Rouge would nod as she leapt into action. The viglantes and the hero would engage in battle of the young girl, but it's mobility would pull the altercation further into the woods. Shinja would be halted by a bullet that just barely missed, and an encroaching steams that seemed to swallow up the hallway. He'd been waiting for another face-to-face and more importantly, he'd been waiting for just this moment when she was alone. It had been a whole year since they'd seen one another. "Long time no see, hero. You've grown... I can't really attest to how much though. " November voice could be heard, crimson red eyes peirced though the dense white vapor. The steam was so thick, it almost made it seem like they were in another world. Naturally, Shinja's fans displaced the immediate fog around her and created an easily visible bubble. The issue was in this hallway, she was just circulating hot air. As he got closer, the steam punk's silhouette became more clear. "Surprised you let your buddy there get stolen... Coulda swore saving people is what you train to do. And man, they got you so good. I must say... -Ace Pilot... er Jet, you called him. Yeah, I didn't know he was an air raid traitor. If he's not under my control, I'm wondering who he's working for... There's no way they'd group up like that without a leader. " Smiling big, pulling quite the casual conversation despite Shinja's woes. He was here for information of course, but more importantly, he was here to poke, prod, and torment. He hinted at organizing Team Airraid himself. He'd trade information if the girl was down for it, but he knew how violent she got when things didn't go her way. All heroes were like that. FAKES.Fully visible now, he'd hold both arms out wide. "How bout we talk like adults? No need for violence." He holstered his pistol as a sign of good faith. The steam wouldn't subside. It danced around them, flowing along the breeze and puffing during lulls. For everything to go so perfectly, he was concerned to how things fell apart so fast. His main concern was why wasn't the Baron answering any comms. He tapped their communications, and somewhere along this stormy night, The Baron specifically went ghost. The old coot was supposed to be killing Shinja or close to it. Since plan A didn't, he'd skip plan b and go directly for plan c, the confident choice.

The bullet stopped Shinja dead, and she dropped to the floor before spinning around. The steam... she should have guessed it. The air was getting hotter, something hadn't realised until now. No wonder she had been struggling... her fans were whirring in the heat, complaining from evert limb. She tightened her fists as she saw red eyes glowing in the white gloom.
"Long time no see, hero. You've grown... I can't really attest to how much though. "
"I can't say you have. Still trying to compensate with a gun, hmm, November?"
She allowed herself a grin, though her insides were churning. Last time they had crossed, he had got the better of her first, but her and another hero had taken him down. Wasn't he supposed to be locked up? Her eyes never wavered as his form became more apparent.
"Surprised you let your buddy there get stolen... Coulda swore saving people is what you train to do. And man, they got you so good. I must say... -Ace Pilot... er Jet, you called him. Yeah, I didn't know he was an air raid traitor. If he's not under my control, I'm wondering who he's working for... There's no way they'd group up like that without a leader. "
Shnja snorted. She rested a hand on her hip, the other by her side. She was ready for a confrontation, ready to make a move at any second. November was volatile.
"You really don't know? Some mastermind KK is. I'm surprised he sent his lapdog here without knowing the full story... but I guess we proved last time that you're expendable, right? Ace Pilot worked with your boss a long time ago, so it's not like KK didn't have that intel."
Then, November surprised her. He offered peace. A conversation with no threat of violence. Shinja was dubious. She wouldn't trust this guy as far as she could throw him (which was pretty far...) but she lowered both arms to her side, her fans whirring away as the heat shimmered around them. Shinja needed to go. She needed to help Tanzo, save Kako, backup Nocturne... but she was no good to them dead.
"Talk? Sure. It's not like either of us is going anywhere for a hot minute. What do you want to talk about?"

"I'll take that comment seriously if you ever beat me 1on1. That hero is the only reason you jailed me, but look how well that went." He'd broken out of prison twice already. It was child's play at this point.

