhere... and the people that would know were in that building. The SPR Agency. Edge slowly leaned forward over the edge, and then let gravity take over.
He dropped, feeling the air whip around him. Suddenly he swung out an arm, blades lashing out and slamming into the wall. Edge continued to fall, dragging the blades to slow him, before he kicked off into the air. He landed, his quirk extending and allowing him to roll unharmed at the base of the building. If anyone saw a dark robed figure falling through the night air, Edge would be impressed. He raised his mirrored mask upwards, staring at the light in the window.
From his palms, he extended two hooked blades, and began to climb.

"Remember, you've got this." Speed reassured the young prodigy. He sat at Speed's former desk with his arms crossed. "I'm not worried about the heroing part, it's the running an Agency part." He replied. "I've got the tech stack memorized, I've got the patrols time cards memorized... I've never had to be a leader before..." The young hero looked down. It was a respectable thing to be concerned about but he was forgetting who he was talking to. "What's your end goal, Panda?" Mayoi was grabbing his backpack, and a box of the final items. The former hero always had a small desk in the back in case he wanted to do business there... He'd have the keys as well. He'd take care of SPR in the background while Storm Surge Panda would become the flagship leader like intended. "To create a peaceful Japan... but only a Pillar can do that..." An honest reply. With a smile, Mayoi- "Then you already know what you're doing. They'll trust you, they always have." There was an odd sound, rather a consecutive amount of sounds. Plinking... no more like digging into something. Both of them would pause to try and figure it out. A squirrel would climb that high with no avialble trees, and a bird would just fly off. What the hell was that? Most of the side kicks and interns were out interning already, and the only staff remaining were the desk agents on the support floor... Something was off here.

Clink... clink... then it stopped, filling the office with the distinct noises of Tokyo's nighttime affairs. One second, two, three.[/u] Then the window shattered inwards, a violent cascade of glass shards, cold night air, and the rustling of a black robe as Edge hurled himself inwards.
He landed in the centre of the room, skidding to a halt, head lowered at first. Then he raised it, allowing Speed to look directly into a mirrored mask, reflecting his face directly back at him. It was perhaps a second, long enough that Edge could guess that the retiring Hero had time to stare back at his own reflection.
Look into your own eyes, and you will see the man that killed you.
Then the attack came. Edge didn't move, but a long sharp blade suddenly shot from within his robes, cutting through the cloth and aiming directly for Speed. Aiming for his heart this time. The Yakuza had said he had been pierced through the gut before. This needed to be a killing blow.
The other Hero was inconsequential. Edge didn't even look his way. He just needed to finish the job, and then leave.
For some Taiyaki, maybe. Something sweet. Or some Yakiyori? After this, I'll be able to afford whatever I want to eat...

Both heroes flinched as the glass broke, the both of them reacted differently. A draft of wind entered in the same way the black-cloaked specter did. Speed would drop the box, there would be a clang followed by the metal sparking off of his knuckles. The blade was deflected a few inches too high grazing his shoulder. "HEY! You really think you're faster than me!?" It was if he'd forgotten all about his wounds, though the blood from his mouth made it an obvious indicator that his internal wounds reopened from making such a quick movement. With his abdomen screaming at him, the former hero fell to his knees. He smiled big. He and Panda had been fighting long enough for him to already know what the youngster was going to do. Raiun didn't need to hesitate, he needed to focus on what he was good at. With that in mind, he'd feed some words to Raiun- "OKAY HERO! Show me what you've got!" This wasn't his stage anymore.
"Yes sir!" Storm Surge Panda's reaction was strange. He hesitated but found his grounding when Speed reacted the way he did. In fact, seeing Speed have any moves left with such fresh injuries almost make him laugh. The old Speed would have dodged completely, this bandaged bastard was slow and still making snappy comments in the face of danger. Speed's comment seemed to light an uncontrollable flame under Raiun's ass. In terms of priorities, this villain came first. He needed to be downed, or at least immobilized. Despite his life being in danger, Speed was only concerned with his pupil... -he wanted Raiun to show him the pillow he spoke of becoming. This meant Raiun didn't have to worry. He didn't have to second guess anything. He only had to act. As a proper thanks to his sensei, Raiun was going to prioritize the save with a wordless game plan. "Yo, Stabby Mcgee! There is only one hero you should be concerned with." His smile resembled his sensei, strong and focused. Storm Surge Panda closed the distance fairly quickly. With his arriving presence came a distinct drop of almost ten degrees, and a distinct pressure. One hand was at his weapon, the other seemed to be clutching the air? It would be a bit easy to miss in this frontal assault. With Kanabo in hand and already reeled back, Raiun twisted his hip to swing the spiked bat with all his might. He was aiming to bash right into the same arm he used to unleash the extending blade. The villain wouldn't know it, but this was Speed's cue to get going. Speed would hack up blood, before gritting his teeth and blitzing toward the window. The window -rather the villain's entry point, was a puffy white void at this time, a pillowy structure that gathered water vapor and wind pressure to become a solid cloud. Speed was no longer the soapy blur he once was... -not with these injuries, but he was still faster than most average people in this wounded state. Mayoi leaped for the window, tucking his body and crossing both arms over his chest in defense in case the villain tried something.