That's right, Shinja didn't know... She seemed apt for the conversation. While she sat in his trap, he'd inform her. "Pffft. You misunderstand. A lot... actually." He'd fill her in on a little secret. "Only Baron and KK had communication when they put that hit on your grandfather. They rest of this group are just bugs to him. BUT this time, it was all my planning, and he helped me set it up. " He'd shrug his shoulders, and make it a bit more obvious. "Team Air Raid was a loose end KK needed tying, and I thought you'd waltz to you death if you could find Aeronaut's killer so I thought, HEY! Knock out two birds with one stone. You snuff as many air raid members you can, and you'll die along the way as you lust for revenge. That was my plan at least. Maybe too idealistic. " The chess board November had was incomplete though... he hadn't known Shinja was bringing friends or the vigis involvement. Unaccounted for variables... he'd have to get a few more lessons from KK when he got back home. KK's strategem was more sophisticated than this mess. November was internally kicking himself, despite seeming so cocky. He didn't care about the lives at stake here or how much trauma he was inflicting in today's events, only about his growth as a villain.
This overzealous nature was what made him the villain counterpart to most UA students. He wanted to be a great villain just as much as they wanted to be great heroes. Where they had teachers and guidance, November had KK and the beauty of trial and error. He felt untouchable in a way. KK would pick him up whenever he'd fall, and point him to greater heights. A smile plastered itself onto his face.
"The only reason I came, was to figure out why things didn't go as planned. I guess you could call this my homework. All of team air raid went radio silent after a certain time. It was a red flag, and when I finally get there, a bunch of idiots are fighting with you or Baron nowhere in sight. Tanzo ...Kako was it?... that killer in black clothing. And Nocturne's group wasn't supposed to arrive so early either.... So much just didn't go as I predicted. I can assume the old man kicked the bucket, but I'm wondering why haven't you? Nah... doesn't matter. " He'd take his gun and slide it across the floor to the hero. He'd offer her a way out... a release from the emotions she'd held. He'd paint a target on himself and KK, it's where her hate needed to be directed anyway. Would she find sweet release in shooting her nemesis. He wondered as he spoke. "If it's revenge you want, you can just shoot me. I started this. The same way KK plotted your grandfather's death. History's repeating itself, but fate's shining in your favor. You could kill the source now, or forever know we'll be out there causing more harm."
A white void they sat in whirled, only getting hotter and hotter over time, the walls becoming damp at this point. As he spoke his steam plumed and billowed. A familiar voice could be heard from the steam clouds. "Shinja!" It sounded like Kako. "He's right there, young one. " It sounded like Nocturne. "SHOOT!" Another voice rang out, -the Baron? "Shinja~" It would sound like her grandfather. These were all hallucinations from the heat. November had nestled the two right in the middle of his Drunken Stratus steam cloud. "And you know for a fact, that villains won't stop doing things like this until we're dead. Why not take me out right now?" November taunted, in a gleefully twisted expression. The longer he talked, the longer she'd be subjected to this pressure cooker of a situation. There were a few options are her disposal, but she'd have to figure them out herself. November was fine with torturing her a little longer. He had to get going soon as well. He needed to nab any precious data or evidence Team Air Raid had before Nocturne's sqaud started their investigation.

Shinja snorted with a wicked grin at his jabs.
"I must have misremembered the part where you used sly tricks to injury me. Bringing a gun to a fight and trying to act like your win was a true one... villains never fail to astound me "
Still, she felt her body growing warmer by the second. Her eyes picked up the walls, felt her throat grow scratchy from dry, hot air. Her fans were whining at her, a keen high noise that gave away what she wasn't trying to show. November had created a trap, and she'd been caught.
That didn't seem to matter much though, as November continued to talk. Shinja's brow furrowed... so this had been his whole set up? When... even from the start? Before she even knew? She clenched her fists, tightening her jaw in frustration. So KK had a protégé...
"And here I was, thinking you were just another thug hired by a lunatic. He's got you scheming too, huh?"
Shinja shook her head slowly, feeling the heat pressing on her temples like a vice. His words were shimmering, foggy, but she caught every single one. Doesn't matter? She looked up at November, something resembling a raging storm swirling behind her eyes.
"Doesn't matter...? That's the difference between you villains and us heroes. Doesn't matter... you set a plan in motion and just assume that you'll waltz through it without consequence. Let others do your bidding, because you don't have the guts to do it yourself. Only now... when your enemy is nearly spent, you saunter over and deal the finishing blow."
Slowly, as if in a trance, Shinja crouched. Her hand curled around the gun, which she raised, staring at it with intensity. The heat... this steam... it must be his quirk. Her eyes focused on the heavy metal weapon.
"Doesn't matter... history repeats itself. KK left loose ends, you left loose ends, and a few years later whoever picks up the threads of this event will leave loose ends. And you know what?"
Shinja's eyes flicked to November, giving him a curious gaze. A small smile slipped onto her lips.
"I'll be here to stop you. And if not me, another hero. And another, and another. You say you won't stop until you're dead. What makes you think heroes aren't the same?"
She was looking around at the room. Her fans were punching into high gear, and her brain was fuzzy. Not just the heat. The voices spoke to her from all angles, and she listened carefully to each one. They're right... he is right there. She cocked her head to one side, then the other.
"Revenge. It's all it ever seems to be about these days. I never knew my grandfather, so the fact someone killed him isn't worth revenge. I just came here for answers, and I got everything, and more. Revenge for myself? Nah. I cast my life aside when I decided to take up the cape. I live for others now. That's the other difference between us, November. You'll never understand what it's like to truly care about someone's life, even if you don't know them."
Absently, Shinja lifted the gun. It was awkward and unwieldy. Then she tossed it aside, and her fans began to roar even harder than before. The air around her moved in a current, steam swirling and dancing. Shinja shook her head again, and took a step forward.
"I do know this. You're wanted for multiple crimes across Japan. I don't give a shit about your little mind games or your big plan, whatever. Right here, right now, I'm going to take you down. It's as simple as this: you're a villain. And I'm a Hero!"
As she shouted the last words, her arms rose upwards. Fans already pushing themselves, they released a wild blast of air, towards November but in a wide gust that tore forward through the cavern. Shinja didn't care about revenge. She didn't care about November's schemes. She just knew that she had to stop this villain here, or else he'd hurt more and more people. Keep your focus on me, November... I'll show you how strong I've become in the past year!