Annoying. Edge had wanted Speed to die on the first hit. The fact that he defended himself got on his nerves, especially because he was getting hungrier. His blade sparked as it ground against Speed's knuckles, hitting the wall behind him with force. So annoying! Why didn't these heroes understand that they were just walking corpses? What was the point in them fighting back? The mask was emotionless, his body posture not changing, but Edge was becoming angry. He had expected Speed to have company, but their conversation made him irritated. Why fight? Just die! Become the dead man you were destined to be!
Edge retracted his blade, his body jerking back as if he had been struck. This was when Storm Surge Panda leapt forward, charging towards him. The mirrored mask twisted towards him, reflecting the young hero back at him. He brought his arms up, blades dancing in the lights as they extended to block the attack, two of them crossed over one another. The bat slammed onto them, causing Edge to buckle slightly, but hold his ground. Storm Surge Panda's face stared back at himself in the mask.
"You weren't on the list to die tonight. You've signed your own death wish."
As Speed leapt towards the cloud, Edge didn't move. Yet as he held his ground against Panda, a sharp sword tore through the dark curtain of his robes, slicing through the air and aiming at the fallen hero's back. At the same time, one came from the area of his stomach, lunging at Panda's body.
They're eating into my eating time. I'm starving. Better kill them both quick.

The resounding clang between metal was satisfying. Speed smirked. This villain was crafty, but SPR was craftier. "NICE SAVE!" He called out, giving the incoming blade a strong right hook. Consequently, it would shattered the neighboring window as he again was only grazed. Panda almost instinctively leaped back realizing, he too was in danger. Right back, he- "NICE SAVE!" But he didn't want Speed guiding him. He clutched his freehand hard commanding the nimbus to drop. Speed would be caught by the cloud and slowly descend.
This person could attack and defend on a dime, the cool metal of Edge's blade grated against his konabo as he held in defense. Another breeze rolled in as the room had more access to the outside elements. "You're more than welcome to chase him. You're also more than welcome to try and secure that death wish." He took a few steps back. What was Edge's range? He wanted to figure it out soon. Though, he already had 80% of a game plan in his head. He slipped his free hand into his utility belt and as he pulled it out, his knuckles were decorated with a grey knuckle with this thumb resting on a switch.
"Decisions, decisions." Raiun taunted. If this were some sort of personal vendetta, then he probably could be patient. If this were a hired job, there were probably rules to getting paid. Something like proof of death at a certain time... Time was of the essence if it were the latter, and Raiun technically made Speed an easy kill by plopping him on a cloud outside of a tall building. Whatever Edge did would be quite telling for the prodigy. Was he bluffing? This was an agency that specifically prided itself on rescue, and defense planning rather than villain suppression. What exactly did that mean?

Speed was out the window, cushioned by the cloud and out of sight before Edge could retract his blade. He clicked his tongue behind his mask. Not the easy assignment he had hoped for. His hunger was rising, as was his irritation. Bordering on anger. Who was this kid? Why did he think he was worth Edge's time? He retracted his blades, turning his head slightly away from Panda. Edge took a deep breath, pacing himself. No sense losing his cool just yet. He had to maintain a level of serenity if he was going to land the killing blow on Speed.
"Arrogance... you Heroes are full of it."
With a metallic sound, a thick blade shot forth from Edge's chest, wider than before. It was aiming for Panda, but the plan wasn't just to bifurcate the Hero. Edge was learning the reaction of this Hero. He would most likely dodge, using his knuckle duster to push the blade away... but Edge would keep extending it if Panda did. Hit the wall behind him, which would propel his body backwards, out of the window, and lined up above Speed, his true target. It would be a matter of what Panda decided to do, but Edge had steps after that, and after that. He had a plan, and he wouldn't walk away from here without his prize.
Edge wasn't worried about this young prodegy. As far as hew as concerned, Panda was full of vapour and hot air. He wasn't the target that was going to get him money for dinner tonight, but he would make sure that he would regret stopping him from a kill.

Speed's descent was hurried but careful. As the blade came closer, the young hero clammed into a defensive stance, making a prong between his spark point knuckle and bat. Switching his knuckles on, the shock would buzz through the originator's blade and deliver hearty damage. As he did this, the metal sang as Raiun tried to close the distance. The temperature shifted again, though this time with Raiun's approach came a warmer front. "They usually make bigger capes for those of us who have a big head." He chuckled in the face of danger.
Speed would finally be able to touch precious earth, and slide his way toward a main street. "Recognize, SSP" He said out loud, followed by an "Ambulance needed at SPR campus stat!" His phone would be able to identify his voice and make the message ping to local authorities. The building had a small unit of police and firemen at its base level. All they had to do was wait patiently for the order. This also meant an ambulance would never be too far away. Speed slumped down and rested his body as the incoming siren could be heard. There was no indicator to how close it was, but the chance to kill Speed was slipping.
The drop from out of the window was a solid 5 or 6 stories. Panda knew that was nothing if he could climb with his blades. He knew he'd be fine as well with his quirk, but this guy was annoying precise and yet seemed a bit distracted. Honestly, the most annoying part was Edge wasn't catching the full brunt of his heroics if he wasn't focused.

Electricity? Edge felt the energy surging through him, conducting along his blade that had pushed him out of the window into the air. He gritted his teeth, feeling his muscle spasming, paralysing his body. So. Annoying. His trajectory made him hit the building opposite, tasting blood in his mouth, feeling the rumble of his stomach. This was harder than he thought, but it wasn't to do with Speed. This Panda... he was making Edge get really hungry! The Villain clenched his fist, pushing through the electrical paralysis to extend a hooked blade. He slammed it into the wall, slowing his fall. Edge hit the ground, rolled, straightened up. His robes fluttered around him impressively as he turned his mirrored mask left, right, and then upwards to the window he had come out of. Under his breath he growled words to himself, a chant of power.
"Bento... Taiyaki... Senbei... Ikayaki!"
Edge spotted blood on the floor. Spots on the ground. He narrowed his eyes, then turned and began to spring after the trail. It wasn't much, but it was enough to find Speed, kill the hero, and finally be able to get some food.

So electricity worked? Good deal, he could handle this guy. "Recognize, SSP- Lockdown and Emergency Amber!" He commanded. His phone would reconize his voice and send a code to one of the desk support members to initiate the lockdown. In a sprint, Raiun leapt out of the window, which was slowly closing with steel shutters as the villain was on the opposing building. Getting back in would be 100% percent tougher, but this person already made it clear who he was aiming for.
The air around Panda changed as he became airborne, rather it grew soft and dense. A veil of white clouds whirled around his body and formed into a flowing sleeves around his arms and legs. His time in the air was a controlled one as he beat Edge to the earth below. "HEY! I said, there's only one hero you should be concerned with." As he said this, large amber letters graced the agency building letting bystanders know the SUPER HQ was a danger zone. There was more to it, but Edge would have to find out the hard way.
"Who sent you?" He held his arms wide open, clouds swirling around them. He was showing his hand to the villain, but if his goal was to be number 1, people were going to get to know his quirk anyway. For now though... he needed to stall. For a better weather effect, he needed a moment.

Even before his feet touched the ground, the second Hero was there. Edge paused before he made a move after the blood, turning to face the man. Panda's face reflected in the mirrored mask, expression hidden and body language covered by the tattered black robe. A long, hissing sigh came from behind it.
"You're not concerning at all."
The voice was level, expressionless, calm in an apathetic way. Edge turned fully, noting the clouds building around Panda. Annoying. Electricity would slow this down, and he wouldn't get paid without Speed's death. Unless... Edge sized up his options. What had the Yakuza told him to do? Finish the job... maybe Speed would be an easier target if his agency was wiped out first.
He raised his head, the flashing amber reflecting from his mask. Edge was close to the danger zone, here. This Hero was trying to bait him, that was clear. A bad match-up, perhaps, but he was starving, and this needed to finish soon.
"Only the dead can know my reasons."
It sounded cooler in his head, but Edge wasted no more time. From within his robes suddenly leapt a myriad of blades, half a dozen that all aimed in an expanding cloud towards Panda. If he tried to rebuke them, then another would find his mark. Try to shock him without moving, and the annoying Hero would be skewered. Edge wanted Panda dead, and the young Hero had placed a mark on himself. He would find the wounded Speed soon enough... if this Hero had a death wish, then Edge would oblige him.