November nodded along, patronizing her every word. His smile drifting into a crazed expression. He was exuding more excitement than steam. He'd bring both hands up and beckon for her to shoot him. "Yes, yes, that's right!" He chuckled, his image slowly being drowned out by the steam. "Casting your life aside when you took on your cape, LETS SEE HOW TRUE THAT IS!" His voice called out, he was already down a bit further down the hall than what it seemed. His body was stark white, the only feature defining him from the whirling element around him was his murderous red eyes. He'd clutch both sides of his neck as if strangling himself. At the same time a violent hissing sound roared just as loudly as Shinja's fans. If she had that big of a death wish, he'd grant her a glimpse of the reaper himself. He didn't know if she'd survive, but heroes were like roaches. They'd crawl out from any crevice. To Shinja's he- "I'll await the hero who comes after you.""PRESSURE PUNK!" A loud explosion could be heard, erupting from his core and blasting everything within radius with a violent burst of scalding hot steam! The mountain simply couldn't take anymore. Between the trick shotter's earlier, to Shinja's strong fans, and Red Baron's jets, now to November's steam explosion. The damage would cave the structure in. The mountain itself would shake as its internal cavities filled with steam and dislodged stone. And what became of the brave hero who charged him?

The blast tore through Shinja's winds, her skin searing with white-hot steam. She felt her body get flung back by the pressure, hitting a rocky wall hard and ricocheting to the hard floor. Groaning, body aching and bruised, Shinja rolled onto her back, staring upwards at the shaking ceiling.
I'm actually going to die here.
She thought the words calmly, pain slicing through her like wicked daggers. Shinja wondered what her father would say. Her family, her friends at U.A., Kako and Jack. Her grandfather. She shut her eyes for a brief moment.
Really, mate? Ya jus' gonna roll over an' give that dick the satisfaction? Bugger that! The Shinja I know ain't one to quit!
Honestly... my own daughter, rolling over to die. You gave up your future for this daft hero business, and this is where you'll give up?
Ah... young Aeronaut. I remember too well the strains of battle. But a hero fights on, to the last breath! You will fly high once more!
Shinja... you're the strongest person I know. You aren't just going to die here! It's just like that time we raced across U.A.. You were so fast! If you can beat me... then you can outrun a collapsing mountain. You need to get up! If you don't, you'll die! Move! MOVE!
Her eyes shot open. The mountain was coming down around her, and she needed to escape! Shinja got to her feet, unsteady. Her fans were a pain of their own, but with all the strength she could muster she put them straight into high gear. I've got less than seconds to escape. I have to be fast!
With a burst of wind, Shinja was off. She followed the remaining markers left by Rouge, speeding along narrow corridors and dodging falling debris. Shinja felt a fierce determination in her heart. For all of her loved ones... she would live to see another day! Her fans roared louder as she shot off like a bullet, towards a hopeful freedom.

By the skin of teeth Shinja would make it through. The cavernous hideout of Team Air Raid was no more. All still left inside would die under the weight of heavy boulders and rocks. Seeping out of the cracks hot steam formulated but only breifly. Just enough for November to mock the girl's efforts. "Looks like that's two wins, Shinja. Hahahhahahha." In a shere moment later, he was gone with the breeze, his own water vapor being shoved into the distance by the storm's winds. Finally came a moment for the young heroine to think to herself... even if briefly. Rouge was nowhere to be found, likely trailing after the fleeing vigilante squad.