The once clear night sky seemed to darker further as clouds accumulated, though it would get drowned out by the city's light pollution. "Underestimated, just how I like it." The young hero said spreading his arms in a welcoming fashion. Against the temperature shift, though this time it could be felt from a distance. Both combatants were completely in their own little world.
The assailant- "Only the dead can know my reasons."
Raiun-"Oh yeah, I'm getting pumped up." He'd jump at the sight of incoming blades with his knuckles switched on. There would be a resounding clang against the few he could defend, while others would penetrate his defense. A few cuts for a direct shock wasn't a bad trade in his opinion, as his storm sleeve carried his higher. He'd continue upward as blood joined the ever-present water vapor building around him and above them both. The was cool, moist and the wind picked up ever so slightly.
The leg sleeves would pull off of his body and float up while pulling as much water vapor as it could. Sitting above them at this point was a dark mass of cloud. The formation would find allies of accumulating clouds. "Something's brewing... On the Panda doppler radar, I can predict an incoming storm." The floating hero called out. He was confident despite his newly acquired wounds. Nothing would happen yet, but the smell of incoming rain was ever present and the rumble of thunder could be heard. He handn't used his full power on someone in a while, but this guy...
It wasn't just the fact that the blade quirk was tricky. It was the level of precision and technique behind it. Maybe this assassin was a samurai in his past life. It was a bit too much to think about. The clouds around his sleeves seems to whirl faster while he lined his shoulder up to the villain to take aim.

Edge felt the electricity rush through his body again, but he reckoned that he could take more direct jolts than this Hero could take direct slashes. He withdrew his blades, straightening up as his masked face slowly turned upwards, taking in the dark clouds that were brewing dangerously above them. Edge breathed out in annoyance. This was taking too long. Speed might already have escaped by now. Time to switch tactics, and really show this nobody Hero who he was dealing with.
"There was a storm here... long before you used that silly Quirk of yours!"
Edge raised hand up swiftly. A blade shot directly upwards from his palm, and as it extended he brought his whole arm down. It was a guillotine strike, aiming to bifurcate Storm Surge Panda in half from above, making it difficult for the Hero to defend with his shock knuckles without taking a heavy blow. Edge was grimacing beneath his mask. He was so incredibly hungry at this point.

The first drop would fall as the wind picked up. By this time Speed had completely vanished likely jogging toward an incoming ambulance. Panda's mind was fully locked in on combat at this point. He was already prepped for the next attack and luckily it was a single blade. Notably, regardless of what kind of attack Edge used, these blade were a part of him. They had to retract back into his body. With one foot, he'd take a wide step back with his palms facing outward. He tucked his left arm, and pull his shoulder back. This efficient movement would allow him to just narrowly dodge. In that split second his storm sleeve seemed to contort and collect onto the metal as the blade passed through it.
Rather his storm sleeve was. "Cirrus bear trap." The blade would collide with the ground and stay there as solid cloud pinned it(only for a single post). Finally rather than being the defensive, he'd launch his first formal attack. With his lead hand, he'd thrust his palm forward, launching the vortex of a storm sleeve with his right. "Turbulence Sleeve!"

Edge grunted as he felt the blade become trapped. This guy. This guy was infuriating. Speed had all but left his mind for a second. Now he was focused on this Panda-faced Hero. Behind the mask, his eyes narrowed, watching as Panda readied his next attack. So he thought that was it, huh? One lousy move could stop Edge, the Hero Killer? He had a growing collection of kills under his belt, and it would only increase. Like some lousy cloud-whisperer was going to stop him!
The vortex was thrust forward. Edge was already retaliating. The blade might have been stuck on the ground, but that didn't mean he couldn't retract it. He did so, and his body was dragged towards the point of the blade rather than the other way around. As Edge was catapulted forward, he engaged Sword Scales, covering his whole body beneath his robes with a layer of metal points, layered over the top of each other.
Edge hit the vortex head on, but his armoured scales gave him a layer of protection. He grunted again, feeling the force of the attack battering and bruising his body, but he was still being dragged towards the point where his blade had been trapped, and it forced him through.
"Foiled by your own storm. How pitiful."
He swung out an arm, creating a blade from his wrist, and aimed for Panda's neck as he shot towards him, a horizontal slash that was powered up by the velocity that he was travelling, slicing through the wind and aiming with solid precision. Edge was used to thinking on his feet. He had fought enough Heroes and Quirks to be ready to adapt to anything that came his way.
And the sooner he dealt with this Hero, the sooner he could find some food.
